LOW VOLTAGE
DISTRIBUTION PILLAR

REVISION YEAR 2016


Technical specification for distribution pillar

1. SCOPE OF THE WORK


The scope of this specification specifies the minimum technical requirements for
design, materials, manufacturing, testing, inspection and performance for Low Voltage
Distribution Pillar to be used in the Underground Distribution Networks.

2. SERVICE CONDITION
The Pillar shall be suitable for operation under the service condition as bellow:

2-1 AMBIENT TEMPERATURES:


Highest maximum (in the shade) + 55 °C
Lowest minimum - 10 °C
Maximum yearly average + 30 °C
Maximum daily average + 40 °C

2-2 TEMPERATURE UNDER SUN:


Pillars complete with all its fittings and attachments shall be capable of
withstanding the effects of direct solar radiation at their installed locations. The
temperature of metal surfaces exposed to direct solar radiation shall be regarded as 80ºC,
plus the effect of any internal heating.

2-3 AIR HUMIDITY:


Maximum 92% at 40°C
Minimum 12%
Yearly average 44%

2-4 ALTITUDES:
From sea level up to (1000m)

2-5 SAND STORMS:


In general the atmosphere is dusty which may result in a layer of dust being deposited
on all exposed surfaces. Also fine dust particles may penetrate even through minute openings.

3. APPLICABLE CODES & STANDARDS


The latest revision of the following Codes and Standards shall be applicable for
the Equipment/Materials covered in this Specification. In case of any deviation, the
Vendor/ Manufacturer may propose Equipment/Material conforming to an alternate Code
or Standard.

3.1 DIN (Deutsche International Normen):

(a) DIN-16911 Polyester Resin Molding Materials.


(b) DIN-43629 Dimensions of Cabinet.
(c) DIN – (53452-53453) Impact, Tensile, and Flexibility

3.2 IEC (International Electro-Technical Commission):

(a) IEC-529 Classification of Degree of Protection provided for enclosures.


(b) IEC-60335-1 Safety of household and similar electrical appliances.
(c) IEC 60059: Standard current ratings.

4. RATING

4.1 Rated operational voltage system:

The rated operational voltage shall be 400/230 V.

4.2 Rated insulation voltage:

The rated insulation voltage shall not be less than 480 V between lines.

4.3 Rated impulse withstand voltage:

The rated impulse withstand voltage shall not be less than 6,000 V

4.4 Rated frequency:

The rated frequency shall be 50 Hz.

4.5 Rated current:

(a) The rated current of the pillar box shall not be less than 400 A at the condition
mentioned in (2-2).

(b)This current shall be carried without the temperature-rise of the pillar box
exceeding the limits specified in the Table 2 of IEC 60439-1 when verified
according to the clause 8.2.1 of IEC 60439-1.

4.6 Rated short-time withstand current:

The rated short-time withstand current of the pillar box shall be stated by the supplier
according to the clause 4.3 of IEC 60439-1.

4.7 Rated peak withstand current:

The rated peak withstand current of the pillar box shall be stated by the supplier
according to the clause 4.4 of IEC 60439-1.

4.8 Rated conditional short-circuit current:

The rated conditional short-circuit current of the pillar box shall be stated by the supplier
according to the clause 4.5 of IEC 60439-1.

5. DESIGN & CONSTRUCTION REQUIREMENTS:

5.1 General:

5.1.1 All Cable Terminations shall be easily accessible from the front.

5.1.2 All Insulating Materials shall be non-hygroscopic and resistant to tracking and
cracking.

5.1.3 All parts of equal size and shape shall be inter-changeable.

5.1.4 The clearances, creepage distances and isolating distances of the pillar box shall be in
compliance with the clause 7.1.2 of IEC 60439-1.

5.1.5 Resistance to abnormal heat and fire


The Parts of insulating materials which might be exposed to thermal stresses due to
electrical effects, and the deterioration of which might impair the safety of the pillar
box, shall not be adversely affected by abnormal heat and by fire.

5.1.6 Protection against electric shock


For protection against electric shock, the clause 7.4 of IEC 60439-1 shall be taken
into consideration.

5.2 Enclosure:

5.2.1 The Pillar shall be made of impact proof, heat resistant, self-extinguishing, hot
molded, non-inflammable, fiberglass reinforced polyester with a minimum
thickness of 5mm, epoxy coating to provide service degradation and for ultra violet
protection. The Pillar shall be with a canopy type roof.
Note: The Pillar made of other material can be offered as alternative according to the
requirements.

5.2.2 The Pillar shall have adequate mechanical strength to withstand rough handling
as may be expected in normal uses.

5.2.3 Access to the Pillar shall be from the front by means of hinged door fitted with
locking mechanism to secure it at the top and bottom; it shall be openable up to
180 deg.
(a) Hinges shall be made of metal and fitted by bolts made of stainless
steel or brass.

(b) Locking shall be as follows:


- Handle shall be made of durable metal.
- The handle shall be provided at the middle of the door.
- Integral lock cylinder type.
- Locking rotation shall be maintained within 90 degrees.

(c) The inner side of the door shall have a storing pocket.
(d) A suitable provision shall be made for fixing circuit numbering
plate.

