DILG Memorandum Circular No. 2020-065 dated March 30, 2020: Guidelines of LGUs in the Provision of
Social Amelioration Measures by the National Government to the Most Affected Residents of the Areas
under Enhanced Community Quarantine
Key Point: Target beneficiaries include residents in the area of the LGU’s jurisdiction, as well as non-
resident stranded workers in their AOR due to community quarantine.
LGU Actions:
Issue necessary clearances or certifications for the applicable target beneficiaries
Coordinate with the concerned NGA, AFP, and PNP on the distribution of grants to target
beneficiaries
Identify suitable drop-off points for food and non-food items (FNIs)
Lead in the conduct of door-to-door distribution of goods, following the distribution and
prioritization guidelines of the concerned NGA.
Observe home quarantine and prohibition of mass gatherings during distribution
Ensure that no signage or appendage crediting any local government official shall be installed for any
social amelioration measures

DSWD Memorandum Circular No. 04, 05, 06 and 07 Series of 2020 issued on March 30- April 3, 2020:
Guidelines on the Provision of Social Amelioration Measures by DSWD
Emergency Subsidy Program through DSWD Social Amelioration Programs
Recipients are households with low income. DSWD shall utilize the National Housing Targeting System
for Poverty Reduction (NHTS PR) to determine and match eligible beneficiaries, so as to ensure that no
duplication of assistance shall be given to the same beneficiary.
1. Eligible Beneficiaries: Senior Citizens, Persons with Disabilities, Pregnant/Lactating Women, Solo
Parents, Overseas Filipinos in Distress, Homeless Families, Indigent People, and other Vulnerable
Groups, Informal Workers
Exceptions: Beneficiaries of 4Ps, TUPAD BKBK Program of DOLE, and other similar assistance from
other NGAs
2. Amount (to be given once a month during the quarantine)
a. P8000 (cash assistance)
(Note: DSWD MC No. 7 supersedes item VII of the DSWD MC No. 4 on the provision of Php3000
cash assistance when one (1) member of the family belongs to the identified sectors or Php5000
cash assistance when two (2) or more members of the family belong to the aforesaid and DSWD
MC No. 6 that mentioned that only P6350 will be given in addition to the P1350-worth of FNIs )
b. Php25,000 (non-cash assistance) – maximum burial assistance to the families of deceased
indigent confirmed COVID19-patients or PUIs under home quarantine or confined at the
hospital (Note: per information from DSWD NCR, this is on hold status since the assistance only
covers casket and lease of venue for the wake and excludes interment costs and cremation fees)
3. LGU Actions:
a. Barangays shall issue a Certification on the need of assistance of the beneficiary, in lieu of the
other certifications indicated in the list of requirements (See Annex A of the DSWD MC);
b. Barangays shall submit documentary requirements provided by beneficiaries to the C/MSWDO;
c. C/MSWDO shall certify the authenticity of the requirements along with the list of identified
beneficiaries, and submit the same to DSWD FO; and,

d. Funds released by DSWD shall be distributed by LGU, with the assistance of members from the
AFP and PNP as cash assistance through door to door distribution, distribution points, or by
electronic/digital payment, as proposed by DSWD.
This is an augmentation support to FNI provided by LGUs. Eligible Beneficiaries are the most affected
individuals and families such as low income households, non-resident stranded workers, and homeless
individuals. FNI to be distributed is worth Php1650, in addition to AICS.
1. Eligible Beneficiaries: Indigent Senior Citizens included in the current list of DSWD beneficiaries
for Social Pension Program
2. Amount (one-time payment): Php3000 to cover the first semester of 2020 (computed based on
the monthly stipend of Php500)
3. LGU Actions:
a. Upon receipt of the list of beneficiaries, LGUs shall sign an undertaking to hold the data in strict
confidentiality; and,
b. LGUs shall deliver the stipend seven (7) days from the receipt of pay out from DSWD
LGUs shall continuously implement SFP, in accordance to the guidelines issued by DSWD, for the ECQ.
1. Eligible Beneficiaries
Families with at least one (1) member who is an informal economy worker affected by ECQ; those
who received other ESPs may still apply for the LAG.
2. Amount (one time distribution by DSWD upon lifting of the quarantine)
Maximum of Php15,000
3. LGU Actions
a. LGUs shall certify a list of families mentioned above; and,
b. Monitor the progress of projects funded by LAG.
1. Eligible beneficiaries, aside from the current 4Ps recipients, shall include families without income
or savings, particularly those working in the informal sector.
2. Cash assistance and rice subsidy provided to current 4Ps recipients shall be augmented in cash, and
kind such as basic food, medicine and toiletries, to reach the prescribed amount (Php8000 as the
maximum) to be given per month, for two months.
3. If the number of actual households to be accommodated exceed the projected target number per
LGU, and for the whole region, the excess may still be accommodated, as long as the total number
of target nationwide is within 4.4 million.
4. Payroll for 4PS beneficiaries is processed at the DSWD Central Office.
5. Households with members whose classes in April and May have been postponed will only receive
health grants amounting to Php750 pesos and rice subsidy amounting to P600 for a total of P1350

