RIM improves inter-RAT mobility procedures for users in multiple-RAT environments by automating the configuration of SIBs in eNBs, decreasing manual effort and potentially speeding up call setup by a few hundred milliseconds. The RIM procedure allows WCDMA SIBs to be automatically configured without manual addition, and includes cell state information in SIB3 to help UEs search for another non-barred cell for CSFB if the current cell is barred.

•If the cell state is barred, UE will have to search another cell for CSFB (cell
with not-barred state)

•When the cell state changes (barred, not barred), RNC will send the
updated system information container, only when multiple report is in use
