1.0 OBJECTIVE
2.0 SCOPE
The scope of this procedure covers any potential emergency/crisis situation that may occur in
the Project Phase 5C

The project shall establish a team to handle and manage the potential emergency
situation.
The team shall, as far as practicable, comprise of the following;
ERT Composition
ERT Controller
Logistics Coordinator
Communication Coordinator
Evacuation Coordinator
The selection shall be based on the members’ Level of authority and capability. The
actual composition of ERT shall be decided based on the actual number of staff available
at site. The project’s ERT Organization is as per Appendix III
The details of task and responsibility of the emergency response team are describes in
Appendix iv
8.0 PROCEDURE
8.1 Activation of the ERT
The emergency response team is activated as soon as any site employee becomes aware
of an emergency arising within the workplace. Every person in the workplace must be
aware of each alarm and its indication.
Activation of ERT shall start once the ERT controller receives the notification of
emergency and he confirms it as an emergency
In his absence, the confirmation of emergency shall be decided by his deputy or any
other authorized personnel.

The Emergency impact to the surrounding area/receptor for this project was identified and described in
Section 3.2 – Project Brief and Section 3.3 – Project Location.
8.7.1 The Resources and Facilities of workplace Emergency Equipment Log refer to
(Appendix IX)

Emergency Siren
a) Adequate numbers of emergency siren shall be located at site to warn employees during
emergency situation.
b) These sirens shall be located at strategic locations, which will be clearly audible to all
personnel at site.
c) These sirens shall be periodically tested to ensure there are always in good working
condition.
d) The switches shall be positioned at appropriate locations, where they are accessible.
f) If the injury is serious and injured person could not be moved, the First Aider will call
for ambulance.
g) If necessary, the work area shall be evacuated to prevent further accident. The work
area shall be cordoned to prevent another person from entering the area.
h) If the injured person is working for a sub-contractor, the ERT Controller shall inform
his employer regarding the situation.
a) Any person who discovers the fire shall try to extinguish the fire using the available
fire fighting equipments provided at site.
b) Once eliminated, the person shall inform the ERT Controller of the incident.
c) The ERT Controller shall summon the Damage Control Coordinator to the fire area to
access the situation.
d) The Damage Control Coordinator shall report to the ERT Controller on the situation
of the fire.
e) If the fire is large, the person who discovers the fire shall immediately active the fire
alarm/siren provided.
f) He shall then report to the ERT Controller by phone or by other suitable methods.
The emergency contact number shall be displayed at workplace.
g) He shall evacuate the area and proceed to the assembly area.
h) ERT Controller shall notify Damage Control Coordinator and his squad to access the
fire situation.
i) Damage Control Coordinator with his squad shall verify the scale of the fire and if
possible will take action to control or confine the fire.
j) At the same time, the ERT Controller shall notify the Fire and Rescue Department for
external help.
k) Once the siren is activated/evacuation order is given by the ERT Controller, all
workers and visitors must evacuate the work area and proceed to the assembly area.
l) The Evacuation Coordinator with the help of trade supervisor will guide the
employees during the evacuation process.
m) At assembly area, site employees are to gather according to their work group/trade.
n) Evacuation Coordinator shall proceed to the assembly area and report to Page the ERT

Controller once all site employees have been evacuated.
o) The Communication Coordinator with the help of trade supervisor shall verify that
all site employees are present by conducting roll call.
p) Any missing person shall be identified in which the Search and Rescue team will be
sent to search for the missing person if the situation permits them to do so.
q) The First Aid Coordinator with his team will stand by at the assembly area to give
first aid treatment to any person when required.
r) If the situation does not permit the search and rescue team to enter the building,
the Communication Coordinator shall wait for the Fire and Rescue Department to
arrive and inform them of the missing person.

s) Logistics Coordinator shall ensure that all access to site is accessible and shall guide
the authorities into the site.
t) All employees shall be required to remain at the assembly area until the ERT
Controller issues the all clear order.
u) ERT member shall be at the assembly area to aasist the authorities.
v) When the fire is totally extinguished the ERT Controller after consulting the Fire and
Rescue Department will give the all clear order to all employees.
w) The permission to enter the building will be based on the permission given by the
authorities.
x) In the event of permission to enter the building is not granted by the authorities, the
employees will be instructed to leave the work area.
y) The ERT Controller shall record all the particulars of witnesses and injured person.
z) The injured person (if any) shall be sent to the hospital by ambulance or any suitable
vehicle.
aa) Communication Coordinator shall follow up with the hospital on the condition of the
injured person.
bb) If the injured person is working with a sub-contractor, the Communication
Coordinator shall liaise with the sub-contractor on the medical status of the injured
person.
cc) The copy of the passport/identify card of the injured person shall be made available.
dd) No other personnel shall be allowed to enter the building without approval.
h) At the same time, the ERT Controller shall notify the external emergency services for
assistance.
i) Once the siren is activated/evacuation order is given by the ERT Controller, all
workers and visitors must evacuate the work area and proceed to the assembly area.
j) The Evacuation Controller with the help of trade supervisor will guide the employees
during the evacuation process.
k) At assembly area, site employees are to assemble according to their work
group/trade.
l) Evacuation Coordinator shall proceed to the assembly area and report to the
Communication Coordinator once all site employees have been evacuated.
m) The Communication Coordinator with the help of trade supervisor shall verify that
all site employees are present by conducting roll call.

