The proponents have formulated the general and specific problems after gathering
information through interview and researching on existing studies related to the proposed
system. In addition, the proponents elaborated justifications to set the context of the
problem at hand.
General Problem
How to develop an Online Registry and Certification Issuance Verification for Barangay
Bahay Toro that will speed up their current process to a comprehensive advancement of
their transaction.
Barangay Bahay Toro is still using the traditional manual method of certification. This
process has the resident or client that makes an inquiry over the phone or visits the barangay
on the spot. From the barangay to residents, the staff needs to look on the list of the
barangay services the company offer one by one through the records compilation.
Afterwards, information agreed between the client/barangay resident and staff will be
written on a paper. The staff then manually write the information of the client and
afterwards the staff will release the certificate after payments to cashier. For the client to
complete the payment will be processed thru cashier from 8:00 am to 5:00 pm after
agreeing with the certification/clearance or cash to be handed over to the barangay cashier.
Furthermore, for the security of both party client needs to sign a contract stating the
barangay’s terms and conditions.
The current process of certification and verification takes almost an hour for the staff to
offer the barangay’s services to the client, as the staff needs to look for the records one at
a time, take note of the data on a sheet of paper, compute and send the certification.
Moreover, due to the long process some client/resident left unattended or without knowing
the requirements to any categories of certification first before going to barangay, some
residents decided to come over the next time which make a big impact to the barangay’s
revenue and delay of the both barangay and resident’s process of issuance.
How to develop a module that will manage all the resident’s information.
For resident’s information, the Barangay Bahay Toro has a Log book, sheet of papers in
order to record resident’s profile and kept in a fill cabinet (Alphabetical). There is a
tendency that some files have a similar document most commonly are the names of the
residents. So, the residents will wait for some days just to verify to whom the document is
belong just to ensure the security of the particular document.
This is the reason why the transaction has a long process without any automation for
searchable documents. It takes 5-10 minutes to check and review the resident’s profile.
How to develop a module that allows clients to register their information for automation
in clearance and certification.
In registration, for any inquiries, clients need to call or go physically to the office to know
about the barangay’s requirements for clearances or certifications. The client/resident of
barangay must fill-up the information so that they can check the previously record the one
who fill-up the information on their files. The staff let the prospective client check on the
barangay’s records if that certain person has a violation or any crime that has been recorded,
then if the client/resident has no crime or any violations the transaction will continue. The
staff tells the client what are the requirements depends on client’s purpose like in local
employment, the staff will ask to submit the following requirements: for New Residents
they need Valid ID, endorsement of HOA, Brgy. Officials and barangay residents known
by the barangay officials, Bio-data with picture and Xerox copy of utility bill. For SC &
PWD (People with disabilities) Valid ID with barangay address only. For Old Resident
they need to submit the School, Company, Voters ID with Barangay Address, so that the
transaction will proceed to another procedure.
In terms of dealing with verbal transactions, barangay is broad. Thus, all information, the
staff noted it will be compiled, complicated and difficult to look on in case of future use.
Moreover, due to the long process clients or resident records piled up and some are being
covered and left unattended.
How to develop a module that will generate reports to show all the transactions made.
Barangay Bahay Toro has annual report form, where staff gathers data from company’s
weekly and monthly reports. This reports shows citizen reports, such as citizen’s ID,
resident’s information, address, contact number. Document report such as document
number, document type and resident’s name.
The reports are written on a barangay’s printed form. The staff needs to look on the records
compilation that takes an hour to finish. Moreover, this process makes retrieval of reports
difficult, as staff needs to check through the compilation one by one.
In ancient times, the area is extensive village, where the main occupation of the people is
farming. They have buffalo and domestic cattle, identified the term bull, because of its
horns. So, the village is called the House of bull or shortened words "Bahay Toro".
The current process of the barangay Bahay Toro when it comes to issuance. The resident
will request a permit with a particular purpose, the admin will give the particular
requirements for the particular purpose of the requested permit of resident. The resident
will then be going to fill up the needed information regarding to what particular purpose of
the requested permit, once it is done, the resident will past it to the staff and wait for the
call of another staff to take a picture and wait again to print out the requested document.
Then the resident will put manually the thumb mark and signature to claim it.
Regarding to barangay issuance there are two types of form, Certification and Indigency.
