There are thirteen circuit court of appeals in the federal court system. The state of Nevada
is in the United States Court of Appeals for the Ninth Circuit. The Constitution of the State of
Nevada contains nineteen articles. Article 11, which covers Education, consists of ten sections
Section 1 of the Article 11 talks about legislature to encourage education as well as the
superintendents of public instruction. It states that “legislature shall encourage by all suitable
means the promotion of intellectual, literacy, scientific, mining, mechanical, agricultural, and
moral improvements” (Nev. Const. Art. 11. Sect. 1). It also says that legislature shall provide for
a superintended of public instruction and by law prescribe the appointment, term, and duties.
Section 2 of the Article 11 discuss that the legislature shall provide for a uniform system
of common schools. It states that “a school shall be established and maintained in each school
district at least six months in every year, and any school district which shall allow instruction of
a sectarian character therein may be deprived of its proportion of the interest of the public school
fund during such neglect or infraction” (Nev. Const. Art. 11. Sect. 2). This allows the legislation
Section 3 of the Article 11 discusses “pledge of certain property and money, escheated
states and fines collected under penal laws for educational purposes; appointment and use of
interest” (Nev. Const. Art. 11. Sect. 3). It states that all lands granted by Congress to this state for
educational purposes are only for educational purposes, the funds should not be used for other

sources must be apportioned by the legislature among the several counties for educational
Section 4 of the Article 11 is about the establishment of state university and control by
board of regents. This section says how the legislature needs to provide for the establishment of a
State University “which shall embrace departments for Agriculture, Mechanic Arts, and Mining,
to be controlled by a Board of Regents whose duties shall be prescribed by Law” (Nev. Const.
Section 5 of the Article 11 explains how the legislature shall have the power to establish
normal schools and different grades of schools. This section also discusses the oath of teachers
and professors by saying that they are required “to comply with the provisions of any law
Section 6 of the Article 11 says how the legislature shall support universities and
common schools by “direct legislative appropriation from the general fund” (Nev. Const. Art.
11. Sect. 6). It also mentions the Priority of Appropriations. This section explains how during a
regular session of the Legislature, during a special session of the Legislature that is held between
the end of a regular session, and during a special session of the Legislature that is held in a
biennium “the Legislature shall enact one or more appropriations to provide the money the

and duties. It mentions that “The Governor, Secretary of State, and Superintended of Public
Instruction shall, for the first four years and until their successors are elected and qualified
constitute a Board of Regents to control and manage the affairs of the University and the founds
of the same under such regulations as may be provided by law” (Nev. Const. Art. 11. Sect. 7).
Section 8 of the Article 11 talks about the “Immediate organization and maintenance of
state university” by saying that the Board of Regents shall “from the interest accruing from the

first founds which come under their control, immediately organize and maintain the said Mining
department in such a manner as to make it most effective and useful” (Nev. Const. Art. 11. Sect.
8). Moreover, it mentions how it must be provided support to “Agriculture, Mechanic Arts, and
schools and universities. This section says that “No sectarian instruction shall be imparted or
tolerated in any school or University that may be established under this Constitution” (Nev.
Section 10 is the last section of the Article 11, and it mentions that public money should
not be used for sectarian purposes. This section states that “No public funds of any kind shall be
imparted or tolerated in any school or University that may be established under this Constitution”
covers Education. This article is composed of ten sections that together provide legislation,
