Empowerment Technologies (E-Tech): ICT for Professional Track

Title: INTRODUCTION TO ICT Module No. 1

I. INTRODUCTION
“In these trying times, we turn to ICT to provide a semblance of continuity in our
society and in our lives, as we gradually transition to the ‘new normal’.” DICT
Secretary Gregorio B. Honasan II said.

No one can deny the impact that technology continues to have on almost every
aspect of our daily lives, nor the speed with which new developments are adopted
by us. The mobile phone is ubiquitous, and not just for anytime anywhere voice
communication. Broadband data connectivity brings access to the internet and our
personal and business communications. GPS can give us geographical guidance. A
camera gives us video as well as image and sound recording capability, and local
storage continues to get ever larger and ever cheaper.

With the help of Empowerment Technologies, students will be able to understand


the real value of these. It provides opportunities for the development of key generic
skills such as critical thinking, communication, creativity and problem-solving, in
contexts that derive naturally from the learning objectives, outcomes and
experiences.

II. LEARNING OBJECTIVES


After studying this module, you should be able to:
 Understand how ICT affects your everyday lives and the state of our nation.
 Distinguish the differences between online platforms, sites, and content.
 Visualize the future of the World Wide Web through Web 3.0.
 Learn the different trends in ICT and use them to their advantage.
 Discover opportunities where you can use these skills in real-world scenarios.

III. TOPICS AND KEY CONCEPT


A. What is ICT?
Today, information and communication technologies are the one thing and so
the repertoire of technologies expands further to encompass computers and
computer-related products, email, MMS, and other forms of communication
(Finger et al., 2007).

ICT deals with the use of different communication technologies such as mobile
phones, telephone, internet, etc. to locate, save, send, and edit information.
These are digital forms of communication including tools available in the
internet, such as blogging and e-mail, as well as computer software, such as
Microsoft PowerPoint and Word.

B. ICT in the Philippines


Several international companies dub the Philippines as the “ICT Hub of Asia”
because of huge growth of ICT-related jobs around the country, one of which is
the call center or BPO (Business Process Outsourcing) centers.

According to the 2013 edition of Measuring the Information Society by the


International Telecommunication Union, there are 106.8 cellphones per 100
Filipinos in the year 2012. That would mean that for every Filipinos you meet,
there is a high chance that they have a cellphone and approximately for the
seven of them, they have two.

In a data gathered by the Annual Survey of Philippine Business and Industries,


NSO, in 2010, the ICT industry shares 19.3% of the total employment population
here in the Philippines. To add to these statistics, Time Magazine’s “The Selfiest
Cities around the World” of 2013 places two cities from the Philippines in the top
1 and top 9 spots. The study was conducted using Instagram, a popular photo
sharing application.

With these numbers, there is no doubt that the Philippines is one of the
countries that benefits most out of ICT. According to http://time.com/selfies-
cities-world-rankings, Makati City and Pasig, Philippines is on the first spot, while
the Cebu City, Philippines is on ninth place.

The Department of Information and Communication Technology (DICT) is the one


responsible for the planning, development and promotion of the country’s
information and communication technology (ICT) agenda in support of national
development.

C. World Wide Web


In 1989 the World Wide Web was invented by Tim Berners-Lee. He was trying to
find a new way for scientists to easily share the data from their experiments.
Hypertext and the internet already existed at this point but no one had thought
of a way to use the internet to link one document directly to another.

World Wide Web is an information system on the internet that allows documents
to be connected to other documents by hypertext links, enabling the user to
search for information by moving from one document to another.
D. Web Pages
I. Static Web Page
A flat page or stationary age in the sense that the page is ‘’as is’’ and cannot be
manipulated by the user. The content is also the same for all users that is
referred to as Web 1.0.

II. Dynamic Web Page


Web 2.0 is the evolution of web 1.0 by adding dynamic web pages. The user is
able to see website differently than others e.g. social networking sites, wikis,
video sharing sites.

E. Web 2.0
It is a term coined by Darcy Dinucci on January 1999 in her article titled
“Fragmented Future”.

“The web we know now loads into a browser window in essentially static
screenfuls, is only an embryo of the web to come. The first glimmerings of
Web 2.0 are beginning to appear, and we are just starting to see how that
embryo might develop.”

It is the evolution of web 1.0 or simply an improved version of the first world
wide web, characterized specifically by the change from static to dynamic or
user-generated content and also the growth of social media.

By adding dynamic web pages – the user is able to see a website differently than
others. It displays different content each time it's viewed. For example, the page
may change with the time of day, the user that accesses the webpage, or the
type of user interaction.

Most of the websites we visit today are Web 2.0 sites which allow users to
interact with the page e.g. blogs, social networking sites, wikis, video sharing
sites, web applications such as Wikipedia, YouTube, Facebook, MySpace, Flickr.

