ACTIVITY DESIGN

I. TITLE: ORIENTATION ON CSO ACCREDITATION AND SELECTION OF REPRESENTATIVE TO THE


LOCAL SPECIAL BODIES

II. DATE: August 19, 2019

III. RATIONALE

The passage of the LGC in 1991 has substantially provided the legal and institutional framework creating
the foundation for participation in governance to be institutionalized via the Representation in local
special bodies and Mandatory consultations for national projects among others. Participatory
governance involves citizens participation in governance especially in decision making, e.g. participation
in assessing their own needs, planning, monitoring and evaluation, and in the implementation of
government programs, projects and activities.

IV. OBJECTIVES

The activity aimed to orient the concerned stakeholders on the 2019 MC re Guidelines on Accreditation
of CSOs and Selection of Representatives to the Local Special Bodies. Specifically, it intends to provide an
avenue to:
1. Present to the concerned CSO representatives, the specific provisions and guidelines of
said circular;
2. Discuss issues that may be deemed unclear in the guidelines;
3. Recommend measures that may be employed to effectively implement the provisions of
the circular;
4. Provide recommendations for the enhancement of the policy for the succeeding years;
and
5. Come up with an action plan to effectively implement the provisions of the circular.
6. It also hoped that this activity will eventually increase the number of CSOs accredited by
the Provincial Government for membership in the local special bodies.

V. DESCRIPTION OF ACTIVITY
The activity is a one day conference to be participated by different Civil Society Organizations (CSOs) in
the province. The DILG and the Provincial Planning and Development Office shall provide technical
support and will serve as resource persons during the conference.

VI. BUDGETARY REQUIREMENTS
