Intent: Setting up site should be discussed at the pre-construction meetings and should be based on the sequence of work together with the construction SHE plan. Prior to work starting on site, the Pre Tender
H&S Plan should be closely studied by the contractor for relevant matters that may have been included regarding setting up the site. Contract documents, specifications and drawings should be examined to
establish any constraints which might affect the site layout or methods of construction e.g.
• Location of the site in relation to physical features such as roads, flight paths, water areas, overhead/underground services, industrial or residential buildings.
• Environmental matters such as noise, dust and/or fumes.
• The nature of the site in relation to existing buildings and their past and present use, ground contamination, ground water levels, natural underground watercourses and physical boundaries.

Site Boundary
1. Fencing: 1) Enclosing all construction activities. 2) Not
less that 2 meters high. 3) Not be capable of being easily
climbed. 4) Support posts are securely anchored. 5)
Properly maintained.
2. Access openings: 1) Access openings are fitted with
gates which must be kept locked at all times when the
site is unoccupied. 2) Surveillance of the gates is
maintained when they are open.
3. Materials: 1) Materials should not be placed or stacked
in the vicinity of the fence in such a way as to provide
easily climbed access over the fence.
4. Signage: 1) Suitable warning notices should be fixed to
the fence (No Smoking, No Unauthorized Entry, PPE
Requirements, Visitors Report to Security, Safety Rules,
etc.)

vehicles and plant. 3) Stacking of materials in such a way
as to prevent their easy displacement. 4) Isolation of
electrical and gas supplies. 5) Removal of access to
elevated areas.
Site Access
6. Safe access and good visibility for plant and vehicles
entering and leaving the site.
7. One way systems or other means of controlling site
transport arranged where possible to avoid the need for
vehicles to reverse.
8. When reversing is necessary e.g. on busy highways or
near pubic footpaths, banks men are used to guide the
vehicle.
9. Where possible, pedestrians are segregated from vehicle
access ways.
10. The condition of both vehicle and pedestrian routes are
maintained in good order.
11. Suitable warning signs are posted (Maximum speed
limit, etc.)
Storage
12. General: 1) Location of stores and storage are
determined by the availability of space and the nature of
the material. 2) Consideration given to suitable off
loading areas. 3) Materials controller appointed to co-
ordinate the unloading, storage and distribution on site.
13. Plant: (e.g. mobile cranes, excavators, loading shovels,
lorries, dumpers, forklifts, concrete trucks). 1) Adequate
provision made for the type and capacity of plant that
will be required to be stored on site. 2) Fixed plant also

(e.g. lamination, concrete pipe works).
14. Equipment: (e.g. generators, formwork, (temporary

17. The positioning and marking of temporary services are
carefully undertaken to avoid the possibility of
accidental damage.
Temporary Buildings
18. Construction of Temporary Buildings: 1) Adequate
roads or paths provided to all temporary buildings. 2)
Precautions taken to ensure that the stability of
temporary accommodation is not adversely affected by
construction work. 3) Temporary accommodation
constructed in such a way as to provide protection

against severe rain and high wind. 4) Adequately
screened against insects and sealed against sand. 5)
Maintained in a clean condition. 6) Sufficient natural
lighting provided. 7) Windows are fixed on opposite
sides to provide through ventilation as far as possible. 8)
Ceiling, self standing fans and/or air conditioning
provided. 9) The floor is concrete if constructed on
ground level. 10) Purpose built caravans; porta-cabins
are used for offices only.
19. Fire Considerations for Construction of Temporary
Buildings: 1) Clear access to the site and temporary
buildings maintained at all times. 2) A fire service access
of at least 3 metres wide and 4 metres high are
maintained. 3) Layout includes a minimum of 6 metres
fire break (space) between structures. 4) If layout
requires temporary buildings to be constructed with less
than 6 metres fire break, the construction materials used
meet certain BS criteria regarding fire tolerance. 5)
Carefully planned means of escape incorporated into the
design e.g. • means of escape • maximum travel
distance to exits • alternative escape exits • alternative
exits etc. 6) All doors are self closing and hung to open in
the direction of escape. 7) All doors used as a means of
escape are kept unlocked when the premises is
occupied. 8) Corridors are not used for the storage of
equipment. 9) All exits at height give access to external
escape stairways which discharge at ground level, in
open air and in a place of safety. 10) Where practicable,
the lower storey of temporary buildings should be

orientated so that there is a blank wall containing no
window or door adjacent to the stairway. 11) Where
floors are raised above ground level, the space beneath
are enclosed with wire mesh or similar, to prevent
accumulation of rubbish, whilst still allowing under floor
ventilation.
20. Fire Control and Response Precautions: Emergency
Services: Telephone service available at all main site
offices and temporary accommodation and a procedure
for calling the fire services is in place (initial liaison with
the fire service is recommended to arrange a site
inspection and familiarization tour). 1) Alarm: A means
of warning of fire establish (hand bells, whistles or
manually operated sounders may be used, as long as
they are clearly audible above all background noises and
can be readily identified as a fire alarm. 2) Portable Fire
Extinguishers: - as a minimum, 1 No. 6kg Dry powder and
1 No. 6kg Carbon Dioxide portable fire extinguisher,
suitably positioned near fire exit doors - All fire
extinguishers checked and certified annually by a third
party organization. • fire extinguishers positioned so
that the carrying handle is 1 metre above the floor, with
a sign “Fire Point”. • in the open, they are situated in red
painted boxes raised 500 mm above ground level, with a
sign “Fire point” which can be clearly seen. • Adequate
number of personnel trained in the use of portable fire
fighting equipment. 3) Evacuation Procedure and Fire
Drills: • written emergency procedures displayed in

On sites where the contractor employs more than 100
persons and the work will last more than 12 months,
washing facilities must include: 4 washbasins plus 1 extra
for every additional 35 persons, soap and towels, hot
and cold water.
24. Sanitary conveniences: 1) Adequately ventilated and
lighting and doesn’t open directly into work or living
space. 2) Under cover, partitioned from each other and
have doors with fastenings. 3) Suitably screened. 4) Up
to 25 persons - sanitary facilities include: at least one
suitable sanitary convenience (not a urinal) and

interference. 5) Gas supply taken in through rigid piping,
with a flexible connection to the cooker and installed by
a competent person. 6) All piping exposed so that any
leakage can be detected and a build –up of gas
prevented.
First Aid
27. General: 1) Employer provided adequate and
appropriate first aid provisions based on the number of
employees, the nature of the construction, the size of
the construction project and how the scope of the works
affects the distribution of employees (the working hours,
the distance from outside medical services) 2) Every

Aider present where employees exceed 50. Where the

Aid notice is also translated into a language of the
majority of the labour on site.
