Functions of BEM
The functions of BEM according to Section 4 of the Registration of Engineers Act
1967 (Revised 2007) are:

a. Maintain the Register

The Board shall keep and maintain a Register which shall be in five Parts:

Part A - names, addresses and particulars of Professional Engineers.


Part B - names, addresses and particulars of Graduate Engineers.
Part C - names, addresses and particulars of Temporary Engineers
Part D - names, addresses and particulars of Eng. consultancy practices.
Part E - names, addresses and other particulars of Accredited Checkers.

b. Process Applications for Registration


BEM through its Examination and Qualification Committee conducts
Professional Assessment Examination (PAE) to assess the quality of experience
gained by the Graduate Engineers and their competency. Every application for
registration, be it as Graduate Engineers, Professional Engineers, Engineering
Consultancy Practices or Temporary Engineers (foreign engineers) is scrutinized
thoroughly by the Application Committee to ensure compliance with the Act
and with the policy of BEM. Application to register as Accredited Checkers will
be assessed by Accredited Checkers Committee.

BEM also applies restrictions on practices of bodies corporate with the aim
that engineering consulting services provided by these bodies corporate would
be done professionally for the benefit of the client/public. Restrictions are also
imposed on Temporary Engineers.

d. Fix the Scale of Fees


In this respect the Scale of Fees Committee of BEM continues to have dialogues sessions with the
Treasury of Malaysia on issues involving mode of remuneration, quantum and conditions of
payment.

e. To hear and determine Disputes on Professional Conduct and


Ethics
BEM through its Professional Practice Committee hear and determine disputes relating to
Professional Conduct and Ethics of registered engineers.

ea) Stakeholder
To be a stakeholder in a contract for Professional Engineer services when requested.

ec. Promotion of Learning and Education including CPD


BEM has set certain guidelines in connection with the financial assistance provided. BEM will
consider providing financial assistance to a seminar or conference which is organised by a non-
profit making organisation. The seminar or conference must be technical one that will benefit the
registered engineers.

The promotion of continued learning and education does not stop here. BEM would also consider
giving grant to selected type of study related to engineering or contribute prizes for selected
competition also related to engineering.

In order to keep abreast with changing technology, BEM encourages all registered engineers to
continually improve themselves through Continual Professional Development (CPD) Programme.

ef. Engineering Education and Qualifications


BEM through the Engineering Accreditation Council (EAC)* conducts accreditation of engineering
degree programmes offered by institutions of higher learning within Malaysia. Accreditation is
done through the evaluation panel (from academic and industry/practice) whose members are
appointed by EAC. The accreditation panel shall visit the institution to evaluate the curriculum,
facilities and the quality management system and have dialogue with the management, academic
and support staff, students and industry stakeholders.

BEM through the EAC, in general, uses as a guide the list accredited degree programmes leading
to Professional/Chartered Engineer by accreditation organisations of the country where the
degree is issued.

* The Engineering Accreditation Council is the body on accreditation, representing the Board of
Engineers Malaysia, the Institution of Engineers Malaysia, Malaysian Qualification Agency and
Jabatan Perkhidmatan Awam Malaysia (JPA).

f. Regulate the Conduct and Ethics of the Engineering


Profession
Since its inception in 1972, BEM has been a medium for the engineers to decide on
matters relating to their professional conduct or ethics. Any matter concerning the
professional conduct of registered engineers will be studied by the BEM to determine
whether there is a breach of professional ethics or code. If the need arises, BEM will
carry out investigations to establish whether there is a prima facie case against a
registered engineer for contravening the Act. The procedures to follow are prescribed
in Section 15 of the Act.
If there is a breach of professional ethics or code of conduct on the part of the engineer
but such breach is not serious enough to warrant suspension or cancellation of
registration, appropriate action, e.g. warning, censure or advice would be taken by
BEM as deemed fit. Such measures should be viewed by the engineers at large as a
concerned effort on the part of BEM to rid the black sheep of the engineering
fraternity.

