Bulk Supply Tariff 2017

1. Introduction

This Bulk Supply Tariff (BST) leaflet has been published by the Abu Dhabi Water
and Electricity Company ("ADWEC") in accordance with the requirements of
ADWEC's Licence (the "Licence") granted by the Regulation and Supervision
Bureau (the "Bureau") pursuant to Article (82) of Law No (2) of 1998 Concerning the
Regulation of the Water and Electricity Sector (the "Law").

For the purpose of this BST:

AED means Dirhams, the lawful currency of the


United Arab Emirates;

Bulk Supply Agreement an agreement between ADWEC and the


Purchaser, for the payment by the Purchaser of
charges levied under this BST for the purchase
of water and/or electricity;

Bureau the Regulation and Supervision Bureau for the


Water and Electricity Sector in the Emirate of
Abu Dhabi constituted pursuant to the Law;

Back-Up Fuel (BUF) Levy Charge an hourly rate expressed in fils/kWh or


AED/TIG as the case may be, payable by each
Purchaser for each unit as calculated pursuant to
paragraph 5 of this leaflet.

Correction Factor the difference for the period 1 January to 31


December of relevant year t between the
Regulated Electricity/Water Bulk Supply
Revenue and the maximum allowed
electricity/water revenue, net of Fuel Surcharge
Component (FSC), for the provision of the bulk
supplies of electricity and water and associated
ancillary services to enable the supplies of
electricity and water, respectively, to premises
in the Emirate of Abu Dhabi for the period 1
January to 31 December of relevant year t-1.

Day the 24-hour period beginning and ending at


00:00 midnight United Arab Emirates Time;
Fuel Surcharge Component (FSC) is a component, estimated on a quarterly basis
subject to the Bureau's approval, to capture any
undue or exceptional variation in fuel costs for
that same relevant quarter;

High Peak Period Charge an hourly rate expressed in fils/kWh or


AED/TIG as the case may be, payable by each
Purchaser pursuant to paragraph 4 of this leaflet
and applicable from Jan to December inclusive;

IG Imperial Gallons;

kW kilowatts;

kWh kilowatt hours;

Late Payment Rate means a rate of interest per annum on the date
of payment equal to two percent (2%) above the
AED rate quoted for one ( 1) year average
Interest Rates on Inter-Bank Deposits in UAE
in the latest publication of the Central Bank of
the UAE. The Late Payment Rate is applicable
from the due date until the date of payment.

MIG Million Imperial Gallons;

MIGD Million Imperial Gallons per Day;

MW Megawatts;

MWh Megawatt hours;

Metering Code means the Metering and Data Exchange Code


(Electricity and Water) or Codes of that name
required to be prepared by TRANSCO and
approved by the Bureau, as revised from time to
time with the approval of the Bureau;

Peak Period lOam to lOpm on Fridays and non-Fridays


days;

Off-Peak Period lOpm to 1Oam on Fridays and non-Fridays


days;

Point of Supply the point at which electricity or water supplied


to a Purchaser is metered or otherwise measured
in accordance with the Metering Code;

Purchaser a licensed distribution operator as defined in the
Law;

Regulated Electricity Bulk Supply all revenue derived from the bulk supply of
Revenue, electricity and ancillary services to the
licensed distribution operators as defined in
ADWEC's licence;

Regulated Water Bulk Supply all revenue derived from the bulk supply of
Revenue water and ancillary services to the licensed
distribution operators as defined in ADWEC's
licence;

Settlement Period A period of 60 minutes ending on the hour in


each hour during a schedule Day;

System Marginal Price (SMP) an hourly rate expressed in fils/kWh or


Charge AED/TIG as the case may be, payable by each
Purchaser for each unit as calculated pursuant to
paragraph 3 of this leaflet;

TIG Thousand Imperial Gallons;

TIGD Thousand Imperial Gallons per Day;

TRANSCO means Abu Dhabi Transmission and Despatch


Company;

2. Purchaser

Each Purchaser shall pay to ADWEC for electricity and water supplied in the year
ending 31st December 2017 in accordance with the following charges, rates and
adjustments.