Certification form has some categories; solo parent, medical assistance, and more also the
barangay clearance such as local, resident status including postal ID, loans, excavation and
more. Indigency form has some categories; medical, financial assistance, scholarship,
educational assistance and more. In business clearance there are two categories, company
or single, on single it requires Department of Trade and Industry (DTI) and on company it
requires Security Exchange Commission (SEC). Generally, the aforementioned purposes
have some different requirements depending to the resident’s particular issue, it takes 3
days to be processed in applying to any permits. The Barangay will then check or verify
the site and the resident’s background before the aforementioned purposes will be issued.
Upon identifying the problem, the proponents have come up with the following solutions
that make up the Online Registry and Certification Issuance Verification.
General Objective
To develop an Online Registry and Certification Issuance Verification for Barangay Bahay
Toro that will expedite their current process to a comprehensive advancement of their
transaction.
The proposed system online registry and certification issuance verification system seeks to
help Barangay Bahay Toro to reduce the time consumed. Firstly, the client needs to
register/login to have a transaction. In registration, the client will follow a step-by-step
information process. This process allows clients to view and/or verify if the information
was correctly and check possible costs. Payments will be online using either PayPal and
other online payment gateways or offline using cash. Lastly, this system creates back-up
files for every successful transaction to reduce the time of searching and retrieval of files.
Specific Objectives
To develop a module that will allow the admin to verify the certification.
The proponents will develop a module that will verify by the admin at the back-end module.
It shows all the pending transaction requested by the client it will appear on web pending
transaction. The admin checks it one by one and if the client met the requirement or the
qualification to have their request, then the admin or the staff will prepare to release the
certification for the client. The client must present the ticket receipt with information and
confirmation number that can be printed.
To develop a module that will generate reports to show all the transactions made.
In the proposed system, the barangay is able to view all successful transaction made and
all client registrations by using this module. This module will show citizen reports, such as
citizen’s ID, resident’s information, address, contact number and registered date.
Document report such as document number, document type and resident’s name lastly the
payment reports such as document number, document type, name and type of payment.
The proponents proposed an online registry and certification issuance verification system
that is equipped with a great set of modules focusing on the admin and the resident. This
system allows the barangay admin to manage client data, create reports and pending
transaction without touching a line of code and allows client to perform any transaction of
registry and certification issuance verification service online anytime, anywhere. The
proposed study will feature the following back-end and front-end modules:
Back-end Modules are the modules that the admin and authorized user will use. This is
composed of Authorization Module, will serve as the admin gate to access the system.
Upon login, admin has all the privilege of manipulating the system that includes adding
additional authorized user; Accounts Module, will contain the clients’ information upon
registering online. Enables admin to view or search for specific account and use provided
email in barangay purposes; Payment Module supports both online and offline payments.
The barangay can configure all payment settings and allow payment methods. Specifically,
the admin can set default currency and deposit amount (percentage), process online
payments via PayPal and credit/debit card and offline payment thru cash; Resident’s
Module, allow the admin to see all the records (blotter) of each residents in barangay
including the bio data of the resident’s; Reports Module, allow admin to view all successful
transaction made and all client registrations by using this module. This module will show
the barangay’s daily, weekly, monthly and yearly reports that contains name, gender, age,
civil status, birthdate, email, contact number, used for, photos and telephone number so
these are the required field that they need to fill-up; and lastly the Feedback Module, will
generate the feedbacks the clients’ send. The number of like and dislikes will be calculated
and will show together with the barangay services the barangay offers. System Settings.
This module will allow the operators to change system settings, add authorized users and
create database back up.
On the proposed system, there are also Front-end Modules to be utilized by the clients.
This will be composed of Register Module, enables prospective client to register online.
The system is limited to the following human error like incorrect input of data is not
covered by the system. Barangay health center is not covered. Borrowing equipment’s like
table, chair, tent, ambulance or any barangay utility.
The proponent have reviewed existing studies or systems related to the proposed system.
This part of study will discuss how the proposed system works similar and varies from
other.
Barangay Records and Information Management System for Barangay 39 - Zone 5 Pasay
City (2017)
The main purpose of this system is to provide an electronic storage of all related and official
information of a resident in a Barangay and the Barangay itself. It organizes and monitor
all kinds of Barangay records, generate reports and manage it and manage the software
costing per module such as Resident management, property management, event
management etc. Also, it has a package for complete features of all modules.
