The Chancellor is the Chief Executive Officer of the Los Angeles Community College District.
The College President reports to, assists and supports the Chancellor in the performance of the
duties delegated by the Board of Trustees. The College President is responsible for implementing
District policies and the College’s strategic plan. The College President works with the
Chancellor, the Vice Chancellors and the other College Presidents in the District to ensure that
planning and organizational initiatives are collaborative and coordinated in support of both the
District and the College’s goals. The College President’s administrative organization shall be the
established authority on campus, and the College President is the final authority at the college
level.
The District adheres to its mission and ensures a consistent process of continuous quality
improvement. As such, the Chancellor delegates authority to the college presidents to:
Provide leadership to the development and implementation of a sustainable and
integrated college strategic plan. Informed by on-going institutional research, the plan
should consider accreditation standards and student success issues and metrics, as well as
drive the budget and resource allocation processes.
Promote and support learning, teaching, equity and inclusion and student success,
including the maintenance and improvement of quality instructional and support services.
Provide leadership in the development and implementation of career education to meet
regional economic and workforce needs.
Provide leadership in the development and implementation of a comprehensive
enrollment management plan and execute those plans through schedule development and
program offerings.
Plan and administer the annual college budget through the Budget Allocation Model, and
create long-term fiscal plans for the financial sustainability of the college.
Provide employees with the opportunity to successfully achieve high standards in their
work by fostering a culture of teamwork and professional and leadership development.
Propose strategies for selecting and retaining a diverse and high-quality full-time faculty,
staff and administrators.
Lead the development of College Educational/Strategic Plans, College Facilities Master
Plans and other college core documents consistent with the District Strategic Plan.
Ensure compliance with the Accrediting Commission for Community and Junior
Colleges (ACCJC) and all other programmatic accreditors associated with the college’s
programs.
Determine the classified staff, faculty and administrator positions needed to support
college operations and its educational mission. Prioritize these needs within the college
budget. Make final determinations on the selection of staff, faculty and administrative
hires.
Select and extend offers of employment for faculty, administrators and classified
positions for the college, subject to approval or ratification by the Board of Trustees.
Plan, oversee, and evaluate the college administrative structure, and organize and staff
the college to reflect the institution’s purposes, size, and complexity.
Develop and support college shared governance structures, including consultation
processes with the Academic Senate and other college constituent groups.
Reasonably interpret and administer District Administrative Procedures, and when
required develop College Protocols needed to consistently apply Administrative
Procedures.
Oversee the administration of federal, state and local financial aid, including any federal
loan programs.
Make final decision on student discipline and recommendations to the Chancellor for
student expulsions.
Develop and maintain articulation and transfer agreements with four-year universities

Ensure the effective evaluation of all employees at the college.
Monitor the implementation of college bond and capital construction programs.
The College President may delegate authority to administrators and others consistent with their
responsibilities, as appropriate.
