Preamble To The Bill of Quantities
1. These notes are intended as a guide only to the method adopted in the preparation of the Bill of
Quantities and the measurement of the Works. Contractors must note that rates for items must
include furnishing, supply, erection and everything necessary for the proper execution, ,
completion and maintenance of each item and that all auxiliary work is included unless
specifically otherwise stated, measured or excluded in writing by the Engineer.
3. Rates must including all overhead charges and profit and carrying out the work as shown on the
drawings, shall be deemed to be spread evenly over and included in the prices or sums stated by
the Contractor in the Bills of Quantities.
4. Rates must including, furnishing, transportation and installation, materials and goods, and testing
where applicable. Each item includes also, unless otherwise specifically stated, all labor in
making, materials, goods and all costs in connection therewith (e.g. conveyance, delivery,
unloading, storing, unpacking, returning packing, handling, hoisting, lowering and the like),
fitting, setting and fixing materials and goods in position, waste of and laps in materials, use of
plant, temporary works, patterns, models, templates, samples and establishment and overhead
charges and profit.
5. Quantities are billed to the nearest whole unit. Fractions of a unit less than half are disregarded
and all other fractions are regarded as whole units.
7. Drawings, specifications, bills of quantities and all other Contract Document are complementary
and shall be read together, and if any item included in any of them shall deemed to be included in
all.
9. Rates include cost of removal of rubbish and debris from the site.
10. Rates for all equipment include testing at manufacturer’s premises and all spare parts needed
during the Defects Liability Period.
11. Rates shall represent full compensation for all plant, materials, transport, labor, equipment,
temporary works, establishment, overhead, profit, and tax charges required to complete the work
described in this preamble and/or on the drawings.
12. Rates for structural steel include Testing Report: The following reports shall be submitted to the
Engineer by the Testing Laboratory, with copy to the Contractor.

4. Ultra-sonic tests, shop welds and field welds.
5. High strength bolted connection tests, shop and field.
13. Bills of Quantities must be read in conjunction with the Drawings and cut sheets and finishing
materials data
14. The Bills of Quantities represent the entire work to be carried out in accordance with the
Drawings. and not to exclude other information in the Preliminaries, and/or the Drawings.
15. Completeness of Bills: The Contractor must satisfy himself that items which he considers to be
not separately measured are nevertheless included in his rates.
16. Unit rates for each item must be comprehensive and must include for complying in all respects
with the requirements of the technical data materials sheets and Drawings, cover all obligations
under the Contract and all matters and things necessary for the proper execution, completion and
maintenance of the Works. No claims for additional payment will be allowed for any error or
misunderstanding by the Contractor.
17. Errors in Preparation of the Bills: If in the Bills of Quantities there is any error or omission of
items, then such error or omission shall not vitiate this Contract, nor influence the Contract Price.