The proponents browsed and reviewed this system as a basis if there is an existing online
registry and certification issuance for the proposed system. The similar study of this system
will help the proponents to enhance and expand the proposed system in such a way that the
back-end part of the system allows to have a record of files and the information that is
stored to maintain a fast data processing and to have a comprehensible and organize
barangay records such as resident files, barangay permits, businesses, properties and
equipment. Also, it is similar to barangay reports such as barangay population, number of
voters, medical history, properties and equipment status and list of all businesses within
the barangay. The differences to the proposed system, that this system doesn’t have any
notification to simply notify the status of the resident’s issuance and when it is available to
get the exact issue. Unlike the proposed system that has a SMS notification. In that case it
To enhance the way of managing, issuing certificate and keeping all the residents
confidential records, this system facilitates barangay management by enabling the client
barangay to maintain their resident records as complete and up to date as possible and as
easily accessible for verification, monitoring and reference purposes based on the available
resident’s census data kept by the client barangay. Data provided by this system in the form
of comprehensive reports are invaluable for planning, program implementation and related
purposes. (Barangay Resident Record Management and Certificate Issuance System

The system provides user friendly interface. It maintains an updated record of residents
easily such as incident reporting, blotter and other related services. Also, it prepares and
prints templated permits and certificates like Community Tax certificate, Barangay
Clearance etc. and it is exclusive to their barangay.
The proponents browsed and reviewed this system as a basis if there is an existing online
registry and certification issuance for the proposed system. The similar part of the study of
this system that will help the proponents to enhance the proposed system is management
of all information that keeps all the resident's confidential records and make it organize to
maintain the fast data processing and the ease of use on management of all information
such as barangay records and reports with the use of readymade templates of permits and
certificates. The differences of this to the proposed system, that the proposed system has a
SMS notification and E-mail notification to simply request for any of the permits and
payment process thru debit or credit card via PayPal or cash as you get the issuance.
Barangay Pasong Tamo Registry and Certificate Issuance Verification with Online
Support (2017)
The proponents reviewed this system as a basis if there is an existing online registry and
certification issuance for the proposed system. The similar parts of this study that will help
the proponents to enhance the proposed system are barangay information management such
as store, track, manage records, generate reports and process the information into a fast
data processing. Also, both systems are accessible online when it comes to permit request
via E-mail or SMS notifications that enables the resident to know the status of their issue,
verification and certification of issuance. The difference of the proposed system to this
system, that the proposed system has a payment process where it can manage some charges
according to the requirements of permits. Some barangay permits, clearance or certificate
such as business permits, revocation and more has some required charges.
The proponents reviewed this system as a basis if there is an existing online registry and
certification issuance for the proposed system. The similar parts of this study that will help
the proponents to enhance the proposed system is management of all records and reports
of the barangay issuance. Both systems are manageable when storing and tracking data.
The difference of the proposed system to this system that the proposed system has a

proponents proposed system when it comes to the concept of generate comprehensive
reports on management of all permits. It stores and track all the important related data to
permits. This system enables the clients to use it because of manager compliance that tend
to control it by other users. On the other hand, it is different, the proposed system does not
able anyone to have or create their own because its focus is for barangay only. In addition,
some features of it are not covered and out to the proposed system such as document
control, image mapping, meeting management, electronic signatures etc.
The Electronic Permit Management System. This system enables the town constituents to
apply online for permits, view sign-offs and enables a process review for numerous online
permit submittals. The following permits are some of the available permits that can be
obtained online; Dog Permits, Building, Electrical, Plumbing, Gas, Solid waste hauler,
Septage hauler, Title V installer with Food, and Tobacco permits coming soon. Additional
online application permits will be available in the near future. (Marshfield-
Massachusetts, 2016)

similar to the proponents proposed system when it comes to the concept and part of
generate comprehensive reports on management, send request for permits, view sign offs
and process review for numerous online submittals. It stores and track all the important
related data to permits of a resident. The difference and not covered by the proposed system
are electronic signatures, document control, image mapping and linking the document to
another town hall. The aforementioned study of this system helps and guide the proponents
to enhance the proposed system that enables the residents and the barangay users to have a
fast data transaction.
