NSDC DEBATE PREPARED MOTION

This House Believes that foreign language is more important than Indonesia language toward
MEA

Language is a system of communication consisting of sounds, words, and grammar, or


the system of communication used by people in a particular country or type ofwork

Foreign is belonging or connected to a country that is not your own

Important is necessary or of great value

MEA is ASEAN economic integration in facing free trade between ASEAN countries

History of MEA :

It is begin from high state conference (KTT) was held in Kuala Lumpur, Malaysia. Result of this
meeting is a goal to make Southeast Asia region prosperous region with development economic that is
evenly distributed in each of its member countries (ASEAN Vision 2020)

In the next meeting 2006, said that release of MEA was forwarded in 2015 than 2020 instead.

Purposes of MEA :

 Create an single market with free trade economy such as educated labor, free customs for import
and export, and the influx of investment and capital flows for countries in region
 Make ASEAN as a high economic competition and strict regulation in consument protection,
intelectual property rights, tax, e-commerce, and infrastructur development.
 Develope ASEAN’s economy with main goal consument protection, small and medium business,
export and import rates, etc
 Create a high competition market to increase ASEAN’s participation in world market

GOVERMENT
 Based on the data of English Proficiency Index (EPI), Indonesia has ranked 32 from 60 countries
with only 51,36% rates of citizen who can speak english fluently, means that our english
language education is still low.
 English language has ranked second place (Below Mandarin) of the most used language in the
world, every country needs to learn english language because it is already becoming a main
international language, a lot of big company who can effect much in international economy is
from country with english as their main language.
 In Indonesia, more than 55% foreign company is based on english language. They need much
labor with english language ability. Even in every test and interview, labor should be proven of
having good proficiency in English language.
 Singapore and philipines as developing country have english language as their main language.
Singapore is the biggest industrial country in ASEAN who has a lot of relationship with other
country including Indonesia.
 Big organization made by united Nation that can effect much in International economy such as
OPEC, FAO, World Bank, ASEAN, APEC, etc are using english as their main language.
 In a case of sending Indonesia’s labors to overseas, every company in a duty of make our labor
educated are make english language as their requirement
 In a discussion of ASEAN’s corporation such as High State of Conference (KTT), they are using
english language as their main language to speak.
OPPOSITION
 (Idn.times) Based on data of Chulalongkorn University in Thailand about use of english
language in ASEAN prooving that english is not common language. In a 600 billion scale of
ASEAN’s citizen, more than 300 billion speak Indonesia/Malay language, and 200 speak
Thailand, and the last are speak english.
 Indonesia has ranked fourth of the biggest country in the world, and first rank in ASEAN.
Means that more than half of ASEAN citizen are speaking Indonesia/Malay language. In
history, Indonesia/Malay language was being lingua franca or main language in Malacca Strait.
 Market of Indonesia is a very promising market with a lot of citizen and many culture and
natural resources make Indonesia as one of main target of foreign investor, to reach small and
medium business, agriculture, fisheries, tourism, they need to have ability to speak
Indonesia/Malay language.
 A lot university aboard, they are already create a Indonesia language departement ex : Tokyo
University of Foreign Studies (Japan), University of Southern Queensland (Australia), Taras
Shevchenko National University of Kyiv (Ukraine), Hankuk University of Foreign Language
(South Korea), Hong Bang University (Vietnam), University Muhammed V (Maroko).
 Indonesia has ranked ninth in the most used language in the world, and ranked fourth in
Australia, and ranked first in ASEAN.
 Indonesia language is easy to use, there are many absorption world such a english, mandarin,
hindi, arabic language as effect of imperialism era.
 The Consul General of the Republic of Indonesia for 2007-2008 period, Irdamis Ahmad,
Indonesia is in line with english, france, and japanese as the second preference language in Ho
Chi Minh city.
 (Detik.news) In social-economy side, native and foreign speaker of Indonesia language is 268
billion or 40% of ASEAN’s citizen, and they spread in more than 50% ASEAN’s countries.

This house will support Indonesia to stop sending labors to overseas


Support is to agree with and give encouragement to someone or something because you want it to
succeed
Labor is someone who works to earn money and support their lifes
History of Indonesia sending labors to overseas :
1. Since 1890, Dutch government began sending a large number of Javanese contract coolies,
even Madurase, Sundanese, and Batak, to be employed on plantations in Suriname to replace
Africans labor (Freedom of Africa in 1 July of 1863).
2. The first wave of TKI shipments by the Dutch departed from Batavia (Jakarta) on May 21,
1890 with the SS Koningin Emma. This long-distance cruise stopped in the Netherlands and
arrived in Suriname on August 9, 1890. The number of first wave migrant workers was 94
consisting of 61 adult men, 31 women and 2 children. The sending of migrant workers to
Suriname, which has been running from 1890 to 1939, reached 32,986 people, using 77 ships.
3. On July 3, 1947 became a historic date for the Ministry of Labor in the era of Indonesian
independence. Through Government Regulation No. 3/1947 an institution was established to
take care of labor problems in Indonesia under the name of the Ministry of Labor.

