1. What is the Philippine National Formulary (PNF)?
 It contains the list of essential medicines that can be procured by the government. It also serves as
the basis for PhilHealth reimbursement for both public and private health facilities.

2. Who can apply medicines for inclusion in the PNF?


 Only the following proponents can apply in the PNF:
A. Pharmacy and Therapeutics Committee (PTC) of both public and private hospitals
B. Professional medical societies recognized by the Philippine Medical Association (PMA)
C. Patient groups
D. National Health Programs (DOH Offices, PhilHealth)
E. Formulary Executive Council
F. National Antibiotic Guidelines Committee

3. How to apply for inclusion of medicines in the PNF?


 Applications for inclusion shall only be accepted within the month of January of each year.
The proponent shall completely accomplish the PNF form for inclusion, which shall be
signed by the:
A. PTC Chair for hospitals
B. President for professional medical societies and patient organization
C. Head of Office for National Health Programs
The form maybe downloaded from the Pharmaceutical Division website,
www.pharmadiv.doh.gov.ph and the application may also be done online through:
http://www.pnf.doh.gov.ph.
The PNF secretariat shall check the completeness of submission before it will be
presented to the Formulary Executive Council. Incomplete submissions will not be processed and
will be returned to the proponent.

4. How to procure non-PNF medicines that are urgently needed?


 This can be done through application for exemption from Executive Order No. 49 s. 1993 (Directing
the Mandatory Use of the Philippine National Drug Formulary (PNDF) Volume I as the Basis for
Procurement of Drug Products by the Government). The health facility shall completely accomplish
the PNF form for exemption, which shall be signed by the:
A. PTC Chair for hospitals
B. Head of Office for National Health Programs
The form maybe downloaded from the Pharmaceutical Division website,
www.pharmadiv.doh.gov.ph and the PNF secretariat shall check the completeness of submission
before it will be presented to the Formulary Executive Council. Incomplete submissions will not be
processed and will be returned to the proponent.

5. If an exemption is granted to a certain medicine, will this be applicable to all health facilities?
 Only the requesting health facility shall be allowed to procure the exempted medicine. A certificate
of exemption with a validity of one (1) year shall be issued to the proponent.

6. How do I get updates on the PNF?


 For the updated list of PNF medicines, one can visit the website of the Pharmaceutical Division,
www.pharmadiv.doh.gov.ph and may also directly contact the PNF secretariat and look for Ms.
Joyce Anne Ceria-Pereña or Ms. Johanna Mallari through the following:
