The Supervisory Interface Panel under this Contract shall be equipped with all the
necessary facilities to allow RTU to be connected to the plant equipment for monitoring
and control.
This section describes the requirements for the Supervisory interface panel that shall be
provided in transmission substation.
2.0 STANDARDS
i) IEC 60529 Edition 2.1: Degrees of protection provided by enclosures (IP Code)
ii) BS381C: Powder Coating - Engineering Colours
3.1.1 The Supervisory Interface Panel (SIP) is a freestanding sheet metal indoor cubicle that
shall be provided to form an interface between the RTU and the Plant by marshalling all
the signals from the plant for connection to the RTU.
3.1.2 The Contractor shall supply a separate SIP for transmission network level equipment
and Distribution network level equipment.
3.1.3 In addition to supplying separate SIPs for Transmission and Distribution, separate SIPs
shall be provided for plant equipment in different buildings.
3.1.4 The SIP shall be installed in the Control Room at a location approved by TNB.
3.1.5 All components, wiring and terminal blocks shall be accessible from the front of the SIP.
No rear access shall be required. The SIP shall be installed with the doors facing the
front of the panel.
3.1.6 The front door shall be capable of being opened as wide as necessary to provide
unimpeded access into the SIP.
3.1.7 The Contractor shall ensure that the clearance from the open SIP door to adjacent walls
or equipment shall be adequate to allow passage and unobstructed work on adjacent
panels.
3.1.9 The SIP shall be designed and constructed to comply with the minimum requirements of
IP31 of IEC 60529.
3.1.10 The SIP shall be designed to allow for top and bottom entry of cables while maintaining
the structural strength and form of the cabinet.
3.1.11 All cables at the SIP shall be glanded. The cabling at the SIP shall be done without
jeopardising the vermin-proof protection of the cabinet.
3.1.12 Separate gland plates shall be provided for the cables from plant and to the RTU.
3.1.13 The SIP shall be provided with the means to allow maintenance personnel to step into
the panel without stepping on the cables at the bottom of the panel, such as brackets or
raised removable platform. This provision shall be designed and incorporated in such a
manner as to not impede the installation of additional cables or prevent the identification
of the cables by maintenance personnel.
3.1.14 The 415/240 volts terminals shall be segregated from other terminals and shall be fitted
with non-flammable transparent plastic covers to prevent contact with any of the parts.
Adequate labels shall be provided.
3.1.15 The SIP shall be of fabricated steel construction providing a good combination of high
load carrying capacity and rigidity.
3.1.16 The minimum thickness of the sheet metal for the door, side and rear panels shall not be
less than 2 mm. For the top and bottom plate, the minimum thickness of the sheet metal
shall not be less than 3 mm.
3.1.17 The size of the SIP shall be 2275mm height, 800mm width and 800mm depth.
3.1.19 The exterior finish and colour of the SIP shall be light aircraft grey in accordance to
BS381C, Code 627.
3.1.20 The interior of the SIP shall be finished with a matte white surface.
3.1.21 Furnishing on doors shall include substantial hinges of the lift-off type and provision for
positive latching with locking lever handles.
3.1.22 Pocket suitable for storing all site-specific documentation and drawings shall be
provided within the enclosure, on the front door.
3.1.23 Seals on doors and any removable openings shall be made of a material that does not
deteriorate due to aging or environmental effect, and shall form an effective barrier to
meet the cabinet’s IP requirements. Foam type materials, such as ester foam material,
are not acceptable for seals.
3.1.25 The SIP shall be equipped with terminal blocks, terminal rails, wiring channels, cable
ducts and cable guide rings to facilitate the orderly arrangement and termination of
wires.
3.1.26 Cables and wires from the Plant shall use separate cable channels, cable trays or wiring
ducts, from the cables and wires to the RTU.
3.1.27 Suitably rated sliding isolating type terminal blocks with can accommodate wire size up
to 4mm sq. shall be employed for all circuits. The number of terminal blocks supplied
shall be adequate for all circuits.
3.1.28 Every signal and common wire from plant shall be terminated at it’s own individual
terminal block. The sharing of termination at a terminal block of signal wires or
common wires from the Plant is NOT permitted. All common terminals from Plant
equipment shall be wired individually from the Plant to the SIP.
3.1.30 Each bay shall have its own terminal block group. Each terminal block group shall be
further segregated according to signal types. The terminal block groups shall be
adequately spaced apart from each other to allow for expansion of the signals within the
terminal block group.
3.1.31 The supervisory control circuit, for each bay, shall be wired and terminated in the SIP in
a manner that it shall be impossible to inadvertently initiate a control command by
shorting two adjacent terminal blocks.
3.1.32 Terminal blocks for supervisory control circuit shall also be protected by a removable
(screw-mounted) non-flammable, transparent plastic covers that shall prevent
inadvertent access to these terminals. These plastic covers shall be labelled
appropriately.
3.1.33 All wires designated for supervisory opening of switchgears shall be labelled with red
colour TRIP markers.
3.1.34 All terminal rails, terminal block group and terminal blocks shall be properly labelled
for identification purposes in an approved manner.
3.1.35 All terminal blocks are to be supplied fully equipped with the necessary accessories.
3.1.36 All wires within the SIP shall be fitted with appropriate wire markers for identification
purposes.
The Contractor shall submit all information necessary in the format as required by TNB to
allow TNB to review and approve the design of the SIP in the Project.
5.0 TESTING
The Contractor shall comply with all the quality inspection and testing requirements
required by TNB, for all deliverables in the scope of supply.
