DUTIES AND RESPONSIBILITIES OF THE PRESIDENT

The functions of the President shall include the following:

(a) The President of the College is the Chief Executive Officer that oversees and
strengthens the link between the administration of the college and the Board of
Regents.

(i) Coordinates internal and external development through constant


dialogue to improve and standardize the quality of services;
(ii) Represents the college to the Board of Regents and other
appropriate national and international bodies and offices; and
(iii) Decides and resolves organizational conflicts in accordance with
established policies, sound management, and operational practices.

(b) The President of the College provides institutional leadership and direction focusing
on making high-level administrative decisions for the empowerment of the status and
legitimacy of the institution.

(i) Influences the progress of higher education programs in local and


national committees and organizations;
(ii) Presides on policy formulation and/or recommends additional
inputs or modification in the general policies being implemented in
the college;
(iii) Chairs faculty/staffs meetings and seminars to update the faculty of
recent developments in instructions, research, extension and
training programs as well as administrative issues and problems, in
order to identify constraints and formulates and applies alternative
solution;
(iv) Exercises the power to designate college officials who are most
qualified and suitable for the respective positions;
(v) Enforces budget planning and directs its execution;
(vi) Assists colleagues in the improvement of their performance
through observation and assessment; and
(vii) Performs other duties as may have delegated by the Board of
Regents.
DUTIES AND RESPONSIBILITIES OF THE VICE PRESIDENT

The functions of the Vice President shall include the following:

(a) The Vice President is in-charge of the Execution of College policies governing the
administration, management and operation for effective attainment of the objectives of
the on-going programs and projects.

(i) Causes the continuous monitoring of programmed activities to


ensure that these are implemented according to plan.
(ii) Assists the President in planning, implementing and evaluation of
the Administrative program with the end view of providing the
college with efficient and effective services.
(iii) Directly supervises program and activities of the four Directors;
namely: Director for Instruction, Director for Administration and
Finance, Director for Research, Extension and Training and the
Director for Student Affairs.

(b) The Vice President also represents the college in appropriate bodies/offices, chair
meetings and causes resolution of conflicts in accordance with established policies and
sound management, and operational practices, in the absence of the College President.

(i) Chairs faculty/staffs meetings and seminars to update the faculty of


recent developments in instructions, research, extension and
training programs as well as administrative issues and problems, in
order to identify constraints and formulates and applies alternative
solution;
(ii) Collates the annual budget proposal of the college for submission
to higher authorities; causes the follow-up of the same and
monitors results to the Directors/Department Chairman.
(iii) Performs other ad hoc duties, internal or external which the
President may assign from time to time.

Moreover, in the absence of the President, the Vice President performs the
functions of the President and also performs other duties, as maybe delegated by the
President.
DUTIES AND RESPONSIBILITIES OF THE DIRECTOR FOR INSTRUCTION

The functions of the Director for Instruction shall include the following:

(a) The Director for Instruction is responsible in planning, directing, organizing and
implementing specific activities related to instructional improvement.

(i) Determines resources needed (manpower/supplies and equipment,


etc.) for the College/Unit upon consultation with the Department
Chairman/Division Chief to transmit the same to higher
authorities and cause the follow-up therefore for favorable action;
(ii) Promotes optimum use of physical resources through an internal
management control system;
(iii) Collates the annual budget proposal of the College/Unit for
submission to higher authorities; causes the follow-up of the same
and monitors results to the Department Chairman/Division Chief.
(iv) Reviews and approves the teaching loads and work assignments
of the faculty and staff of the College/Unit;
(v) Reviews and approves the programming of supplies and
materials, physical facilities and equipment for use in the
College/Unit;
(vi) Conducts annual evaluation of Department Chairman/Division
Chief performance and reviews the performance rating of the
faculty submitted by the Department Chairman/Division Chief;
(vii) Together with the Department Chairman/Division Chief and
faculty, develops and updates the long-range development with
the College philosophy and goal;
(viii) Initiates and coordinates the preparation of research proposals of
the faculty for possible funding by the College and/or outside
agencies;
(ix) Initiates regular review of existing offerings with the Department
Chairman/ Division Chief and the faculty to make the
College/Unit academic program relevant and responsive to the
needs of the regions in particular and the country in general; and
(x) Coordinates the activities of the Departments/Sections of the
College/Unit through regular meetings, consultations;
(b) The Director for Instruction represents program in appropriate bodies/offices, chairs
meetings and causes resolution of conflicts in accordance with established policies and
sound management and operational practices, in the absence of the Vice President.
(i) Chairs faculty/staff meetings and seminar to update the faculty of
recent developments in instruction, research, extension and training
programs, as well as on administrative issues and problems, in order
to identify constraints and formulate and apply alternative solutions;
(ii) Chairs department chairman meetings to regularly review and
evaluate programmed activities of the College;
(iii) Performs administrative routine activities inherent to the position
such as signing of official paper, like CS Form 48 of the Department
Chairman, itinerary of travel, application of sick/vacation leave and
the like to Department Chairman and the College faculty and
(iv) Performs other ad hoc duties, internal or external which are related to
the position of a College Dean and/or to his professional expertise,
which the higher authorities of the College may assign from time to
time.
DUTIES AND RESPONSIBILITIES OF THE DIRECTOR FOR
ADMINISTRATION AND FINANCE