5.2.4 The pillar shall have a side opening in both sides for entering an emergency cable
300 mm².

5.2.5 The Pillar shall have an adequate ventilation system. It shall have a degree of
protection in accordance with IEC-529.

5.2.6 The finished color of the pillar shall be light grey (RAL-7035).

5.3 Bus-Bars:

5.3.1 The Bus bars shall be hard drawn high conductivity tinned copper of uniform
cross section.

5.3.2 The Bus bars shall carry a rated normal continuous current of 400 Amps. It
shall be supported by insulators of epoxy resin in a robust and secure manner.
Three (3) Bus bars for phases and one (1) for neutral bar shall be provided with
same cross section.

5.3.3 The three Bus bars for phases shall be proving gradual so as to facilitate the
process of connecting the conductors.

5.3.4 The general design shall be made with minimum possible number of Joints.

5.3.5 Phase bus bars shall be color marked in sequence from top to bottom red, yellow,
blue and neutral bus bar shall be marked black. The marking shall be by indelible
paint at visible location.

5.4 The base:


The pillar box shall be structured to be installed on the concrete base, and shall be
equipped with the accessories for installation.

5.5 Cable entry holes:

(a) The cable entry holes of the pillar box shall be on the bottom of the pillar
box.
(b) The holes shall be structured not to damage cables with glands suitable
for all size cables.

5.6 Terminals for external conductors:

(a) The terminals for external conductors shall be suitable for connection of copper
conductors. The terminals shall be such that the external conductors may
be connected by suitable means such as screws, connectors, etc. which
ensures that the necessary contact pressure corresponding to the current rating
and the short-circuit strength of the apparatus and the circuit is maintained.

(b) The incoming terminals of the pillar box shall be capable of accommodating the
copper conductor of up to 240 mm².

(c) The outgoing terminals of the pillar box shall be capable of accommodating the
copper conductor of up to 150 mm².

(d) The outgoing terminals of the pillar box for consumers shall be (6) and capable of
accommodating the copper conductor of up to 25 mm².

(e) The connections shall be able to withstand the ratings in the clause 4.2 of
this specification.

(f) The identification of the connections between the terminals and busbars
shall be clearly marked at the suitable places near by the busbars; for example,
incoming #1, outgoing #2, and so on.

(g) Unless otherwise mentioned here, the clause 7.1.3 of IEC 60439-1 shall be taken
into consideration.

6. TESTS

6.1 Type tests:

The type tests shall be carried out in accordance with the clause 8.2 of IEC 60439-1,
and the type tests for pillar box are listed in the Table 5 of this specification.

6.2 Routine tests:

The routine tests shall be performed in accordance with the clause 8.3 of IEC
60439-1, and the routine tests for the pillar box and the related clauses are listed
below:

(a) Inspection of the switchgear including inspection of wiring and, if necessary,


electrical operation test: 8.3.1 of IEC 60439-1

(b) Dielectric test: 8.3.2 of IEC 60439-1

(c) Checking of protective measures and of the electrical continuity of the


protective circuit: 8.3.3 of IEC 60439-1

(d) Verification of insulation resistance: 8.3.4 of IEC 60439-1

7. MARKING

7.1 The following information shall be clearly embossed on the front outer surface of the
Distribution Pillar door:

(a) MOE Monogram


(b) MOE Item Number
(c) Manufacturer’s Name.

7.2 A name plate shall be fixed inside the pillar door with the following information:

(a) Nominal current.


(b) Reference to this MOE specification.
(c) The gross weight when fully equipped.
(d) Serial number.
(e) Year of manufacture.
(f) MOE purchase order.

7.3 A single line diagram plate shall be fixed inside the pillar door indicating
circuits numbers, it shall be drawn indelibly by black on white background.

7.4 Danger Plate shall be fixed on the front door in a clear place.

8. PACKING

8.1 Each Pillar shall be packed separately in a wooden frame for handling and storage
convenience. The whole unit shall be shrouded with a polythene bag for protection in
outdoor storage.

8.2 The supplier shall provide packing of the pillar boxes to prevent their damage or
deterioration during transit to their final destination and long period of storage.
The packing shall be sufficient to withstand, without limitation, rough handling during
transit and exposure to extreme temperatures, salt and precipitation during transit
and open storage.

8.3 The outer packing must be clearly marked on at least four (4) sides as
follows;

(a) Name of the procuring department


(b) Name of the supplier
(c) Contract description and number
(d) Loading place
(e) Final destination
(f) Gross weight
(g) Net weight
(h) Special lifting instructions, if any
(i) Special handling instructions, if any
(j) Relevant pollution or environment classifications, if any

9. SUBMITTALS

The following documents and drawings shall be supplied with the Tender:

(a) Duly filled-in, signed and stamped "Technical Data Schedule" attached to
this Specification.

(b) Test Reports of an Independent Testing Laboratory for Fuse-Ways, Fuse


handles and insulation materials.

(c) Catalogues of the equipment offered.

(d) Drawings showing full constructional details and dimensions thereof.

(e) Any deviation from the dimension given in the attached drawings shall
be highlighted through a separate memo addressed to the Purchaser.
