4.0 RESPONSIBILITIES:
Conducts inspection in accordance with this procedure and ensure that the
requirements of this method of statement are carried out in accordance with DPI/SPG
project requirements and specifications.
Safety Engineer/Inspector:
Check the work areas for any unsafe conditions. Ensure that all safety requirements
have been adequately addressed and the work is carried out safely in accordance with
DPI/SPG project safety procedures.

5.0 PROCEDURES:
- Set of ELCOMETER 236 High Voltage (DC) Detector 30KV, a portable Holiday
Detector with battery packs 12V rechargeable cell.
- Permanent Marking Pen.
B. Pre-Holiday Test `Activities:
Ensure that all relevant documents and method of statement have been approved
by DPI/SPG prior to commencement of the work, and that the latest revisions of IFC
drawings, specifications including approved procedures are disseminated to
concerned personnel who will carry out the work.
Confirm that the piping system has been released for testing.
Ensure that the Pinhole detection instrument is available, certified for use and has
been calibrated prior to testing operation. The calibration frequency shall be in
accordance with vendor recommendations.
Ensure the coated surfaces are dry, clean and free from any dirt or foreign material.
Prior to actual testing, the instrument should be tested by making contact with the
test electrode to a grounded uncoated section to confirm that the detector buzzer is
functioning correctly.
The pipe surface temperature shall be 20ºC during the holiday test. One hundred
percent of the coated surface shall be holiday tested using a pulse type direct
current ELCOMETER 236 holiday detector 30KV. The electrode shall be of brush
band type and the detector shall be equipped with an audible-signalling device
alarm. The speed approximately of instrument shall 0.25 m/s (10"/s) and shall be
calibrated prior to holiday testing.
In addition, a test sample shall be prepared which shall initiate the Holiday alarm at
the minimum required testing voltage. The instrument shall be checked prior to
testing to confirm it is functioning correctly.
Prior to conducting holiday testing, as a safety precaution, always ensure that the
grounding wire of the Pinhole detector is grounded firmly to avoid electric shock.
The high-voltage spark tester shall be adjusted to the proper voltage for the coating
thickness being tested. In selecting the inspection voltage, sufficient voltage shall be
provided to break the air gap that exists at the holiday. This air gap varies
depending on the total applied film thickness.
Holiday testing is conducted to find nicks, pinholes and other breaks in the coating
film, applied over a metallic base surface.
The instrument to be used is ELCOMETER 236 a direct current high voltage
portable Pinhole detector 30KV consisting of a test unit which can produce a range
of voltages, a ground cable, an electrode made of conductive material like band
brush probe/right angle brush probe and an audible-signalling alarm device. To use
it, firmly attach the ground wire to earth, energize the equipment with the required
voltage and pass the brush electrode over the entire surface to be tested.
Where pinholes and holidays exist, a spark will jump from the electrode through the
air gap to the substrate and a signal light will turn on and a buzzer will sound.
Where pinholes, defects are detected they shall be identified with a permanent
marker and a coating repair will be carried out in accordance with manufacturer’s
recommendations and approved method of statement.
All coating repaired areas will be 100% re-tested / examined by Holiday testing until
the coating is free of defects and accepted.
Inspection shall be conducted and recorded in accordance with the Job Specific
Inspection and Test Plan.
