JOB TITLE: Human Resources and Administration Director

TEAM/PROGRAMME: Syria Country Office, LOCATION: Antakya, Turkey


Senior Management Team
GRADE: 3 POST TYPE: Fixed Term – 12 months
CHILD SAFEGUARDING:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with
or access to children or young people

ROLE PURPOSE:
As a member of the Syria Senior Management Team, the Human Resources / Admin Director
(HR/AD) will work closely with key in country staff and with Regional HR to manage and lead HR
and admin functions for the Syria Country Office. This role will build awareness of the HR / Admin
function at the country level and will be accountable for putting in place and ensuring the
implementation of HR / Admin policy and practice consistent with Save the Children’s global
policies and procedures. As part of Save the Children’s dual mandate, the HR/Admin Director will
be expected to quickly scale up HR/Admin functions to enable the Country Office to effectively
respond to the Syria humanitarian crisis.

SCOPE OF ROLE:
Reports to: Country Director
Reporting to: HR Team based in Antakya and inside Syria
Budget responsibility: TBC

KEY AREAS OF ACCOUNTABILITY:

As a member of the Senior Management Team, contribute to:


 Leadership of the Syria Country Office
 The development of an organisational culture that reflects our dual mandate values,

and excellent customer service for our Members and donors
 The implementation of a coherent organizational structure that is consistent with agency
practices and appropriate to program needs
 Establishing, maintaining, and improving active and regular working relationships with host
government authorities, donors, partner agencies including major institutional donors, and
local and international NGOs
 Ensuring that the Syria Country Office complies with all Save the Children Management
Operating Standards and Standard Operating Procedures
 Emergency preparedness planning, operational preparedness and emergency response

HR strategic planning, policies and procedures:


 Have overall responsibility for the management of all aspects of HR activities and ensure
the effective delivery of support and HR services to staff throughout the Syria Country
Office – both in Turkey and inside Syria.
 Work closely with the SMT to develop HR strategies including staff development
strategies.
 Develop, update and implement HR policies and procedures in support of organizational
goals and ensure their consistent application and interpretation through appropriate
coaching and communication.
 Applying best practices, support the SMT in the delivery of change to enhance

effectiveness and efficiencies.


 Ensure the provision of good quality, appropriate and clearly communicated advice to line
managers on all aspects of the HR functions.

Staffing and Employee On boarding:


 Ensure that adequate staffing is maintained for successful program delivery through
effective recruitment processes, retention strategies and development and capacity
building of our national/international staff. The HR/AD will primarily focus on international
staff recruitment, retention and development guiding and supporting the HR Team in
similar functions for national staff.
 Understand current and anticipate future staffing needs, build pools of ready candidates
through internal succession planning and external market knowledge.
 Work closely with recruiting managers to ensure that appropriate organizational structures,
proper job descriptions and grading, and appropriate lead times are in place.
 Develop effective induction plans and processes, ensuring that all staff are aware of the
policies and practices relating to their employment. Establish evaluation procedure for
monitoring the effectiveness of the induction process and feedback to line managers.
 Set in place appropriate annual performance review systems and processes and provide
guidance and support for the implementation of performance review.
 Serve as the co-focal point for child safeguarding ensuring that it is prominent in our
onboarding process, that regular training is conducted and that reporting processes are in
place and followed.

Pay and Benefits:


 Liaise with Regional HR to ensure that there is an appropriate job evaluation system in
place and that there is continuity between job descriptions, titles, salary scale and
organizational charts.
 Develop systems that ensure timely and correct assignment of salary grades to job titles as
they are developed. Ensure that all staff have job descriptions, updated and current
contracts, which are complaint with local labour laws.

Administration:
 Develop and appropriately update policies and procedures on administration in the Syria
Country Office drawing on SCI’s global Standard Operating Practices
 Train HR/Admin staff as well as program and other operational staff on administration
policies and procedures.
 Take responsibility for overall management of the visa processes and systems, identifying
blockages and working with partners, including the Turkish Government to address and
resolve them.
 Set in place systems for all administrative tracking including for service contracts and
leases and ensure that these are regularly updated and that the information is used to
inform SMT decision making.

Emergency Staffing and Deployment:


 Be the HR lead for the Syria response ensuring that the HR aspects of the Save the
Children response interventions are observed according to best practice HR standards and

comply with local legal procedures and SC policies. This includes the facilitation of the
deployment of all response staff : Global Roster; short term; regional; country deployed
staff; consultants; visitors etc
 Work closely with other teams to ensure the smooth coordination, facilitation and
integration of response staff with that of the normal programme staff

Staff motivation and retention:


 Travel to field offices to provide hands-on practical support to managers and staff and to
build and develop the capacity of the HR team in the intervention areas through effective
coaching, performance management frameworks and human resource development plans.
 Support managers through the performance management process including guidance in
setting performance objectives, employee development plans and communications; assist
managers in assessing employee performance and addressing deficiencies.
 Ensure debriefing is undertaken with all staff leave the programme and any issues
affecting staff retention are addressed.

QUALIFICATIONS AND EXPERIENCE:


Essential
 Minimum 5 years overall experience in Human Resources / Administration including HR
management experience
 Qualification in Human Resource management / Administration or equivalent.
 Experience working in large humanitarian relief effort
 Strong management skills including analytical skills, judgement and decision-making.
 Highly developed communication skills both written and verbal in order to establish

effective relationships with a wide variety of internal and external audiences, including at a
geographical distance.
 Resourcefulness and creativity in order to develop the role of HR / Admin within the
Country Office and ensure the most effective support to line management.
 Experience in capacity building and setting frameworks for staff development.
 Experience in advising managers on a wide range of HR issues and topics
 Fluency in English; ability to communicate in Arabic would be an asset
 Proven ability to work in a multi-cultural environment and respect local religions and
culture.
 Sense of humour and ability to work within a large and complex team
 Ability and willingness to live and operate in a challenging environment
