Introduction
 SEEMP GLs have been developed to assist with the preparation
of SEEMP required by Regulation 22 of MARPOL Annex VI.

 SEEMP provides:
 A possible approach for improving SEE and fleet EE
performance over time; and
 Some options to be considered for optimizing the
performance of the ship.

 SEEMP purpose
 To establish a mechanism for a company and/or a ship to
improve the SEE Operations (SEEO).

 SEEMP should be developed as a ship-specific plan by the company.

 Recognizing that:
 There are a variety of options to improve SEE.

 That the best measures differ to a great extent for ship type,
cargo, route and other factors,

 The specific measures to improve SEE should be identified in


the first place.

 After identification of the SEE Measures, they should be listed as a


package for implementation.

 The company should do the coordination rather than just the ship.

the fleet and coordinate stakeholders.

Human Resource (HR) Development

 Raising awareness and providing necessary training for


personnel both shore and ship-side are important elements.

 Such HR development is encouraged and should be considered


as an important component of planning as well as a critical
element of implementation.

 Goal setting is part of planning.

 Goal setting is voluntary and there is no


need for an announcement to the public nor
are they subject to external inspection.

• EEOI targets

 The goal should be measurable and easy


to understand.

 The monitoring system, including the procedures for collecting data


and the assignment of responsible personnel, should be developed.

 The development of the monitoring system can be considered as a part


of planning, and therefore should be completed at the planning stage.

 Self-evaluation and improvement is the final phase of the
management cycle.

 This phase should produce meaningful feedback for the next


improvement cycle.

 The purpose of self-evaluation is to evaluate the effectiveness of the


planned and implemented measures.

 For this process, procedures for self-evaluation of SEE measures


should be developed.

 Furthermore, self-evaluation should be implemented periodically by


using data collected through monitoring.

 A proposed format is included in the GL.

 Self assessment
 Roles and responsibility (R&R)
 Processes and procedures.
