REQUIREMENTS ON THE CONTENTS OF PROJECT SPECIFICATIONS

1 General
This specification includes the minimal requirements on the Project Specification.
The fulfilment of the requirements of this project specification does not release either Designer or Vendor from their
responsibility to supply a system and equipment of proper design, which ensures the safe and effective operation
of the Project.

2 The minimal contents of Project Specification


2.1 Specification of Project Specification task

2.2 Exceptions and Deviations


Lists the Client required instrumentation tasks and solutions which are not included or deviated from the technical
documentation, MGS-M-REF-I & MGS-S-REF-I specification, referred in/ attached to Project Specification.

2.3 Guiding codes, standards, laws and provisions


List the relevant international and national standards and proposals, national laws, provisions, rules to be followed
during the implementation of the Project, as well as the internal regulations of MOL Group.

2.4 Definitions
Includes the detailed explanation of most important descriptions occurring in the Project Specification or during the
Project implementation.

2.5 Abbreviations
Lists the accurate description of the abbreviations in the Project Specification or its attached documents.

2.6 Referred Documents


Lists the registration number of the documentations to be considered as part of the Project Specification (together
with revision number), as well as the title of the documentations.

2.7 Brief Project Operation Summary


Provides brief description on the process operation of the plants, scope and objective of the Project.

2.8 Description of the Most Essential Instrumentation Tasks on the Project


Lists the most important control, alarm, interlock and shutdown tasks of the Project by process units in a draft form.

2.9 Material and Energy accounting System for the Project


Describes the requirements on the material and accounting system of the Project together with their solution, as
well as the connections to the higher level systems.

2.10 Use of Instrumentation Documentation


Describes the contents, structure and order of use of the Basic and Detail (implementation, installation and
construction design) documentation for instrumentation.

2.11 Specification of Environmental Conditions


Lists the environmental and climatic data on the Project's place, both in the field and in the control room with
minimum, average and maximum values (see MGS-M-REF-I-4 & MGS-S-REF-I-4).

2.12 Explosion Protection


Provides the hazardous area classification on the facilities and plants of the Project, as well as the explosion
protection methods to be applied.
Lists the national and international authorities and certificates necessary for the application of instruments and
control devices.

2.13 Units of Measure, Measuring Ranges


Sets forth the internationally approved units of measure to be applied in the control system of the Project, indicating
the possible deviations.
Describes the rules to be considered when forming the measuring ranges as well (see MGS-M-REF-I-4 & MGS-S-
REF-I-4).

2.14 Rules for Tag naming


Describes the rules for tag naming of the instrumentation identification character of the Project, together with the
plant/machine/tank identification, measured and controlled parameter, and the function or element basic and
extension symbol, setting forth the number of characters of the serial number in accordance with the doctrine of
ISO 3511 standard and the special requirements by Client (see MGS-M-REF-I-10 & MGS-S-REF-I-10).

2.15 Instrumentation Equipments Layout


Sets forth the layout of the main instrumentation equipments and devices providing scaled draft layout drawing.

2.16 Project Battery Limits


Sets the battery limits for the project (including field and system connections of the Control system).

2.17 Forming of Control System


Describes the hierarchy of the control system, with the higher level connection(s), the interfacing of the package
units, as well as the different subsystems and their connections.

2.18 Redundancy
Describes the redundancy requirements for the units of the central system and subsystems, package controllers
and communication connections.

2.19 Specification of Instrumentation System Task


Describes the measuring, process control, alarming and interlock or ESD/SIS tasks of the control system of the
Project as well as its hierarchy:
Task specification, structure of the Alarm, Interlock and Shutdown system, as well as their forming for the
project and their requirements.
The tasks of the Control systems, subsystems and package devices.
Requirements for maintenance information systems, machine supervisory systems (diagnostics), and their
connection to the Project and higher level control systems.
Schematic systems engineering drawing of the Process Control, Alarm, Interlock and Shutdown system.

2.20 The Protection Systems of the Project


Includes the instrumentation units for life, property and environmental protection of the Project:
Lighting protection, overvoltage (surge) protection requirements and solutions,
Requirements on gas pollution (in air) alarm, special provisions and solutions for signal processing and
display,
Emission measurements,
Instrumentation connection for fire-alarm (if needed), etc.

2.21 Energy Supply requirements


Describes the solution for the energy supply (in case of Control System both in the field and in the control room):
Electrical (UPS, non UPS, DC, AC)
Instrument air
Hydraulic (if needed)
Redundancy requirements

2.22 Requirements for the Grounding System of the Project


Describes the solution for the grounding system design (in case of the control system both in the field and in the
control room), and schematic drawing on earth network.

2.23 Requirements for Instruments and Assembly


Lists the special instrumentation requirements on the Project (the requirements on the materials of the sensor as
well as assembly materials, tools and the assembly itself), including the following special requirements as well:
Field installation (cabling, piping, manifolds, heating, etc.),
Control room installation,
Equipments inside the control room and in the field ,
Requirements on smart capabilities (HART, Fieldbus, etc)
Special requirements on the local mounted gauges and indicators.

2.24 Requirements for test


Lists the special inspections, acceptance and commissioning requirements and tools on the Project (see MGS-M-
REF-I-13 & MGS-S-REF-I-13).