Electronic Permit and Licensing Management System for Chicopee Crossroad of New
England (2016)
This system allows you to apply and pay online for permits, view sign-offs and enables a
process review for numerous online permit submittals. The following are permits and
licenses that can be obtained online; Building, Electrical, Plumbing, Gas, Certificates of
Occupancy, Applications for Fire Department Permits and Requests for Fire Department
Inspections. (Online-Permits-and-Licenses, 2016)
The proponents browsed and reviewed this system as a basis if there is an existing online
registry and certification issuance for the proposed system. The similar parts of the study
of this system that will help the proponents to enhance the proposed system are sending
request for permits on permitting process, online payments, view sign offs and process

and prosper, while keeping multiple departments informed in real time. It also Speed the
permitting process, save time for staff and citizens and Provide access to city services.

The Accela has an automated and streamline a permit including application check-in, plan
reviews, fee calculation and collection, sign-offs and task lists. it has a payment module to
pay their bills depend or according to their permits. Also in other part of their module it
has a GIS maps so that it can view the land and infrastructure information associated with
records, such as parcels, permits and inspections and all of it, they have also a mobile
application so that the user can be use this software in mobile phones.
The proponents browsed and reviewed this system as a basis if there is an existing online
registry and certification issuance for the proposed system. The similar parts of the study
of this system that will help the proponents to enhance the proposed system are mapping
such as view lands and information of it, send request for permits on permitting process,
view sign offs and process review for numerous online submittals and management of all
records and reports. This system is truly different to the proposed system because this
system uses electronic signatures, and it provide access to city services keeping multiple
departments informed that handles and completing the permitting procedures of the
residents such as submit application, plan reviews, fee calculation and collection,
inspection and investigation, sign Offs and more since it is for land or construction sites.
Also, it has mobile based that assists the field workers to easily connected with their
community building partners ensuring the important information productivity. The
It is the leading product for issuing and managing certificates across devices and services.
CMS is uniquely designed to provide secure comprehensive issuance, revocation, and
management of certificates in an IT environment. With on-device issuance and key
generation, support for Linux, Java and Windows certificate processes and a deep reporting
and alerting infrastructure, CMS brings IT administrators everything they need to manage
their certificate services at scale, reducing risk of service outage and device access denial
due to expired or invalid certificates. (Certified Security Solution, 2015).
The CSS (Certified Security Solution) they are focus on business. The existing software is
supported for Linux, java and windows certificate processes and a deep reporting and
alerting infrastructure. It has an own key generator so that can be determine that document
or any transaction that is legit.
The proponents browsed and reviewed this system as a basis if there is an existing online
registry and certification issuance for the proposed system. The similar parts of this study
that will help the proponents to enhance the proposed system is management of all records
especially in permitting and certification process. This allows the client to locate and
generate easily the records and reports by search. The differences of this study to the
proposed system, that this system uses key generation that enables to configure and control
the expiration of both permits and certificates by the help of reporting, alerting and
tracking. Key generation is the process of generating keys for cryptography and it is used
to encrypt or decrypt data whatever the data is being encrypted or decrypted. The
aforementioned similar parts of the study of this system helps and guide the proponents to
enhance the proposed system that enables the residents and the barangay users to have a
fast data transaction.
The proponents reviewed related thesis projects, browsed sites and downloaded
applications as basis if there are existing online registry and certification issuance verification
for the proposed system. Along the research process, the proponents identified that there
are online registry and certification system that are the same in such functions as sending
request for verification, online payments, view documents and generating reports, filter
and/or sort and customization of documents depends on purpose , SMS & E-mail
notification and QR code features. Moreover, some systems focus on one or more function
according on their company like focuses on building permit and view lands for every
residents and management of all information.
Together with this, the proponents conclude that the proposed system is an original work
as it obtains some functions that is not present to other system. These functions are send
request for permits, verification for indigency and certification; payment process thru
credit/debit card, PayPal and cash; view lands and information in GSIS, cost or price range,
number of residents; generating reports each transaction made; SMS and E-mail
notification.
The proponents gather relevant information from the host institution for analysis and use
these to design and develop a system that is suitable to the company’s business process.
The online catering reservation system seeks to reduce the time consumed and increase the
business operation’s efficiency during the clients’ reservation process.

Software Requirements
Operating System
The minimum requirements for operating system is at least windows 2008 R2 SPI or
higher, OS X Maverick 10.9 or later Linux 64bit Ubuntu 14.04+, Debian 8+, openSUSE
13.3+, Fedora Linux 24+.