per household per month equivalent to P2700 for two months; hence the maximum assistance to
be received by the said household will be P6650 per month, instead of 8000 pesos.
6. For households with members who are enrolled in schools that adopted a different school year with
classes ongoing until May 2020, education grants shall be deemed included in the cash assistance to
be provided (hence, different computation)
7. 4PS beneficiaries, especially those with cash cards, shall receive emergency subsidy in full amount
as top up to current cash grants and rice subsidies; hence 4Ps beneficiaries are no longer eligible
to other social amelioration measures.
8. Meanwhile, 4Ps beneficiaries without cash card will be provided cash assistance over the counter
at Land Bank or through fund transfer to LGUs.
9. In line with the Enhanced Community Quarantine, 4Ps shall be expanded and enhanced through
the following:
suspension of family development sessions,
suspension of exit of household beneficiaries due to natural attrition; hence present 4Ps
households may continue to receive cash grants, and,
suspension of compliance monitoring; with this, beneficiaries shall receive the amount in full.
General LGU Actions for the Implementation of the Social Amelioration Measures from DSWD:
The LGU shall enter into MOA with DSWD for the implementation of AICS, SocPen, and FNI Distribution; the
LCE shall sign on behalf of the former, while the concerned Regional Director of DSWD shall sign for the
latter.
A. Barangays shall prepare the list of qualified beneficiaries based on the abovementioned eligibility
requirements per ESP;
B. Profile beneficiaries using the Social Amelioration Card (it shall provide eligible families access to
other SAP of any NGA)—personnel from the barangay shall conduct house to house distribution of
SAC forms to be accomplished by the head of the family;
C. Accomplished SAC forms and list shall be submitted to C/MSWDO for signature and encoding in the
system; and,
D. C/MSWDO shall review the completeness and accuracy of data to be submitted to DSWD CO for
deduplication.
LGUs shall submit weekly accomplishment reports using the IATF–TWG on Social Amelioration Program
Monitoring Reporting Matrix, including photos of beneficiaries every Monday to DSWD FO.
DOLE Department Order No. 210 Series of 2020 dated March 18, 2020 and Administrative Order No.
108 dated March 23, 2020: Guidelines for the Implementation of the Tulong Panghanapbuhay sa Ating
Displaced/Disadvantaged Workers Program (TUPAD) #Barangay Ko, Bahay Ko (BKBK)
Disinfecting/Sanitation Project
TUPAD #BKBK aims to cushion the economic impacts of COVID 19 to select marginalized workers, by
providing them with 4-hour job on disinfection and sanitation of houses within their vicinity, for a 10-day
duration. Funding for this will be sourced from the DOLE OSEC 2020 budget under the Livelihood and
Emergency Services.
Not eligible:
Those who have availed P5000 one time cash assistance thru DOLE COVID 19 Adjustment
Measures Program (CAMP)
Those who have already received cash assistance through DSWD Assistance to Individuals in
Crisis Situation (AICS)
Those rice farmers who already received cash assistance from DA
B. Package of Assistance
1. 100% of the highest prevailing minimum wage of NCR (Php537 per day);
2. Cleaning solutions and other sanitation materials/accessories as LGU counterpart; DOLE can
shoulder the cost of cleaning solutions provided it is included in the Work Program
3. Beneficiaries should be wearing basic PPEs (long sleeves, cap, facemask as available during the
implementation for their protection)
4. Brochure on the Basic Orientation on Safety and Health,
5. LGUs are encouraged to enroll the beneficiaries to micro-insurance as part of their counterpart
while GSIS has not yet resumed the processing of the Group Personal Accident Insurance in some
of its branches
6. Food and non-food items provided by DSWD (worth Php1650)
7. Cash assistance from the LGU, if any, as long as the total amount will not exceed Php8,000/family
C. Precautionary Measures
• Social distancing should be observed during distribution of leaflets on Safety and Health and on
claiming of salaries and throughout duration of work.
DOLE RO/FO shall ensure that LGU/Barangay Focal Person has coordinated with C/MHO re use and
application of disinfectants

D. LGU Actions
1. The LGU/ Barangay shall conduct profiling of prospective beneficiaries using enhanced OSEC-FMS
Form No.4 (Annex A of DOLE AO No.108) and submit such to the nearest DOLE
Regional/Provincial/Field Office via email for processing:

4. Facilitate the payment of wages using prescribed payroll, with witnesses from DOLE;
5. Liquidate the funds transferred in accordance with COA guidelines.