w) If the injured person is working with a sub-contractor, the Communication
Coordinator shall liaise with the sub-contractor on the medical status of the injured
person.
8.9.4 Chemical Spill

a) Any person who accidentally spills any chemical or spots any chemical spillage 11
notify the nearest supervisor. The supervisor must immediately rush to the location
and assess the situation:-
i. Confirm if any person is involved.
ii. Make arrangement to contain the spillage.
iii. Cordon off the area concerned.
iv. Request for help from another employee.
v. Inform the ERT Controller.
b) Where people are involved, the supervisor at the location must make attempts to
save the person involved. This may involve, depending on the situation and the
chemical involved, flushing the person concerned with a lot of water, removal of
contaminated clothing or making arrangement for medical aid.

c) The supervisor at the location must initiate containment and preventive action to
mitigate the impacts associate with the chemical spillage. The action may include,
but not limited to the following:-
i. Use suitable absorbent materials to absorb the chemical.
ii. Where the spillage tends to flow to other areas, attempt to stop the flow by
putting absorbent materials where necessary.
iii. Where the supervisor determines that the situation is out of control and he is
unable to contain the spill, the supervisor must seek help from external agency
with the approval of ERT Controller.
iv. The relevant outside agency to be contacted may be BOMBA, chemical
manufacturer etc.
v. Never touch the chemical and contaminated area, absorbent materials with bare
hands.
vi. Use scoop to remove the contaminated rag, absorbent materials and put the
same into a container.
vii. Label the container as toxic substance and transfer it to the Scheduled Waste
Storage Area
a) Any person who discovers the situation shall report to the ERT Controller by phone

or other suitable methods. The emergency contact number shall be displayed at
workplace.
b) ERT Controller shall notify Damage Control Coordinator to assess the situation.
c) Damage Control Coordinator with his squad shall verify the seriousness of the
situation.
d) If the situation is minor without any case of injury and will not have the potential to
cause any further damage/injury, he should barricade the area and report to the ERT
Controller, who will take the necessary action to rectify the failure.
e) In the event of employee(s) or any other person being buried under the earth, the
ERT Controller shall notify the external emergency services for assistance.
f) ERT Controller shall notify EMT Controller if the emergency situation falls under
Emergency Level 2 or 3 categories.

g) The ERT Controller also shall decide whether evacuation is needed. In the event
where evacuation is needed, the alarm shall be activated and avacuation process to
assembly area will take place.
h) Logistics Coordinator shall ensure that all access to site is accessible and shall guide
the authorities into the site.
i) All employees shall be required to remain at the assembly area until the ERT
Controller issues an all clear order.
j) ERT member shall be at the scene of the emergency to assist the Fire and Rescue
Department if required.
k) ERT Controller shall give an all clear order after consulting the authority concerned.
l) The permission to restart work will be based on the permission given by the
authorities.
m) In the event of permission to restart work is not granted by the authorities, the
employees will be instructed to leave the work area.
n) The ERT Controller shall record all the particulars of witnesses and injured person (if
any).
o) The injured person (if any) shall be sent to the hospital by ambulance or any suitable
vehicle.
p) Communication Coordinator shall follow up with the hospital on the condition of the
injured person.
q) If the injured person is employed by a sub-contractor, the Communication
Coordinator shall liaise with the sub-contractor on the medical status of the injured
person.
a) The first person at the scene shall notify the ERT Controller via phone callPage 13
or any
other suitable method.
b) Upon receiving the notification, the ERT Controller will summon the Damage
Controller to the area where the flood/slit trap failure is reported.
c) The Damage Controller shall take the necessary action to mitigate further damage
and minimize impact due to the event.
d) Emergency equipments and machinery will be mobilized to the affected area to
rectify the damage.
e) In the event where water overflows into public boundary, the Logistics Controller
shall conduct an assessment on the magnitude of the damage.
f) Clearing of debris or residue due to the overflow shall be carried out immediately.
The ERT Controller is responsible for termination of the emergency. Appendix IIX shows the
emergency termination procedure. Termination shall take place when the emergency response is
completed and the emergency situation is over. When it is safe for the people to return to
normal duties, the ERT Controller would announce the termination of emergency by declaring:-
When the emergency has been terminated, the ERT Controller is responsible for assessing the
emergency response as well as proper reporting of the emergency to the relevant department in
the company and government agencies.
Review of the emergency shall be conducted after the emergency has been terminated.
The review shall be led by the ERT Controller. The following is addressed during the
review session:-
8.11.2 Reporting
No workplace personnel shall give any comments or statements to the media or public on the
emergency without authorization from Crisis Management Team Controller.
Only designated spokesperson(s) from the Crisis Management Team shall handle any comment
or statement to media and/or public.
The Person in Charge shall be the document controller for the ERP document. He/she is
responsible for the maintenance, amendment and review of this ERP.

Appendix (IV)
The ERT controller is in change of coordination between the on site emergency operation center
and the crisis management team at head office. He will call for evacuation when needed. The
workplace person in charge will take a position as the ERT controller. In his absence, the
construction manager or other authorized personnel will be the deputy ERT controller.
The ERT controller has the following responsibility:

a) Decide on the level of emergency and if an evacuation is required, as well as determine the
need for EMT or CMT is to be activated.
b) Decide on site evacuation
c) Specify evacuation assembly area, where necessary, and ensure that all personnel are
familiar with its location. If the primary assembly area is not accessible during an emergency,
an alternative location shall be designated.
d) Advise the communications coordinator to make the necessary call outs and notifications.
e) Examine the emergency to determine the source
f) Take control of the situation until relieved by an emergency services officer (fire and rescue
department takes control of the emergency response, while the police takes control of the
access and security of the workplace) at which point the resumes an advisory role.
