I. General Program Information:
Program Title: TRAINING DESIGN FOR 2-Day Live-In
Seminar/Workshop for MTB-MLE Materials
Development for Grades 1, 2 and 3 Teachers on
September 13-14,2019
II. Rationale:
DepEd Order No. 74, s. 2009 has validated the effectiveness of local and international research
consistent with the Basic Education Sector Reform Agenda (BESRA) recommendations that affirms the
benefits and relevance of MLE. Notable studies like the Lingua Project and Lubuagan First Language
Component show that:
1. learners learn to read more quickly when in their first language
2. pupils who have learned to read and write in their first language, learn to speak, read and write
in a second language and third language more quickly than those who are taught in the second
or third language;
3. in terms of cognitive development and its effect in other academic areas, pupils taught to write
in their first language acquire such competencies more quickly.
Thus, to have an effective and sustainable MTB-MLE program focused in improving learning
outcomes and education for all, the Bagumbayan District III will conduct a seminar workshop which will
enhance teacher’s capability to teach in a MTB-MLE classroom for Grades 1, 2 and 3 levels and to
develop and create materials such as big books suited for their classroom and community.
III. Objectives:
At the end of this two-day training, trainees,
1. Will have gained deep understanding of the importance of MTB-MLE program thus, become
more prepared, more equipped with knowledge and skills, and more confident to teach in the
MTB-MLE classroom.
2. Will be able to scope and sequence the CG with the TG’s and LM’s
3. Will develop code of behaviour through love and dedication to teach reading to their pupils.
4. Able to create and materialize big books to be used as learning materials in classroom learning
activities

VI. RECOGNITION