The Publication Committee of BEM undertakes the task of promoting
engineering profession through The Ingenieur and other printed
materials.The Ingenieur (4 issues per year: March, June, Sept and
December) is used as a communication tool for BEM to disseminate
information on activities of the Board, regulations, code of ethics, career
development, update and guidelines and such other news as decided by
the BEM

REGISTRATION WITH BEM

No person shall employ a person, sole proprietorship,


partnership or body corporate, other than a registered
Engineer or an Engineering consultancy practice, to
perform professional engineering services.

COMPOSITION OF BEM

BEM consists of 17 Board Members comprising of:


1. President
2. 14 Professional Engineers from various sectors:
- 5 from public sector.
- 5 from private practice.
- 2 from local authority or statutory authority.
- 2 from private sector (full time employment).
3. 1 representative of the Board of Architects Malaysia.
4. 1 representative of the Board of Quantity Surveyors Malaysia.

Board Members are Professional Engineers, Architect and Quantity Surveyor of


high standing and vast experience as in the opinion of the Ministry of Works and
are able to render services and contribute towards that end. The appointment are
by the Ministry of Works under Section 3 of the Registration of Engineers Act
1967. The Secretary and the Registrar who are Professional Engineers shall be
ex-officio members.

The Board of Engineers Malaysia (BEM) is a statutory body constituted under the Registration of Engineers Act 1967
with perpetual succession and a common seal, which may sue and be sued. It was formed in 23rd August 1972.

BEM primary role is to facilitate the registration of Engineers, Engineering Technologists, Inspectors of Works, Sole
Proprietorships, Partnerships and Bodies Corporate providing professional engineering services and; to regulate the
professional conduct and practice of registered person in order to safeguard the safety and interest of the public.

BEM falls within the ambit of responsibility of the Minister of Works. Vested with wide powers, the Minister may
suspend the operation of the Registration of Engineers Act 1967 (REA) in any part of Malaysia by notification in the
gazette. The appointment of the Board Members and the Registrar is made by the Minister.
The Registration of Engineers Act 1967 and the Registration of Engineers Regulations 1990 have been amended in
2015 with date of operation on 31st July 2015. The amended REA will be known as "Registration of Engineers Act
1967 (Revised 2015)' whilst the accompanying Regulations will be known as "Registration of Engineers RegulatIons
1990 (Revised 2015)".

• The Institution of Engineers, Malaysia (IEM) was established in 1959 and
its primary function is to promote and advance the science and profession
of engineering in any or all of its disciplines and to facilitate the exchange
of information and ideas related to engineering.

• We need to register with BEM as Graduate Engineer but not compulsory


with IEM. However, encourage to register with IEM because as a social
learned community for engineers, IEM organizes many activities and
training such as workshop, courses, seminar, technical visits etc to
enhance competency level and understanding as engineer.
• All interviews, examinations and reports related to P Eng application are
carried out and managed by IEM and only monitored by BEM.

The Washington Accord (initiated in UK by Engineering Council) is an
international accreditation agreement for professional engineering
academic degrees, between the bodies responsible for accreditation
in its signatory countries (Malaysia by EAC/BEM).

i) Sydney Accord – for engineering technology
ii) Dublin Accord - for engineering technician
• Malaysia is a signatory of Washington Accord, an accord
which recognizes the substantial equivalence of such
programs in satisfying the academic requirements for the
practice of engineering at the professional level.

• It is an exclusive agreement between engineering


education accrediting bodies at the international level, ALL
engineering degree must be accredited by professional
bodies which are signatories of Washington Accord.

• In Malaysia, Engineering Accreditation Council (EAC) which


comprises of BEM, MQA, JPA and IEM is the body
accrediting engineering program offered by local university.

Step 2
• It is mandatory for university graduate to register as Graduate Engineer if
he/she wants to take up employment as a graduate engineer. This is in
accordance with section 7(2)(a) which specified that “A Graduate Engineer who
is registered with the Board may, subject to section 8, take up employment
which requires him to perform professional engineering services – pg37.

• A Graduate Engineer is a person registered under Section 10(1) of the


Registration of Engineers Act 1967 (Revised 2015) – pg48.

• According to Section 7(1B), a Graduate Engineer will be entitled to describe


himself or hold himself out under any name, style or title using the
abbreviation “Grad.Eng.” after his name or in any way associate with his name
–pg37.

