PREFACE

Rochester Public Schools approaches enrollment projections in a serious manner. Accurate enrollment
projections are the cornerstone of planning for all public school districts. The majority of student funding
is based on enrollment numbers. Additionally, appropriate facilities space is expensive but necessary to
provide education services.

Prior to 2020-2021, Rochester Public Schools had been experiencing growth in total student population in
each of the last five years, to 18,296 students in October 2019. In the 2020-2021 school year, the District
declined in numbers of students, primarily because of the COVID-19 global pandemic. Enrollment was
projected to be 18,446 students, an increase of 150 students from the previous year. The actual enrollment
was 17,635, a decrease of 661 students and 881 students short of projections.

Using the data the Registration & Records department collected, 46% of the students that left in the
summer of 2020 were reported as moved away from the area. About 13% stated leaving for private
school and 11% stated leaving for home schooling. Around 8% left for another version of online
schooling and 6% maintained their home within the District’s boundaries but open enrolled into a
surrounding district.

The budget for the 2021-2022 school year will be developed using the enrollment projection from this
book. It is assumed that 25% of the students that withdrew for 2020-2021 will return. If enrollment is
more than projected, it may require hiring staff at the last minute, making it more difficult to hire
qualified staff. If enrollment is less than projected, too many staff may be hired.

In general, enrollment projections for future years are significantly influenced by the kindergarten
projection, which is the most difficult to project. The kindergarten projections in this report are based on
enrolling approximately 60-62%, plus or minus, of Olmsted County births five-years prior. This
percentage was arrived at using statistical regression analysis based on fifteen years of historical
enrollment data. What remains to be seen is if some parents withheld their student from kindergarten in
2020-2021 and if this will create a “bubble” kindergarten class for 2021-2022.

Enrollment projections change from year-to-year, as does the budget. Each year, the enrollment
projection for the upcoming school year changes a little from the last enrollment projection book. This is
because there is an additional year of actual enrollments, a new year of actual birth data, and more
information about the community that might warrant an adjustment to the formula. Staying on top of
these changes provides for better, more accurate planning.
