The Learning Action Cell (LAC) is a school-based continuing professional development strategy established by DepEd Order No. 35 to improve teaching and learning in the K to 12 Basic Education Program. LACs are collaborative groups that meet regularly to engage in problem-solving, planning, and action related to content knowledge, pedagogical skills, assessment strategies, and professional ethics. The policy establishes LAC implementation processes and roles for different DepEd offices, and mandates progress monitoring through individual and peer observation to ensure standards are met. The goal of LACs is to strengthen teachers' capacity and ultimately improve student learning outcomes.

D. Roles and Responsibilities of Various DepEd Offices
School Level (School head or Principal) - organizing, facilitating and implementing effective LACs within school. Schools Division Level (School Division Office / SDO) - provide technical assistance to schools and conduct systematic monitoring. Regional Level (Regional Officers / ROs) - provide more explicit guidance to SDOs and schools. Central Office (CO) - review the policy and its implementation. IV. PROGRESS MONITORING AND EVALUATION (M&E) Purpose: To provide pertinent information and whether standards are met during implementation. Areas to be monitored: Components of focus area Monitoring methods and tools: a) individual member’s monitoring, b) peer observation, c) observation by superior, d) monitoring of the LAC team Monitoring timeline: From beginning of implementation through the stages of development Documentation record-keeping, and reporting: Individual and team activities should properly documented, with appropriate tools.
V. CONDUCT OF THE LAC SESSION. LIMITATION/PROHIBITIONS
