1 PURPOSE
The purpose of this document is to lay down guidelines to be adopted by
COPI to classify all lifting operations such that they are carried out safely,
diligently and in line with internationally recognized standards as well as COPI
adopted lifting policies.

2 SCOPE
This document shall apply to all lifting carried out on COPI facilities both
onshore and offshore. It shall cover lifting from boats, lifting of items in/around
the platform/plant, lifting of items within the platform plant/onshore plant,
FROG lifting and all other personnel lifting, lifting of items during maintenance
activities, routine lifting activities and all other instances when items are
suspended using lifting equipment or appliances.

4 POLICY
It shall be COPI policy that a lifting plan shall be prepared to cover all lifting
activities both onshore and offshore. The type of lift plan required for any
particular lift is detailed in this document. The need for a lifting plan to cover
all lifting activities will be a requirement for PTW approval and will be carried
out as part of the risk assessment of the job.

5 RESPONSIBILITIES/ACCOUNTABILITIES
Vice-President Operations, shall have ownership of the COPI Lift
Classification Guideline. Senior Operations Managers, or their delegates,
shall be responsible for the implementation of the guideline on COPI
assets/facilities under their control.

6 EXECUTION
All lifting activities will be classified into the following three types :-
 Simple
 Complicated

 Complex

The above types are defined as follows :-


Simple
 A single lifting device connection point to the load
 Pre-slung loads
 Environmental conditions not a factor
 No cross-hauling
 Load COG/weight/dimensions well known and documented
 Proprietary lifting aids being used such as cargo containers, FROG etc
 No specially designed lifting equipment being used
 No lifting over plant
 No constraints on lift route between load pick-up and lay down
 Routine/recurring lifting activities characterized by the above

Complicated
 More than one lifting device connection point to the load being used
 Lifting over plant
 Cross-hauling
 Borderline environmental conditions, conditions likely to adversely affect
the lifting equipment being used
 Heavy lift, more than 90% of crane/lifting appliance WLL where the WLL
of the lifting appliance is greater than 10Te
 Restrictions/constraints on lift route from load pick-up to lay down
 Specially designed lifting gear/equipment being used
 COG/weight/dimensions not well known – calculated/estimated

Complex

 Multiple lifting devices/connections being used


 GOG/weight/dimensions not well known – calculated/estimated
 Environmental conditions which must be considered
 Lifting using two cranes at the same time
 Heavy lift, more than 90% of crane/lifting appliance WLL where the WLL
of the lifting appliance is greater than 10Te

 Very high value/long lead time item being lifted regardless of weight
 Lifting over plant
 Load lowered into or lifted from a confined space
 Complex/restricted lift route between load pick-up and lay down
 Specialist/unique lifting equipment being used

Once a lift is classified into one of the above categories, this will then indicate
what type of lift plan is required to cover the lift.
Lift plans will fall into two categories, generic and unique. In general, simple
lifts will require generic lifting plans and this will cover approximately 95% of
lifts encountered. The remainder of lifting activities will require unique lifting
plans to be created for each lift. An example of a lifting plan pro-forma is
included in appendix A.
Note that while it is thought unlikely that a complex lifting plan could become
generic, it is possible that some lifting in the complicated category could
become generic. This would need to be considered on a case by case basis
and be approved by the designated competent/qualified person.
Generic lifting plans are plans written once only for a particular lifting activity,
invariably routine, and applied to many lifts without having to be written again
each time. They are printed and used in the risk assessment/tool box talk
process as required by the PTW and signed onto by all personnel involved in
the lift as is done with the risk assessment. These generic lifting plans shall
be reviewed on a regular basis by the designated competent/qualified person
to ensure currency and that they continue to be reflective of how the lifting is
done.
Unique lifting plans are written specially for a particular lifting activity as
characterized by the above definitions of complicated and complex lifts. They
may be written on the platform or onshore site or they may have to be written
by a suitably competent/qualified person who is onshore/office based and
must have input to the process due to the type of lift being contemplated.
There may also be the need for engineering input from other departments or
the Crane and Lifting Technical Authority.
In general, routine lift plans will be written by the installation/platform
competent/qualified person and approved by the responsible manager.
Complicated/complex lifting plans will involve additional approvals and/or
engineering, depending on the item being lifted and the assessment of the lift
and any resulting special requirements as found by the competent/qualified
person and by the risk assessment process.
All lift plans shall be stored with the PTW after use and archived as
demanded by COPI document storage/archiving requirements. Lift plans can
also be stored electronically such that a library of such plans builds up to ease
the process for future lifts.

Any learning from the actual execution of the lift will be recorded such that the
information can be used in subsequent lift plans to assist in the continuous
improvement of the lift plan compilation process for any given lift.