Browser
The minimum requirements for browser to run the system are the following, browser
version should be at least Internet Explorer 9, Google Chrome 22.0.12999.0 for windows
Google Chrome 25.1364 for Mac, Mozilla Firefix 0.10 for windows.
Hardware Requirements
System Requirements
The computer minimum requirement for random access memory (RAM) is 128GB of
RAM for the system to run efficiently and provide a smooth transaction. Minimum
requirement for storage is 150MB. The system total size is 110MB and needing an extra
50MB for temporary data. For the processor, at least 1GHz single core processor or
equivalent of Intel atom processor or later.
This chapter presents the software quality of the proposed system, data gathering and
taking the conducted surveys and analysis of the product.
The main objective of the study is to comprehend the software quality by the use of surveys
and analysis to determine if the requirements and the main goal of the proposed system
were met.
The proponents used the ISO 9126 to evaluate the proposed system in terms of the software
quality that was the main goal of the said methodology. The main purpose of this
experiment is to test the overall performance and quality of the proposed system. The
evaluation will be done by tabulating the scores during the test. This evaluation helped the
proponents to find out the system’s weaknesses into some possible faults that may tend to
modification which may include improvements and corrections to the changes of the
system to maintain its quality or it could be a positive approach to all users. It also has the
list of criteria that the proponents use in order to evaluate and get the overall result of the
system’s performance.
Functionality is the capability of the software to provide functions which meet the stated
and implied needs of users under specified conditions of usage. The proponents come up
with these criteria in terms of interaction to another system, perform task required,
accurateness and security.
Reliability is the capability of the software product to maintain its level of performance
under stated conditions for a stated period of time. These criteria helped the proponents to
capably handle errors and in terms of recoverability such as resuming and to restore lost
data after failure and maturity that can eliminate faults in system over time.
Usability is the capability of the software product to be understood, learned, used and
provide visual appeal, under specified conditions of usage. With these criteria, the
proponents helped to come up with the ease of use of the proposed system in terms of
Efficiency is the capability of the software product to provide desired performance, relative
to the amount of resources used, under stated conditions. These criteria have a time
behavior and resource utilization that helped the proponents to be able to make the concept
on how quickly the system respond and the efficiency of utilizing the system resources.
Maintainability is the capability of the software product to be modified which may include
corrections, improvements or adaptations of the software to changes in the environment
and in the requirements and functional specifications. These criteria have an analyzability,
changeability, stability and testability that the proponents come up with the ease of
diagnosis to any potential faults or causes, modifications that will meet the old or new
requirements, assurance of continue functioning on the system if changes are made and the
testing of system easily after it all changes.
Ratings Remarks
Likert Scale is an ordered, one-dimensional scale from which respondents choose one
option that best aligns with their views. A numerical value assigned to each potential choice
and a mean figure for all the responses is computed at the end of the evaluation or survey.

The proponents had been encountered some problems to the current whole process of
Barangay Bahay Toro when it comes to issuance after the proponents conducted a detailed
interview and had an observation to their paper works of the said Barangay. The
encountered problems are the following; overflowing of customer’s queue due to slow and
manual process of the company in reservation, summarizing their reports such as document
status, in daily, weekly and yearly, and customizing and calculating the packages.
Based on what the current process that had been using in Barangay Bahay Toro, the
proponents come up with the idea to develop the system that will help them to speed up
their works and to perform the task required accurately and precise. The system has the
ability to monitor and control the documents’ status and other transactions such as online
payment, total takers of permits, certification, barangay clearance and other templates of
issuances in daily, monthly and yearly reports. Also, it gives full information about the
Barangay, documents and happenings. To summed up the system quality performance, the
development of the system was rated according to its functionality, reliability, usability,
efficiency and maintainability with the use of ISO 9126. As a result, it is rated as very good
that means the system was already qualified to its requirements and concept to be
acceptable.
As the proponents gathered information through the experiment in the previous chapters
the proponents come up to find a way, make the concept and idea that will solve the
Barangay Bahay Toro’s problems. Both Barangay users and client users will be
accommodated through online transaction that means all information will be provided by
the system, including applying to any issuances that the user needed. To some cases of the
systems, some errors or bugs may occur, but in any cases, adaptations to any changes in
environment will come up to modifications that tend the proponents to make some
improvements and corrections to maintain the functional specifications and the ease of
interaction to a user-friendly system.
