ADVISORY TO ALL DTI OFFICIALS AND EMPLOYEES

Subject: Reported Proliferation of “Impostor” Facebook Accounts

Please be advised that the National Privacy Commission (NPC), through its
Commissioner Raymund E. Liboro, has issued a statement dated 07 June 2020 on
the Reported Proliferation of “Impostor” Facebook Accounts:

“The National Privacy Commission is monitoring reports about the


proliferation of alleged impostor Facebook accounts that have victimized
Filipino data subjects.
While the extent of these incidents is not yet fully determined at this time,
we have been receiving reports from different sectors, mostly coming from
academic institutions.

We immediately brought this to the attention of Facebook. According to


Clare Amador, Facebook representative in the Philippines, they are
already investigating this particular matter as well as other information on
unauthorized FB accounts.

Meanwhile, the Privacy Commissioner has instructed Facebook to report


any significant findings as soon as these become available.

In addition, we urge everyone to report alleged impostor accounts to


Facebook through https://www.facebook.com/help/report.”

The Department of Information and Communications Technology (DICT), in a


Cybersecurity Advisory, meanwhile recommends the following, among others:

1. Review and configure your Facebook security settings. Make sure that you
utilize all the security features available, including the two-factor
authentication (2FA); and
2. Report the fake/dummy account to Facebook and to the DICT Cybersecurity
Bureau through email cybersecurity@dict.gov.ph.

We are reminding all DTI Bureaus and Offices that have official Facebook accounts
to ensure that security measures are in place in maintaining such account. The
following guidance are likewise reiterated:

1. Register all official social media accounts by accomplishing the Social


Media Registration Form* and submitting the same to the Knowledge
Management and Information Service (KMIS) through kmis@dti.gov.ph;
2. Ensure that there shall be no processing of personal information on all DTI
official social networking sites and accounts; and
3. Protect log in credentials in accordance with existing DTI information and
communications technology (ICT) policies, among others.
