The undersigned is directed to refer to the Union Public Senice Commission's letter No.F.1/4(14)2018-E.Vll dated 30.11.2018 forwarding a list along with dossiers and other connected papers of finally recommended candidates on the basis of Engineering Services Examination 2018. 2 Againet a total of 583 vacancies indented for various services under four disciplines viz, Civil Engineering, Mechanical Engineering, Electrical Engineering and Electronics and Telecommunications Engineering, the Commission had recommended only 511 candidates inclusive of 61 Scheduled Casto (SC), 28 Scheduled Tribes (ST), 122 Other Backward Classes (OBC) and 18 candicates Physically Handicapped (PH) ccategary for appointment fo various services/posts. This is cue to operation of File 13 (iv) & (¥) of ESE 2018 Rules pertaining to maintenance of Reserve List by the ‘Commission. Candidates shall be requistioned from the Reserve List only after finalisation of allocation of all the recommended cancidates. 2a In compliance with directives contained in Hon'ble Central Administrative Tribunal, Hyderabad Bench's Order dated 22.03.2019 in O.A. No.13/2019, One OBC vacanoy in BRES (Civil Engineering Diezitine) for PwD (PH-1 category) candidate has been kept unfiled. In the avent of above OA being decided in favour of administration ‘one OBC vacancy in AEE(BRES) left unfilled will renain un-alltte. 22 In compliance with directives contained in Hon'ble Central Administrative ‘Tribal, Jabalpur Bench’s Order dated 23.04.2019 in OA No.200/984/2019, the appointments in Electrical Engineering Discipine or the basis of Engineering Services Examination-2018 shall be subject to the outcome ofthe said O.A. 3, Lists dotaling allocation of candidates to diforont sonvcesiposts are fonclosed as Annexure: | 4 ‘A statement showing the number of vacancies which could not be filed in various services/posis is at Annexure Il. Some of trese vacancies willbe filed later by requisitioning candidates from the Reserve List of ESE-2018 maintained by Union Public Service Commission, as staied in para 2 supra 6. Allocation of candidates has been done keeping in view provisions of the Engineering Services Examination Rules 2018, sticly on the basis of ranks secured by the candidates, order of preferences for various servces/posts exercised, medical requirements of various services and medical fitness of the candidates for services allotted, availablity of vacancies in their category at their tum and physical requirements/functional classification, as prescribed forthe various services/posts and age oF 64physical requirementsitunctional classification possessed by the candidates. As egards allocation of PH candidates, if a PH candidal Is not avallabo the vacancy has bboen allotted to the candidate of the category concemed. In such cases only the reservation is carried forward by the CCA (as the reservation for PwDs is horizontal). 6 Medical Reports of candidates, clearances in respect of candidature of ‘candidates (Provisional / Conditional) received from UPSC have been placed in their respective dossiers. 7, Claim of candidates belonging to Scheduled Caste (SC), Scheduled Tribe (ST) oF Other Backward Classes (OBC) communties have been’ accepted by the ‘Commission on the basis of the Original Certificates submitted by them. Copies of the ‘Community Certiicates submited by the candidates have been placed in their raspective dossiers by the UPSC itself. In caso of doubt regarcing ganuineness / claim ‘of the candidate regarding his/her community (1.0. Scheduled Castel Scheduled Taber ‘OBC Corificates), the Cadre Controling Authories/>aricipating Ministries may, if they ‘consider it necessary, vail futher the genuineness of these documents at thelr end, ‘There may be some cases where though the OBC certficates have been issued to the candidates, the “Creamy Layer’ status may be doubtful keeping in view the income/ status ofthe parents ofthe candidates as per declaration of the candidates vide column 15 in the Detaled Application Form. Its advised that participating Ministies. may, in such cases, ensure that candidates do not attract "Creamy Layer" provision and offers (of appointment to these candidates may be made alter the Ministy/CCA concemed satisfies itself in this respect also. 8 Verification of character and antecedents in respect of the candidates Indicated in Annexure -! Is to be done by tho Cadre Controling Authorities concemad to their satisfaction as stipulated in DOP&T's OM No. 13012/1/2007-AIS-I datod 27.6.2007 ‘and 4.1.2008 and DoP&Ts OM No.18011/29sy'2016-Estt(B)() dated 29.08.2016. The ‘cadre controling Ministries / Departments are requested to obtain Atostation Forms from candidates allotiod to services/posts under their control for the purpose of vrificaton oftheir character and antecedents from the District Authottis concerned. A ‘copy of the Verfication Roll format to be used for veriying the charactor and antecedents of the candidates alloted is enclosed as Annexureclll, Pending such Verifieation participating Ministries are advised to inform candidates that offers of appointment issued are provisional subject to clearance from the Cadre Contraling ‘Authority regarding completion of verification of thelr character and antecedents. a Details of four candidates whose candidature is still conditional on account ‘of non-submission of certain documents as indicated against their names are given in ‘Annexure -IV. The said documents may be oblained from the candidates and sent to Union Public Service Commission. Offers of appoiniment to these candidates need not, however, be withheld on this account. 10. __ While issuing offers of appointment, datalled instructions contained in Union Public Service Commission's letter referred to above and DoP&T's instructions, Issued from time to time may be followed. In addtion, clause relating to verification / acceptance of caste cerilicates etc. may also please be incorporated in the ‘appointment letters clearly bringing out that i at any stage it is found that any Certiicate/Documenttastimonial etc. as fumished by the candidate and having a bearing on hisiher eligibilty 1s not in order, hisfher appointment shall be cancelled ‘orthwith without prelucice to any punitive action undsr the relevant rules. Page 20t6411 {is advised that arrangements for additonal training and coaching to the candidates belonging to the Schaduled Caste/Scheduled Tribe candidates except those ‘whose names are given in Annexure -V may please be made in terms of the Ministry (of Home Affairs OM No. 2/11/55 ~ APS datad 7" May 1995 and in respect of OBC Candidates vide Commission's Order No. $/06/2003-C.I| dated 16.04.2004 so that they ‘may coma upto the standard of other diract recruits appointed along with them. 12, No departmental candidate (under age concession) has been recommended by the Commission, 13, LUPSC may please be kept informed from time to time about the positon of appointment of these candidates. Copies of offers of appointment as and when issued to them may please be endorsed to the UPSC and the dates of joining of candidates may also be advised subsequently. Assessment reports on the work & performance: of the candidates may be made availabe to the Commission every year for a period of § Years subsequent to their appointment. Copies of the Gazette Notifications appointing the canddates tothe serie fo which they have bean ated may also be sett the UPSC in due course. 14, In case the candidates do not accept offer of appointments, their dossiers may please be returned to UPSC directly under intimation to this Office. Foplacements against such candidates will not be provided. A vacancy against which a Candidate has been allotted is deemed to be filed up forall purposes.
