1. Introduction
This Report provides an overview of the Emergency Evacuation Drill conducted at DIFC
TRUCK TUNNEL on the 6th of April 2015. The report includes the recorded Drill
Sequence of Events, Drill Observations and Recommendations from Taziz Drill observer
team. The report also highlights the deficiencies and weaknesses observed during the
emergency Drill execution that should be addressed by the respective responsible parties.

2. Drill Objectives
 To minimize the injuries and the save lives in cases of emergency
 To ensure that Fire and Life Safety system are in healthy condition and complying
with the cause and effect matrix
 To ensure and establish the effective coordination and communication of
Emergency response team
 To ensure that all persons with disabilities, including staff, clients and visitors, are
assisted and accounted for during an evacuation
 To ensure protection of Truck Tunnel Properties and assets

3. Drill Scope
The following Functions, Systems & Procedures have been tested under the scope of this
Drill:

 The Response of the Emergency Response Team – Imdaad and Security Team
 Occupants familiarity and awareness of the Evacuation Procedures
 IMDAAD Emergency Response Plans
 Tunnels Fire Alarm System and its related Cause & Effect Matrix
 DCD response excluded in this drill

4. Executive Summary
The drill was conduct successfully in the term of evacuation of all occupants (staff,
workers and security) and extinguishing of the fire; however there were few deficiencies
and weakness in the system, response and resources that have been identified during the
drill, a summary of these issues is provided in this report.

During the drill, over 30 Personnel have evacuated from the Truck Tunnel through
emergency staircases and the identified evacuation routes. The Linear detection system
detects the fire and activated the sounders in zone 4, after confirming it’s a real fire

the PAVA system activated as per the cause and effect matrix.

Tunnel is evacuated in approximately 18 minutes. Occupants proceeded to the assembly


points as required and the Victim (Which was Part of the Scenario) was rescued by first
aid team and the fire warden extinguishes the fire using the fire hose reel.

It's reasonable to say that the drill procedures are successfully executed in TT but there is
plenty of room for improvement where significant issues that were identified during the drill
mostly related to the preparedness, response of Emergency Response Team and issues
related to the looping of fire alarm, BMS control and etc.

5. Deficiencies, Weaknesses & Areas

The Security members (tunnel entrance) didn’t have a lay out plan of the tunnel that are
required to be handed over and explain to the civil defense fire fighters. Absences of the
lay-out will make it difficult for the Fire fighters to carry out search and rescue operations.
This issues if not rectified could severely impact the response of the authorities in real
emergencies.

The fire warden couldn’t able to properly pull the fire hose reel and while extinguishing the
fire he was standing very close to the fire. This shows his inexperience and lack of
competency in dealing and extinguishing the fire.

The first aid victim was lifted manually by the first aid team as there is no stretcher
available to move the injured person to the safe location, in the real scenario it can lead
the victim to more dangerous situations.

The assembly point direction signage at 2.5L was inadequate with lower visibility and the
assembly point signage. As agreed earlier these signage was supposed to be installed in
a way to be visible from both ways and positioned in the center.

The fire erupted in Zone-3 and the OTS (Linear heat detection) recognizes the fire and
activated the fire alarm in Zone-4, in normal scenarios OTS must activate Zone-3 alarms.
This cause delay in identifying the fire and report to the CCR room.

The time for the FACP’S and BMS was not synchronized where significant time difference
between the FACP and BMS and UAE standard time was observed. BMS report the first
alarm started at 10.08 AM and the report from the FACP it’s started at 10.13 AM whereas
the drill actually started at 10:12AM. The time difference leads into inadequate reporting or
maintaining log of the events and system activations.

Communication tool such as tetra was used to effectively and timely report the event to
the CCR by the security. Delay in the reporting the incident could lead into massive loss.