The functions of the Director for Administration and Finance shall include the following:

(a) The Director for Administration and Finance assists the Vice President in planning,
implementation and evaluation of the Administration Program in order to be able to
provide the college with efficient and effective services.

(i) Assists in the supervision of activities of the different administrative


sections under the program;
(ii) Helps review the annual supply and materials/equipment procurement
program; and
(iii) Helps control the requisition of supplies and materials.

(b) The Director for Administration and Finance assists the Vice President in
coordinating with other College Programs and appropriate government/private
agencies to bring about inter-agency/program complementation and efficient
maximization of available resources through a functional management information
system.

(i) Assists in determining the available resources at the beginning of each


school year for efficient use among the organizational units of the college
though an internal management control system;
(ii) Assists in coordinating with related agencies to make available needed
resources for college operations and helps monitor the same to the
different organizational units from within so that they will be informed of
such resources for programming the whole year round; and
(iii) Assists in developing a functional management information system that
will collate, interpret, analyze, produce and disseminate needed
data/information of the activities’ processes/ procedures for top level
management appropriate offices when needed.

(c) The Director for Administration and Finance represents program in appropriate
bodies/offices, chairs meetings and causes resolution of conflicts in accordance with
established policies and sound management and operational practices, in the absence
of the Vice President.
(i) In the absence of the Vice President, represents the administration
program in the Administrative Council, the Office of the Vice President,
Vice President for Research, Extension and Training or the College
President as the case maybe;
(ii) Helps promote harmonious interaction between and among the personnel
of the Program through regular conferences and meetings in order to
pinpoint problems and formulate alternative solution;
(iii) Helps develop a reward system to motivate and boost staff morale;
(iv) Works on resolution of special problems and projects assigned by the
President;
(v) Assist the Vice President to continuously cause the promotion and the
development of noteworthy services commensurate to those of a state
college, via regular consultations with outside agencies/programs similar
to his own, and administration staff and the academic staff under the
circumstances, the Program can be improved to continuously reinforce the
other programs of the College.;
(vi) Helps coordinate in monitoring the activities of the Program and submits a
written quarterly report to the Vice President on how all his functions have
been carried out; and
(vii) Performs other administrative activities like avail papers such as Itinerary
of Travel, sick/vacation leave papers and other functions assigned to him
from time to time.
DUTIES AND RESPONSIBILITIES OF THE DIRECTOR FOR RESEARCH,
EXTENSION AND TRAINING

The functions of the Director for Research, Extension and Training shall include the following:

(a) The Director for Research, Extension and Training coordinates planning,
programming, implementation and evaluation of research, extension and training
program and activities to ensure effective development of packages of technologies to
help respond to local/regional and national needs and requirements.

(i) Coordinates project planning, organizing, implementation, evaluation and


conduct of annual reviews to ensure provision of necessary
research/inputs, manpower/feedback for effective conduct of research,
extension and training;
(ii) Coordinates and assists in the planning and preparation of the proposed
annual budget of Research, Extension and Training program;
(iii) Secure and prepare logistic support for financing of project activities and
allocates funds according to priorities;
(iv) Develops and helps promote manpower development programs; and
(v) Prepares research, extension and training reports and other document or
dissemination to general public/end-users.

(b) The Director for Research, Extension and Training complements with other units of
the College and different agencies to bring about efficient utilization of available
resources and cause continuous enrichment of project activities related to
conceptualization of research, extension and training priorities.

