II. BACKGROUND/RATIONALE

On 28 May 2019, President Rodrigo Roa Duterte signed into law, RA 11032: An Act Promoting Ease of Doing
Business and Efficient Delivery of Government Services. This is an act that aims to streamline the current
systems and procedures of government services and aims to improve competitiveness and ease of doing
business in the Philippines.

The EODB Forum aims to raise the level of awareness of the LGUs and employees on the different aspects of
the law and its application in the delivery of public services and its relevance to making the doing of business
easier thus fostering openness, integrity and citizens’ participation in LGUs’ governance.

III. ACTIVITY GOAL, OBJECTIVES AND OUTPUT

A. Goal and Rational Objective

The EODB Forum aims to provide venue for the orientation of LGU officials and employees on RA 11032 or
An Act Promoting Ease of Doing Business and Efficient Delivery of Government Services. Various questions
as to its implementation may be raised to invited agencies for further enlightenment and clarifications.

B. Learning Objective

By the end of the activity, the participants would have better understanding of RA 11032 and how it should
be implemented in their respective units with the corresponding sanctions in case of violations.

IV. ACTIVITY CONTENT AREA AND METHODOLOGIES /MEDIA

The forum will be conducted on 27 December 2019.

It will cover the following topics, to wit:


 Ease of Doing Business at a glance and ARTA as its prime mover in making LGUs more business
friendly, transparent and accountable
 Ease of Doing Business on competitiveness and Negosyo Center Initiative in LGUs
 Public servant’s take on EODB and making public service delivery effective in LGUs
 SGLG Law and its relevance in making the doing of business easier and fostering openness,
integrity and citizens participation in governance in LGUs

Participants are given a chance to raise questions or ask for clarifications during the open forum after the lecture-
proper. This will be answered by the lecturers from the agencies to be invited namely the Department of the
Interior and Local Government, Anti-Red Tape Authority, Department of Trade and Industry and Civil Service
Commission.

As the conclusion of the EODB Forum, participants will draft and formulate their respective implementation plans
as to be implemented in their own units or offices.

Lecture will be given based on the abovementioned topics by the resource speakers. Representatives from the
LOGIC Network Integrity Circle will serve as moderators for the open forum.

V. ACTIVITY REQUIREMENTS

A. Time Allotted for the Activity

The EODB Forum will be a whole day activity from 8:00AM to 5:00PM on 27 December 2019.

B. Profile of Proposed Participants

Participants will be the Department Heads and Program Implementers of the Provincial Government of
Oriental Mindoro, Local Chief Executives, Business Permit and Licensing Officers and the Oriental Mindoro
Integrity Circle.

C. Resource Persons/Facilitators

Four (4) resource persons will be from the Department of the Interior and Local Government, Anti-Red Tape
Authority, Department of Trade and Industry and Civil Service Commission.

D. Venue/Facilities

A total of 106 participants is expected to attend the Ease of Doing Business Forum.

The venue will be the Tamaraw Hall at the Provincial Capitol Complex, Camilmil, Calapan City. White screen
and projector will be used for the lectures.

Accommodation will be provided for the 4 speakers.

E. Resource Requirements

Two (2) snacks and one (1) lunch will be served during the activity. Training Kit (inclusive of ID, activity
program, pen, bond paper, notebook and handouts of the lectures of the resource speakers) will also be
provided upon registration. Uniform shirts will be provided to the members of the Oriental Mindoro Integrity
Circle and secretariat as the lead implementers of the activity

A tarpaulin will be used to show the title of the event, the facilitators and the implementing organization. The
token for the speakers will include native delicacies, souvenirs and framed Certificate of Appreciation.
Participants will likewise be given Certificates of Participation printed on Cambric Board after completion of
the seminar.

VI. ACTIVITY COST

The total of FIFTY SIX THOUSAND NINE HUNDRED SEVENTY THREE AD 16/100 (PhP561973.16) will be
utilized in this activity which will be charged against the Integrity Management Program under the Office of the
Provincial Governor

VII. MONITORING AND EVALUATION

 Participants and reaction of the participants shall be observed during the program especially in the
open forum.
