Competencies of Learners Information System (Lis) Coordinators in Public Schools in Region 1: Basis For Capability Enhancement Program

This dissertation examines the competencies of Learners Information System (LIS) coordinators in public schools in Region 1 of the Philippines and identifies areas for capability enhancement. A survey was conducted of 360 LIS coordinators to determine their level of information and communication technology competency and problems encountered using LIS. The study found that coordinators need increased competency, especially in pedagogical and professional domains. They also need improved understanding of ICT policy and classroom organization/management using ICT. The most common problem encountered was unreliable internet access, along with lack of personal ICT knowledge/skills and technical support. The researcher recommends implementing a capability enhancement program, prioritizing ICT professional development, and strengthening ICT

In the 21st century, the literate is increasingly expected to use computer

technology to access and manipulate information. Knowing how to manage electronic

information from an ever-widening array of resources and in proliferating formats is

essential. The study aimed to describe the level of ICT competency of the LIS

Coordinators in DepED Region 1, Philippines and the problems they encountered in the

use of LIS (Learner Information System) as basis for a Capability Enhancement Program.

The study utilized a descriptive method of research and targeted the 360 LIS

Coordinators in the region as the respondents. Data were collected through a survey

questionnaire and treated statistically with the use of SPSS. It was found out that there is

still a need for the respondents to increase their level of ICT competency especially in

the pedagogical and professional domains. There is also a need to improve their

understanding on ICT policy as well as using ICT in classroom organization and

management. It was also observed that lack of reliable internet connection was the

common problem encountered by the LIS Coordinators aside from lack of personal

knowledge and skills in utilization of ICT tools and lack of technical support. Based on

the findings of the study, the researcher recommends that implementation of the

proposed capability enhancement program in the region should be done to improve the

ICT competencies of teachers to fully integrate ICT in the classroom for effective

teaching and learning; that Department of Education (DepEd) must prioritize programs

that will emphasize the use ICT in the professional growth of the teachers; and that

strengthening of ICT capabilities of LIS coordinators should be given top priority by

proper authorities in the region.