F. Features of Web 2.0


1. Folksonomy
It allows users to categorize and classify/arrange information using freely
chosen words (e.g. tagging)
Example:
Twitter, Instagram, Facebook, etc. use tags that start with pound sign (#).

2. Rich User Experience


The content is dynamic and responsive to user’s input

Example:
Websites that shows local content
Social networking sites, when logged on, your account is used to modify what
you see in their website

3. User Participation
The owner of the website is not the only one who is able to put content.
Example:
Comments, reviews and evaluation
Comment on article, participate in a poll, review a specific product (e.g.
Amazon.com)

4. Long tail
Services that are offered on demand rather than on a one-time purchase.
Example:
Data plan that charges you for the time you spent in the internet

5. Software as a Service
Users will subscribe to a software only when needed rather than purchasing
them. Allows you to “rent” a software for a minimal fee
Example:
Google docs

6. Mass Participation
Diverse information sharing through universal web access.
Example:
Facebook

G. Web 3.0 and the Semantic Web


One of the key elements of Web 3.0 is “semantic web.” Semantic Web is a
movement led by the World Wide Web Consortium (W3C). W3C standard
encourages web developers to include semantic content in their web pages.
Tim Berners-Lee coined the term for a web of data that can be processed by
machines. Berners-Lee originally expressed his vision of the Semantic Web as
follows:

“I have a dream for the Web [in which computers] become capable of
analyzing all the data on the Web – the content, links, and transactions
between people and computers. A “Semantic Web”, which makes this
possible, has yet to emerge, but when it does, the day-to-day mechanisms of
trade, bureaucracy, and our daily lives will be handled by machines talking to

machines. The “intelligent agents” people have touted for ages will finally
materialize.”

The aim of Web 3.0 is to have a machines (or servers) understand the user’s
preferences to be able to deliver web content specifically targeting the user.

Example:
“Where is the best place to go shopping?”
Web 3.0 will aim to give you results depending on how you have made choices in
the past.

Web 3.0 is yet to be fully realized because of


a. Compatibility – HTML files and current web browsers could not support
Web 3.0
b. Security – Machine is saving his/her preferences
c. Vastness – WWW already contains billions of web pages
d. Vagueness – Certain words are imprecise.
e. Logic – certain limitations for a computer to be also predict what the user
is referring to at a given time

H. Trends in ICT
1. Convergence
Technological convergence is the synergy of technological advancements to work
on similar goal or task. For example, besides using your personal computer to
create word documents, you can now use your smartphone. It can also use cloud
technologies to sync files from one device to another while also using LTE
technology which means you can access your files anytime, anywhere.
Convergence is using several technologies to accomplish a task conveniently.

2. Social Media
Social media is a website, application, or online channel that enables web users
to create, co-create, discuss, modify, and exchange user-generated content.
According to Nielsen, a global information and measurement company, Internet
users spend more time in social media sites than in any other type of site. With
this, more and more advertisers use social media to promote their product.

Six types of social media:


a. Social Networks – allow you to connect with other people with the same
interests or background.
b. Bookmarking Sites – allow you to store and manage links to various
websites and resources.

c. Social News – allow users to post their own news items or links to other
news sources.
d. Media Sharing – allow you to upload and share media content like
images, music, and video.
e. Microblogging – focus on short updates from the user. Those subscribed
to the user will be able to receive these updates.
f. Blogs and Forums – allow users to post their content. Other users are
able to comment on the said topic.

3. Mobile Technologies
The popularity of smartphones and tablets has taken a major rise over the years.
This is largely because of the devices capability to do tasks that were originally
found in personal computers. Several of these devices are capable of using high-
speed internet. Today, the latest mobile devices use 4G Networking (LTE), which
is currently the fastest mobile network.

Also, mobile devices use different operating systems:


a. iOS – apple devices (e.g. iPhone, iPad)
b. Android – Open source operating system developed by Google
c. Blackberry OS – used in Blackberry devices
d. Windows Phone OS – closed source and proprietary OS developed by
Microsoft
e. Symbian – the original smartphone OS; used by Nokia devices
f. WebOS – originally used for smartphones; now used for smart TVs
g. Windows Mobile – developed by Microsoft for smartphones and pocket
PCs

4. Assistive Media
Assistive media is a non-profit service designed to help people who have visual
and reading impairments. A database of audio recordings is used to read to the
user. You may visit http://www.assistivemedia.org/ for several of their audio
recordings.

People in my community are avid readers of blogs. Most of them follow
several
blogs that concern the community.
Why did you choose that website?
WordPress, unlike other blogging platforms, has a more “serious feel” to it. It
also
contains professional-looking templates that will fit the serious tone of my
campaign.