(i) Determines available resources (men, money and materials) for efficient
use from within the projects of the Research, Extension and Training
Program;
(ii) Establishes strong internal/external linkages with various units of the
college and different agencies for further strengthening of
project/research, extension and training thrusts;
(iii) Attends seminars/other activities which aim for greater exposure to new
ideas and professional development.
(c) The Director for Research, Extension and Training represents the Research,
Extension and Training Program in appropriate office or bodies/offices, chair staff
meeting of project staff and causes resolution of issues problems.

(i) Represents the Research, Extension and Training program in the


Administrative council and other meetings and reports the matter taken up
for the Vice President’s information and guidance;
(ii) Resolves special problems/projects;
(iii) Coordinates the monitoring of activities of the Research, Extension and
Training Program and prepare annual reports.

(d) The Director for Research, Extension and Training also performs other functions.

(i) Signs the daily time record of the Research, Extension and Training
Faculty and Staff;
(ii) Approves application of leave of absence of faculty and staff;
(iii) Signs sick/vacation leave of Research, Extension and Training Staff;
(iv) Signs the clearance paper of all staff members;
(v) Signs itinerary of travel of Research, Extension and Training Staff;
(vi) Signs financial report of various research projects; and
(vii) Signs vouchers and countersign checks covering payments of operational
expenses of Research, Extension and Training projects including
purchase of supplies and materials.
DUTIES AND RESPONSIBILITIES OF THE DIRECTOR FOR STUDENT
AFFAIRS

The functions of the Director for Student Affairs shall include the following:

(a) The Director for Student Affairs is in-charge of the co-curricular and extra-curricular
needs of the students.

(i) Develops programs with the help of organization advisers/heads of unit


for student development through maximum participation in various
activities that will equip them with capabilities to better cope with global
challenges and changes;
(ii) Reviews and approves the programming of supplies and materials,
physical facilities and equipment for use of the different organizations
and units under the directorate;
(iii) Develops and updates the long-term development program of the units
based on its objectives and consistent with the philosophy and goal of the
college;
(iv) Initiates and coordinates the preparation of research proposals concerning
the directorate for possible funding of the college and/or outside
agencies;
(v) Initiates regular assessment of student organization needs and problems,
and plans responsive programs to meet the needs;
(vi) Designs and carries-out an administrative program that shall promote
harmony among the constituents of the directorate;
(vii) Coordinates the activities of the organizations/units under the directorate
through regular meetings and consultation; and
(viii) Promotes optimal use of resources through an internal management
control system.

(b) The Director for Student Affairs represents program in appropriate bodies/offices, chairs
meetings and causes resolution of conflicts in accordance with established policies and
sound management and operational practices, in the absence of the Vice President.

(i) Chairs combined meetings of student organizations and cause resolution


of conflicts;
(ii) Chairs staff meetings of the directorate to update the faculty and other
professionals in the unit of recent developments in the student services,
research and training programs, as well as on administrative issues and
problems, in order to identify constraints to formulate and apply
alternative solutions;
(iii) Performs administrative routine activities inherent to the positions such
as signing of official paper, like CS Form 48 of the staff, itinerary of
travel, application of sick/vacation leave and the like of the Directorate
staff and professionals in the units; and
(iv) Performs other ad hoc duties, internal or external, which are related to the
positions or professional expertise, which the higher authorities may
assign.
DUTIES AND RESPONSIBILITIES OF THE EXECUTIVE ASSISTANT II

The functions of the Executive Assistant II shall include the following:

(a) The Executive Assistant II performs administrative duties subject to the executives’
responsibilities.

(i) Assists executives in the achievement and implementation of substantive


decisions;
(ii) Relays matters on pending administrative and operational action to
appropriate offices;
(iii) Conducts researches and prepares reports as basis for executive decisions;
(iv) Examines request for reconsideration of decisions among various
administrative bodies and recommends approval or disapproval to the
supervisor;
(v) Implements cultural, technical and educational projects and makes studies of
specific projects in these fields;
(vi) Prepares agenda for meetings and takes minute of executive bodies and
follows-up implementation of their decisions; and
(vii) Performs related duties that may be assigned from time to time.

DUTIES AND RESPONSIBILITIES OF THE BOARD SECRETARY I

The functions of the Board Secretary I shall include the following:

(a) The Board Secretary I provides administrative support and guidance to the college
directors.

(i) Convenes and services general meetings;


(ii) Maintains records of the board and ensures effective management of
organization's records;
(iii) Handles correspondence before and after the meetings; and
(iv) Manages minutes of board meetings.
