NATIONAL MISSION ON AGRICULTURAL EXTENSION AND TECHNOLOGY (NMAET)

MISSION IMPLEMENTATION STRUCTURES


The proposed Seed Scheme will be executed in a Mission Mode. The Mission structure at GOI level will contain a General Council under the
Chairpersonship of Agriculture Minister, Executive Committee for Seeds (ECS) under the Chairpersonship of the Secretary (DAC) and a Sub-
Mission Monitoring Committee (SMMC) with Joint Secretary (Seeds) as the Director (SMSP). At the State level, the State Level Seed Mission
Executive Committee will be constituted under the Chairmanship of Agriculture Production Commissioner (APC)/Principal Secretary
(Agriculture) or Secretary (Agriculture) of the concerned State with the delegates from other concerned Departments and partners. Suitable
structures will be made at the area level according to require. Undertaking Management Teams will be constituted at the National Level and
State Level. The State Government will need to assign a reasonable Nodal office for implementation and coordination among various
Offices/offices. Notwithstanding, focal offices like NSC, SFCI, ICAR institutes, and so forth will be subsidized straightforwardly by the
Department of Agriculture and Cooperation, Ministry of Agriculture or through the Central Agency as chosen by ECS.5

MISSION TARGETS
Increasing production of certified/ quality seed Upgrading the quality of farm saved seeds with specific objective to cover 10%
villages and produce 100 lakh quintals of seed each year through farmers participator seed production.

• Encouraging seed treatment particularly for farm saved seed.

• Strengthening the seed multiplication chain through assistance to public and private sector.

• Popularizing new varieties to encourage varietal replacement.

• Promoting new technologies and methodologies in seed production, processing, testing etc.

• Strengthening and modernizing infrastructure for seed production, storage, certification and quality control particularly to ensure compliance
with the provisions of the Seeds Bill 2004/ISTA standards, OECD certification.

• Facilitating movement of seed from India in international trade and increase its share to 10% by 2020 as envisaged in the new policy on seed
development.

• Assisting and supporting public and private seed producing organizations in seed sector and encourage partnerships.

• Ensuring availability of seed in contingent situations.

• Facilitating dissemination of seed related information through information, education and communication.

• To provide an effective system for protection of plant varieties, the rights of farmers as well as plant breeders and to encourage the
development of new varieties of plants, through PPV&FRA.

SUB-MISSION ON SEED AND PLANTING MATERIAL


Seed Division was implementing a Central Sector Scheme ‘Development and Strengthening of Infrastructure Facilities for Production and
Distribution of Quality Seeds’ from the year 2005-06 aiming to ensure production and multiplication of high yielding certified/quality seeds of
all crops and making them available to the farmers. Although the existing scheme has contributed in doubling the availability of quality seeds in
the country during the next 5 years, a need has been felt to upgrade and expand the existing scheme into a Mission mode in order to include
new/emerging technologies in production of quality/certified seeds, improve seed testing laboratories, support seed producing agencies in
adopting new seed producing technologies etc.6

Accordingly, during the XII Plan, a Sub-Mission for Seed and Planting Material (SMSP) under National Mission on Agricultural Extension and
Technology (NMAET) subsuming the above scheme and another Central Sector Scheme ‘Implementation of PVP Legislation’. SMSP has been
implemented w.e.f. 01.04.2014 with following salient objectives: -

• Increasing production of certified/ quality seed

• Increasing SRR more particularly to achieve higher SRR in crops like paddy, gram, groundnut, cotton etc. as recommended by
Consultative Group of the Ministry of Agriculture 7

• Upgrading the quality of farm saved seeds with specific objective to cover 10% villages and produce 100 lakh quintals of seed each year
through farmers participatory seed production.

• Strengthening the seed multiplication chain through assistance to public and private sector.

• Promoting new technologies and methodologies in seed production, processing, testing etc.

• Strengthening and modernizing infrastructure for seed production, storage, certification and quality control particularly to ensure
compliance with the provisions of the Seeds Bill 2004/ISTA standards, OECD certification.

• Facilitating movement of seed from India in international trade and increase its share to 10% by 2020 as envisaged in the new policy on
seed development.

• Ensuring availability of seed in contingent situations.

• Facilitating dissemination of seed related information through information, education and communication.

• To provide an effective system for protection of plant varieties, the rights of farmers as well as plant breeders and to encourage the
development of new varieties of plants, through PPVFRA.: Expenditure Finance Committee (EFC) has approved the NMAET on 19.07.2013
and approval of Cabinet Committee on Economic Affairs (CCEA) was obtained on 04.02.2014. The SMSP has been operationalized w.e.f. 2014-
2015 (01.04.2014). This scheme essentially aims to ensure production and multiplication of high yielding certified/quality seeds of all crops, in
order to make sufficient quantities of seeds available to farmers in time at affordable price, including those in remote areas, not easily accessible
by rail/road. This scheme is continued in 12th Plan and also for 2017-18 to consolidate and empower efforts being made to increase production
of quality seeds and to further raise seed replacement rate to 33% for self-pollinated, 50% for cross pollinated and to 100% for hybrid seeds.
Under this scheme, special thrust has been given to Seed Village Programme, creation/strengthening of seed infrastructure facilities in public and
private sector, quality control of seeds, providing transport subsidy for movement of seeds in NE States, Himachal Pradesh, Uttarakhand and
hilly areas of West Bengal, use of biotechnology in agriculture, establishment/maintenance of seed bank, SAARC Seed Bank etc. The scheme is
closely monitored through the Zonal Seed Review Meetings held twice in a year prior to each sowing season i.e. Kharif and Rabi. Besides, when
required on-field monitoring, is also done. Evaluation/Impact Assessment/ Study of the Central Sponsored Scheme Sub-Mission on Seeds and
Planting Material under National Mission on Agricultural Extension and Technology (NMAET) has awarded to Department of Management
Studies, IIT, Delhi to complete the study in 12 weeks. EFC Note for continuation of SMSP under NMAET as a part of Krishonnati yojana
beyond 12th plan for a period of 3 years 2017-18 to 2019-20 has been prepared and sent to PC Division for preparing a consolidated EFC Note
for kind approval of Department of Expenditure/ Cabinet Committee on Economic Affairs. Observations/ Queries of IFD, DAC&FW are being
replied.8

Impact on Indian economy
Agriculture is the main area of Indian Economy. Indian agriculture area represents 18 percent of India's gross domestic product (GDP) and gives

Conclusion
Most of the Indians are directly or indirectly depending on the agriculture. Some are directly attached with the farming and some other people
are involved in doing business with these goods. India has the capacity to produce the food grains which can make vast difference in Indian
Economy. To achieve targeted mark by the government it needs to provide support in case of land, bank loans and other machineries to the small
farmers along with the big farmers with this we can expect some improvement in Indian economy.