REQUIREMENTS
• Section 10(1) defines the qualification for registration as a Graduate Engineer
with BEM. A person who holds any qualifications in engineering which is
recognized by the Board shall be entitled on application to be registered as a
Graduate Engineer – pg48.

• The recognized academic qualification for registration as a Graduate Engineer


with BEM includes the following:
• Engineering Degree awarded by Malaysia:
– An engineering degree accredited/ recognised by Engineering Accreditation Council (EAC).
• Engineering Degree awarded by Other Countries
– The recognition of engineering degree from overseas (outside Malaysia) will be based on the
accreditation given by professional body who is a signatory of Washington Accord (WA).
• Graduates with Engineering Technology Degree
– Graduate with Degree in Engineering Technology is eligible to register as an Engineering
Technologist.
Graduate Engineer (GE)
BEM provides pathway for unrecognized engineering degree. Holders of unrecognized
engineering degrees may select one of the following options:

i) Master programme (taught course)


Complete a Master’s programme (course work) in the related engineering discipline. Subjects to be
taken in the Master programme must enhance the subjects taken in the BEng (Hons).Graduate is
advised to submit the following documents for BEM's assessment prior taking up the Master
programme. BEM will advise the graduate the subjects to be taken and its credit hours.
– Degree scroll
– Full official transcripts
– Details on the Master of Engineering such as course contents/subjects, duration etc.
ii) Top-up Course (Subjects)
Top-up a few lacking subjects in the university where applicant has graduated from or in any
university offering recognised degree by the Engineering Accreditation Council Malaysia.Graduate
is required to submit the Degree scroll and full official transcripts to BEM for assessment prior to
taking up the top-up programme. BEM will advise the graduate the subjects to be taken and its
credit hours.

spends his time in the site/field either
supervising an engineering work or being
involved in operation and maintenance work.

The length of design and site experience differs from one engineering branch / discipline to
another. This applies to the sub-branches of each major engineering branch. The following

TRAINING REQUIREMENTS

• After the applicant has completed the required prescribed training, he/she may
apply to sit for the Professional Assessment Examination conducted by BEM.

• All certificates of Training must be on the letterhead of the department/company


addressed to the Registrar of the Board of Engineers Malaysia and the originals
should be submitted to the Board. The certificate should state the period of
practical training, post held and summary of the work the applicant have
undergone.

• In the case of experience or training obtain outside Malaysia, the certificate of


training must be certified by an engineer acceptable to the Board that the
applicant has satisfactorily completed his practical experience.

• The certificate of the training must be certified by the PE/PEPC under whom
applicant has obtained his/her training.
TRAINING REQUIREMENTS

• For those involved in teaching profession, he/she must undergo at least one year
of industrial training under the supervision of a PE/PEPC in the same branch or
engineering as that practised by the Graduate Engineer.

• The name of the PE/PEPC signing the certificate of training must be clearly stated
together with his/her PE/PEPC registration number and the branch of engineering
he/she is qualified has to be indicated beside his/her name.

• The PE/PEPC certifying the applicant's prescribed training must be of the same
discipline as that of the applicant.

• If the applicant have worked in more than one department/company in the 3


years, he/she needs to submit two or more certificates. All the certificates of
training submitted must be certified by the respective PE/PEPC under whom
applicant have undergone your training.

• A Professional Engineer is a person registered under Section 10(2) of the


Registration of Engineers Act 1967 (Revised 2015).
• A Professional Engineer who is registered with the Board may :-
- take up employment which requires him to carry out or perform
professional engineering services;
- be entitled to describe himself or hold himself out under any name,
style or title :
• bearing the words "Professional Engineer" or the equivalent thereto in
any other language;
• bearing any other word whatsoever in any language which may
reasonably be construed to imply that he is a Professional Engineer; or
• using the abbreviation “Ir.” before his name or the abbreviation “P.Eng.”

with IEM. However, encourage to register with IEM because as a social

carried out and managed by IEM and only monitored by BEM.

