SAVE THE CHILDREN VACANCY ANNOUNCEMENT (INTERNAL ONLY) JOB PORFILE JOB TITLE: Field Operations Director TEAM/PROGRAMME: Programme Implementation LOCATION: Yangon GRADE: TBC Number of Position: 1 Type of Contract: Open CHILD SAFEGUARDING: Level 3 the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. Job purpose: The Field Operations Director (FOD) will provide managerial oversight and support to all the field offices of the SCI Myanmar Country Programme. The FOD ensures that the all the projects and field offices of the Country Programme receive appropriate support meeting SCI Essential Standards, that the line management of the field offices is effective, supportive and empowering, and that the Country Programme is operating in a safe and secure environment. SCOPE OF ROLE: Reports to: Program Implementation Director
Staff directly reporting to this post: 4 Heads of (Regional Office), and Safety & Security Manager Key accountabilities
Support to Project Delivery and Quality Ensure that appropriate resources (support staff, means of transport and communication, office space, etc) are available to field programme teams to enable them to smoothly and efficiently deliver high quality projects in line with project plans Ensure that field-based support staff receive adequate support and training from the Program Support departments in Yangon HO (Finance, HR, Admin, Log, Funding & Grants), and that their performance matches all Essential Standards for programme support functions Maintain an overview of operational budgets of the field and regional offices and ensure that these offices are not underfunded or overspending on support functions Support field teams in identifying and supporting civil society partners including: partner assessment/risk analysis, capacity building planning and technical support Ensure that all field teams have received updated safety and security (S&S) training, and that all field offices have S&S guidelines and follow them Ensure that operations in new environments (new context or new geographical area) are preceded by a thorough S&S assessment Provide technical input and support to staff developing and implementing emergency response programmes
Team Management and Development Directly manage all (Regional) Heads of Office and the S&S Manager Encourage and monitor the field visits by Heads of Regional Office to their field offices with a view to provide appropriate monitoring, guidance and support to the programme support staff Ensure effective collaboration and coordination between (Regional) Heads of Office and Office Managers and Project Managers and programme staff in the field and in Yangon HO, and react quickly and decisively to bring any internal team challenges and problems to a swift and satisfactory resolution Enforce the principle that inter-team relationships are based on trust and cooperative approaches, guaranteeing high quality project delivery, and preventing that project implementation is slowed down or constrained by inappropriate management behaviours or exceedingly bureaucratic attitudes Be responsive to changing internal and external factors and ensure that his/her team remains so Ensure the recruitment, training and promotion of field-based support staff as appropriate and ensure availability of appropriate professional development opportunities. Ensure that the field-based support staff proactively build and maintain technical skills and competencies required for smooth operations for high-class projects Ensure the effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations Ensure the documentation of performance that is less than satisfactory, develop appropriate performance improvements/ work plans and take appropriate performance management actions in line with country programme/SCI policy.
Leadership and Representation Represent Save the Children at national and international events, and proactively explore opportunities to and engage in advocacy work to change policies and practices for wider and lasting impact on the lives of children in Myanmar Ensure coordination, communication and liaison with key stakeholders including: relevant line Ministries, regional and local authorities, UN agencies, international and national NGOs and other relevant civil society organisations
Programme Growth and Learning Ensure that lessons learned from the field in programme support are documented and inform programme strategies and project proposals Ensure that an updated situational analysis from field managers is available for developing the strategy and all new proposals Maintain and overview of long and short term emergency risks and hazards in Myanmar and support emergency preparedness planning

Experience and demonstrated strong knowledge of effective financial and budgetary control and of managing grants An understanding of national and international development issues is an advantage Demonstrated skills in networking and advocacy Excellent interpersonal, communication and presentation skills. Results focused and ability to develop and drive operational solutions Fluency in written and spoken English and Myanmar. Commitment to and understanding of Save the Childrens aims, values and principles. Ability and willingness to travel domestically and internationally when required.
