Anticipated Assignment End Date: March 31, 2014 (unless the Client exercises a contract

extension option)

Estimated Work Effort - Days: 220 days total

Full-time or Part-time: Full Time

BACKGROUND INFORMATION

e-Careers is a web-based tool for recruitment that provides portal access for internal and external
candidates to job postings within the OPS. There are planned and in progress requests for changes
related to e-Careers. These requests are to provide fixes, technical upgrades and enhanced functionality
to the application critical to business improvements and sustainment. The development environment
includes:

 Microsoft .NET framework;


 IIS;
 SQL Server.

A Systems Analyst, Level 2, is required for the ASP.NET/VB.NET/Web Services/SQL Server to provide
analysis and development in a team environment to support and service the e-Careers application as
required. The Systems Analyst will determine design requirements for new functionality and
enhancements within the existing application.

CLIENT’S REQUIREMENTS

Services and Deliverables to be provided by the Vendor’s Personnel will include the following:

 Providing analysis of the design and systems solutions.


 Developing code, as required, based on a diverse set of business and technical requirements.
 Working in a supporting or minor lead role, defining and identifying program and service delivery
requirements in support of the application development.
 Developing and/or updating system documentation, as required.
 Providing input for the test plan development, and implementing test plans, as required.

 Adopting the standards, methods, and procedures identified in the design and ensuring the quality of
coding meets the identified standards.
 Working with the existing team under the general direction of the project lead/application architect.
 Deliverables include, but are not limited to:
 Providing technical documentation associated with system development and design.
 Leading and working cooperatively with other developers to meet design specifications.
 Coding/programming that meets design specifications.
 Meeting deliverables as stated in the project plans.
 Providing documentation on system integration testing.

The Vendor’s Personnel will also be required to:

 Complete work and achieve milestones within the assigned deadlines.


 Notify the Cluster/Ministry Project Manager in writing of any issues or other material concerns
related to the Assignment Deliverables, as soon as he/she becomes aware of them.
 Submit Deliverables for the Cluster/Ministry approval as they are completed.
 Comply with the Ontario Government and the Cluster/Ministry security procedures and practices.
 Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards
and best practices.
 Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and
Confidentiality Guidelines.
 Provide knowledge and skill transfer to a designated Cluster Ministry staff.
 Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway
Process, and other applicable Guidelines, Standards and Procedures.

Work Location – 25 Grosvenor Street, Toronto, Ontario

Working Hours – The Client’s normal working hours are 7.25 hours per day, between 8:30 a.m. to 5:00
p.m. (excluding lunch breaks), Monday to Friday inclusive. If required, the Vendor must agree to provide
services outside these hours at the request of the Client. Consultants are not entitled for overtime
payments. Any Services performed outside the normal business hours will be paid at the Per Diem Rate.