• In 2014, IEM embarked on enhancing the existing Professional Interview (PI)
Process and Practice as part of periodic review to improve quality. The objectives
include:
– Establishing a competency-based Professional Interview by benchmarking a well-
established outcome-based competence standard.
– Developing rubrics with common yardsticks for rating PI Candidate in order to minimize subjectivity
of assessment in both the oral interview and the written papers.
– Revising current PI process with related documentation to support the above-mentioned.

• In benchmarking an outcome-based competence standard, IEM has opted to


adopt and adapt:
– The United Kingdom Standard for Professional Engineering Competence (UK-SPEC) for Chartered
Engineers mainly for the oral interview.
– The Institution of Engineering and Technology (IET) Model which is more generic and readily
applicable to almost all engineering disciplines since IEM is the Institution that caters for all
engineering disciplines.

• The enhanced version retains the main structure of existing PI Process in that it
consists of two essential parts:
– the documentary review and
– professional interview which is made up of oral interview and essay writing.
• The Enhanced Professional Interview Process will undergo periodic review and
changes in the continuous effort to enhance its quality and keep up with the most
up-to-date development in professional engineering competence assessment.

issued by a Regulatory Body of other country.
• The professional engineers status shall be check that it is equivalent to BEM’s
professional engineer qualifications eligibility.
• The applicant is not entitle to be registered as a Professional Engineer if at any time
prior to his registration there exist any facts or circumstances which would have
entitled the Disciplinary Committee to cancel his registration pursuant to Section
15 of the Registration of Engineers Act 1967 (Revised 2015).
• Summary of practical experience not less than 3 years using company letterhead
certified by a PE in same branch of engineering at which the applicant did his
practical experience and;
• has complied with the requirements as determined by the Board.

PROCEDURES FOR P Eng REGISTRATION
For Route 1 & 2 only
• A Graduate Engineer shall submit an application for registration as a Professional
Engineer within one year from –
– the date he is informed by the Board that he has passed the Professional Assessment
Examination as mentioned in Regulation 38 of the Registration of Engineers Regulations (Revised
2015) OR
– the date he becomes a Corporate Member of the Institution of Engineers Malaysia.
• If an application period has lapsed, a Graduate Engineer may, within a reasonable
time, apply for an extension of time to submit an application for registration as a
Professional Engineer to the Board and the Board may extent the time as it
thinks fit.
For Route 1,2 & 3
• The non-refundable processing fee and registration fee can be paid in one
cheque or bank draft or postal order or money order.
• Applications for registration shall be decided upon by the Board within four
months from the date of receipt of complete documentation from the applicants.
• Upon approval, a certificate of Professional Engineer registration will be issued.
• Every registered Person shall notify the Registrar of any change in his or its
business address within three months of the change.

RENEWAL OF REGISTRATION
• A Certificate of Registration issued to a Professional Engineer shall expire on the 31
December of the year from the date the certificate of registration is issued.
• The certificate may be renewed annually upon payment of RM200.00 (Age below 60 years)
and RM100.00 (Age 60 years and above) and upon satisfying such conditions as may be
determined by the Board.
• The Board may refuse to renew the registration of a Professional Engineer if he/she has
failed to satisfy any conditions as determined by the Board.

• Applicant must declare that he/she:
– Is a Board of Engineers Malaysia registered Graduate Engineer;
– Has undergone the prescribed practical experience;
– Has passed the Professional Assessment examination (PAE) conducted by BEM
or
– A Corporate Member of the Institution of Engineers Malaysia (MIEM) or
A Professional Engineer of other regulatory body;
– Agree to abide the Registration of Engineers Act 1967 (Revised 2015) and The Registration of
Engineers Regulations 1990 (Revised 2015) and all Notifications and Circulars issued by the BEM;
– Authorize BEM to seek clarification on any information submitted in any manner and by any
means as it deems fit and proper;

(Revised 2015): "Any person, sole proprietorship,
partnership or body corporate who procures or
attempts to procure registration or a certificate of
registration under this Act by knowingly making or
producing or causing to be made or produced any false
or fraudulent declaration, certificate, application or
representation whether in writing or otherwise, shall
be guilty of an offence and shall, on conviction, be
liable to a fine not exceeding fifty thousand ringgit, or
to imprisonment for a term not exceeding three years,
or to both".
