I. BACKGROUND
I. RATIONALE
Based on such situation, the Office of Civil Defense (OCD) was mandated by
the Republic Act 10121 to institutionalize Rapid Damage Assessment and Needs
Analysis a tool for disaster response. According to Rule 7, Section 3G of the
Implementing Rules and Regulations of RA 10121, OCD is tasked to “formulate
standard operating procedures for the deployment of rapid Damage Assessment and
Needs Analysis teams, information sharing among different government agencies,
and coordination before and after disasters at all levels.” It is vital for OCD to develop
a team of responders who will be deployed at the impacted areas and do an
immediate assessment of the situation at the ground. Such operation is called Rapid
Damage Assessment and Needs Analysis (RDANA).
Upon completion of this course, the participants will be able to demonstrate the
appropriate knowledge and skills on the use of RDANA as a tool to assess disaster
damages and recommend the priorities for response and recovery activities.

Regional Offices will be attending the training. There will be seven (7) additional
personnel composed of the support staff and resource persons/instructors for a total
of forty seven (47) broken down as follows:

FUNDING ARRANGEMENT
OCD Central Office will shoulder the training expenses, which will cover airfare
(economy class), accommodation, meals and refreshments during the training
proper. Dinner will also be provided on the evening of 15 September 2013. However,
please be advised that the participants will be responsible for any other personal
expenses.
COURSE MATERIALS
All training materials will be available during the course. E-copies of the materials
shall also be provided for the participants during the Closing Ceremonies.
ACCOMMODATIONS
The accommodations for the participants are arranged at the Cloud 9 Sports and
Leisure Club, Antipolo from 15 to 17 September 2013. For those who will be staying
for the TFI course, accommodation shall be provided until 19 September 2013.
Further announcements shall be made.
ATTIRE
Participants are required dress in smart casual attire throughout the classroom-
based lessons during the course. Participants are also required to wear their favorite
OCD or N/RDRRMC vests or shirts on 18 September 2013.
COURSE ATTENDANCE
All participants are required to attend all training sessions as stipulated in the training
program. No participant is allowed to take leave and/or off in lieu during the course.
Any urgent leave application due to unforeseen circumstances should be directed to
OCD Education and Training Division Staff for the approval of the OIC. Participants
who will experience illness should immediately inform the OCD Education and
Training Division Staff for appropriate action.
CERTIFICATION
COURSE APPLICATION
RDANA graduates will be expected to implement the outputs of the training in their
own jurisdictions. They will also be responsible in replicating the training to their
respective N/RDRRMC partner agencies.