3. SMP Charges (Electricity and Water)

For the purposes of calculating the SMP Charges payable by each Purchaser pursuant
to Appendices Al and A2, the SMP Charge relevant units in any Settlement Period
shall be the aggregate of electricity units supplied (kWh) and water units supplied
(TIG), respectively, to the Purchaser at each Point of Supply (as determined by
metering installed in accordance with the Metering Code) multiplied by the
appropriate adjustment factor as set out in paragraph 9.

4. High Peak Charges (Electricity & Water)

For electricity, the High Peak Charge in each Settlement Period is based on the
aggregate of electricity units supplied (kWh) in the Peak and Off-Peak Periods-, from

January to December inclusive. For water, the High Peak Charge in each Settlement
Period is based on the aggregate of water units supplied (TIG) in the Peak and Off­
Peak Periods, on Fridays and non-Fridays days from January to December inclusive.

For the purposes of calculating the electricity High Peak Period Charge payable by
each Purchaser pursuant to the High Peak charges in Appendix Al, the aggregate
electricity units supplied (kWh) in the Peak and Off-Peak Periods from January to
December shall be multiplied by the appropriate electricity adjustment factors as set
out in paragraph 9. For the purposes of calculating the water High Peak Period
Charge payable by each Purchaser pursuant to the High Peak charges in Appendix
A2, the aggregate of water units supplied in the Peak and Off-Peak periods from
January to December shall be multiplied by the appropriate water adjustment factors
as set out in paragraph 9.

5. BUF Levy Charge (Electricity & Water)

For the purpose of calculating the BUF Levy charges payable by each Purchaser
pursuant to Appendices A l and A2, the BUF Levy relevant units in any Settlement
Period shall be the aggregate of electricity units supplied (kWh) and water unit
supplied (TIG), respectively, to the Purchaser at each Point of Supply (as determined
by metering installed in accordance with the Metering Code) multiplied by the
appropriate adjustment factor as set out in paragraph 9.

6. Total Charge for 2017 BST

For purposes of calculating charges payable by each purchaser pursuant to


Appendices Al and A2, the Total Charge per Unit in any Settlement Period is the
aggregate of the SMP Charge, the BUF Levy Charge and High Peak Period Charge in
accordance with paragraphs 3, 4 and 5 as stated above.

7. Fuel Surcharge Component (FSC)

The Fuel Surcharge Component (FSC), estimated on a quarterly basis, shall be


charged by ADWEC to the Purchasers for each relevant quarter, if required and as
approved by the Bureau.

The allocation of the FSC between Al Ain Distribution Company (AADC) and Abu
Dhabi Distribution Company (ADDC) will be based on their respective contribution
to total electricity and water demands in that same relevant quarter of 2017.

The FSC will be included in the invoices as and when approved by the Bureau, and
payment is required within 30 Days after receipt of the invoice.

8. Metering of Water and Electricity

Metering of Water and Electricity is required at each and every Point of Supply to the
Purchaser for each Settlement Period. The hourly information gathered by

TRANSCO (in their settlement system), and other relevant information, will be used
by ADWEC for billing purposes at the end of each month.

9. Adjustment Factors

The Bulk Supply Agreement between the Purchaser and ADWEC is for net
electricity and water received at Points of Supply. These quantities will be net of
losses from the electricity and water transmission systems. Single line loss
adjustments shall be made in respect of purchases coming off the electricity and
water transmission systems using the adjustment factors listed below:

Adjustment Factor for Electricity: 1.0244


Adjustment Factor for Water: 1.0183

10. Payments

Invoices will be issued on a monthly basis within 14 Days at the end of each month
and payment is required within 30 Days after receipt of the invoice.

These invoices will be for the Total Charge (SMP Charge, BUF Levy Charge and
High Peak Period Charge) of the 2017 BST. The invoices will also include the Fuel
Surcharge Component if required and as and when approved by the Bureau, as set out
in paragraph 7 above.

If any payment of the BST is not made by the Purchaser in cleared funds to ADWEC
on the due date, the amount not so paid shall carry interest at Late Payment Rate.

11. Effective Date

This BST shall take effect on 1st January 2017.
