2. State the extent of liability of the government in torts.
3. Examine the contractual liability of the State with the help of leading cases.

Unit-5
1. Explain Parliamentary controls of public undertakings.
2. Explain the efficacy of inquiry commissions and the impact of report of an inquiry
commission.
3. Critically examine the various controls over public corporations in india.
4. Explain how far “Lokayukta” helps to redress the citizens grievances against
administrative faults.

3. Write short notes on classification of the administrative actions

Unit-2
1. What is conditional legislation
2. State ‘X’ established special courts under a statute for the purpose of speedier trial.
Some cases were transferred to the special courts from regular criminal courts. “Yash”
who case has been so transferred challenges its legality. Will he succeed?

Unit-3
1. A complaint was given by lady students that some boys students of their college entered
the ladies hostel and misbehaved. The enquiry committee recorded the statement of the
girls of the hostel in the absence of the boys and expelled the boys from the college.
Advice.
2. A selection committee was constituted by the Central Government for promotions to
higher posts to be selected from a list of senior officers. One of them who was also a
member of the selection committee was promoted. An unsuccessful candidate
challenges this. Will he succeed?
3. Write note on Quasi-Judicial functions.
4. A committee of the University had to select and recommend books of various authors
and publishers for the college students. Some of the members in the committee were
themselves authors whose books were selected. Decide.

Unit-4
1. What is PIL?
2. Write a note on “Injuctions.”
3. An young boy was arrested on the murder charges. He was tortured and killed in the
prison. His father claims compensation from the Government. Decide.

Unit-5
1. Write a note on Lokpal and Lokayukta.
2. A central government appointed a commission to inquire about the conduct of Chief
Minister of a State. Is the action of the Central Government valid?
3. Sec 44 of the Bombay police act, 1951 gave discretionary power to the police
commissioner to grant or refuse permission for any public meeting to be held on the
public street. Decide the validity of the power.