GOVERNMENT
 (Merdeka.com) Adelina Lisau as Indonesia’s labor who send to Malaysia has found killed in
February 2018, Member of the House of Representatives Commission VIII said that although
investigation has started in 2018, until now there are no progress yet.
 Diah Anggraeni who held captive and not being paid by her employer, Amman (Yordania) for
about 12 years said that there were much labor with same condition as her.
 A naked corpse was founded in Malaysia reported as Indonesian labor in Reko street, No. 657,
Batu 16, 43.000, Kajang, Selangor.
 Female labor send to Dubai has psyciatric disorder, the reason is that the victim is often
tortured by his employer while working as a migrant worker.
 The Hong Kong court last week granted Erwiana's demands of 809,430 Hong Kong dollars
(Rp1.4 billion) for the persecution carried out by her former employer with the judge calling the
treatment "inhuman, terrible, and degrading."
 (BBC.com) Of the approximately 300 cases of physical and sexual abuse in Hong Kong every
year, 50% of them affect Indonesian workers, said Cynthia Abdon-Tellez of the Mission for
Migrant Workers, an organization in Hong Kong that advocates for foreign workers.
 Although migrant worker can report their violent cases, they are too afraid to report. In case of
Hongkong, first sevent month of migrant worker are being employed, they need to pay their
debt from agent or institution, without any payment. This condition doesn’t change since 1990
 Hongkong government don’t want to give an eye and right to migrant labor. Everything are
being controlled by the employer such as personal thing (pray, times to call their family, etc).
 (BBC.com) Since 2011 until 2018, there were five migrant labor had executed by Arab
government without any notification to Indonesia. Ex : Tuti Tursilawati was executed in
Monday, 29 October. The day before(29/10) Jeddah said that Tuti conveyed in healthy
condition. Even Indonesia governement already send an email to King Salman, but the Arab
government disobey the email.
 (CNN.news) In 2016, there were 4.680 report of violent crimes to migrant labors, the next year,
there were 4.475 report (Decrease 425 cases, because amount of migrant labors has decreased).
But, number of death is increasing about 190 victims in 2016, and 217 victims in 2017.
 Illegal migrant labor in 2018 is 254, overchanging and overstay cases is increasing about 33
more person than last 2016. Breach of contract cases is 1.050 cases in 2016-2017 period.

OPPOSITION
 (Detik.news) Because decreasing of migrant labors from 156.601 in 2016, to 148.285 in 2017,
economy of Indonesia has decreasing too. 83.943 in formal sector and 64.342 in informal
sector.
 Bank Indonesia noted that the contribution of foreign exchange through receipt of remittances
from Indonesian Workers (TKI) in the fourth quarter of last year reached US $ 2.2 billion, a
slight increase compared to the same period of the previous year of US $ 2.1 billion.
 For the period of January - June of 2018, the total investment realization was Rp. 361.6 trillion,
realization of investment (PMDN & PMA) based on project location (top five) were: West Java
(Rp. 59.2 trillion, 16.4 percent); DKI Jakarta (IDR 58.7 trillion, 16.2 percent); Banten (Rp. 30.0
trillion, 8.3 percent); Central Java (Rp. 27.6 trillion, 7.6 percent); and East Java (Rp. 24.6
trillion, 6.8 percent).
 The National Agency for Placement and Protection of Indonesian Workers (abbreviated as
BNP2TKI) is a Non-Departmental Government Institution in Indonesia that has a function of
implementing policies in the field of placement and protection of Indonesian Workers abroad in
a coordinated and integrated manner. This institution was formed based on Presidential
Regulation Number 81 of 2006. Now BNP2TKI is chaired by Nusron Wahid who was sworn in
on 27 November 2014.
 In 2004 Act No. 39/2004 was born regarding the Placement and Protection of Indonesian
Workers Abroad, which in article 94 paragraph (1) and (2) mandates the establishment of the
National Agency for the Placement and Protection of Indonesian Workers (BNP2TKI). Then
followed by the birth of the Presidential Regulation (Perpres) No 81/2006 concerning the
Establishment of BNP2TKI whose operational structure involved elements of the central
government agencies related to the services of Indonesian migrant workers,
 In 2018, government was arrested 39 illegal migrant labors cause breaking Constitution
Number 17 of 2018.
 Unemployment rates of Indonesia is reaching 6,87 billion or 5.13% of citizen.
 Minister of Manpower M. Hanif Dhakiri signed a Memorandum of Understanding (MoU) with
seven ministries namely the Ministry of Tourism, Ministry of Health, Ministry of Youth and
Sports, Ministry of State-Owned Enterprises, Ministry of Cooperatives and Small and Medium
Enterprises, Ministry of Communication and Information , and the Ministry of Village,
Development of Disadvantaged Areas, and Transmigration on Tuesday (30/5).
In addition, cooperation to support the implementation of Decmigratives was also carried out
jointly with the Provincial Government, Regency / City Government, Village Government,
Private Parties, Universities, Local Partners or the community in the village, and financial
institutions.
 Benefit to be migrant labors :
a. First, a migration service center where people or villagers who want to go abroad get service
at the village hall through the role of the village government.
b. Second, activities related to productive business. This is an activity intended to help couples
from migrant workers who work abroad so that they have the skills and willingness to build
productive businesses.
c. Third, community parenting is an activity to deal with children of migrant workers or
children of migrant workers who are cared for together by the community in a teaching and
learning center.
d. fourth, namely, business cooperatives to strengthen productive business for the long term
productive business cooperatives, of course, can also be a joint initiative of the community
that will be supported by the government.
