I. BACKGROUND
I. RATIONALE

It is a known fact that the Philippines is vulnerable to natural disasters and


calamities. Due to its geographic location, the country frequently experiences natural
hazards such as typhoons, earthquakes, volcanic eruptions and tsunamis.
Furthermore, man-made disasters and incidents also put the lives of the Filipinos at
stake. When these disasters occur, it is important for the DRRM agencies,
particularly the response groups, to determine the immediate impacts of the
disasters and cater to the priority needs of the people. However, due to the
increasing complexity of the disasters, assessing the situation of the impacted areas,
determining the numbers of the affected population and addressing the priority
needs pose as challenges.

Based on such situation, the Office of Civil Defense (OCD) was mandated by
the Republic Act 10121 to institutionalize Rapid Damage Assessment and Needs
Analysis a tool for disaster response. According to Rule 7, Section 3G of the
Implementing Rules and Regulations of RA 10121, OCD is tasked to “formulate
standard operating procedures for the deployment of rapid Damage Assessment and
Needs Analysis teams, information sharing among different government agencies,
and coordination before and after disasters at all levels.” It is vital for OCD to develop
a team of responders who will be deployed at the impacted areas and do an
immediate assessment of the situation at the ground. Such operation is called Rapid
Damage Assessment and Needs Analysis (RDANA).

In general, RDANA works by providing a quick “snapshot” of the disaster


situation. It determines the type and extent of damages brought about by a disaster,
including its secondary threats, the critical needs of the affected population, and the
local response capacities. It allows the prescription of the priorities for response and
recovery activities. It also serves as a basis for recommending the need for
international assistance, if necessary.

In this connection, this concept note on Three-Day Training on RDANA is


hereby proposed. The training shall serve as a foundation for OCD to organize a
team of responders who will be conducting RDANA in times of disasters and
emergencies.

Upon completion of this course, the participants will be able to demonstrate the
appropriate knowledge and skills on the use of RDANA as a tool to assess disaster
damages and recommend the priorities for response and recovery activities.

VIII. ADMINISTRATIVE CONCERNS

FUNDING ARRANGEMENT

OCD Central Office will shoulder the training expenses, which will cover airfare
(economy class), accommodation, meals and refreshments during the training
proper. Dinner will also be provided on the evening of 15 September 2013. However,
please be advised that the participants will be responsible for any other personal
expenses.

COURSE MATERIALS

All training materials will be available during the course. E-copies of the materials
shall also be provided for the participants during the Closing Ceremonies.

ACCOMMODATIONS

The accommodations for the participants are arranged at the Cloud 9 Sports and
Leisure Club, Antipolo from 15 to 17 September 2013. For those who will be staying
for the TFI course, accommodation shall be provided until 19 September 2013.
Further announcements shall be made.

ATTIRE

Participants are required dress in smart casual attire throughout the classroom-
based lessons during the course. Participants are also required to wear their favorite
OCD or N/RDRRMC vests or shirts on 18 September 2013.

COURSE ATTENDANCE

All participants are required to attend all training sessions as stipulated in the training
program. No participant is allowed to take leave and/or off in lieu during the course.
Any urgent leave application due to unforeseen circumstances should be directed to
OCD Education and Training Division Staff for the approval of the OIC. Participants
who will experience illness should immediately inform the OCD Education and
Training Division Staff for appropriate action.

CERTIFICATION

Participants will be comprehensively assessed on their performance during the


course. The Certificate of Completion will be awarded when 100% of attendance is
attained (except for emergency cases).

COURSE APPLICATION

RDANA graduates will be expected to implement the outputs of the training in their
own jurisdictions. They will also be responsible in replicating the training to their
respective N/RDRRMC partner agencies.
