To promote continuous close coordination, synchronization, and information sharing,
commanders cross-functionally organize elements of staff sections in command posts (CPs)
and CP cells
A command post is a unit headquarters where the commander and staff perform their
activities. The headquarters design consists of a main CP, a tactical CP, and a command group
for brigades, divisions, and corps
Each CP performs specific functions by design as well as tasks the commander assigns.
Activities common in all CPs include, but are not limited to—
• Maintaining running estimates
• Controlling operations
• Assessing operations
• Developing and disseminating orders.
• Coordinating with higher, lower, and adjacent units
• Conducting knowledge management and information management
• Conducting network operations
• Providing a facility for the commander to control operations, issue orders, and conduct
rehearsals
• Maintaining the common operational picture
• Performing CP administration (examples are, sleep plans, security, and feeding schedules)
• Supporting the commander’s decisionmaking process

The main command post is designed to operate as part of the home station mission
command center and is a facility designed to support forward deployed elements via
reachback and to conduct detailed analysis, and plan future operations.
It includes representatives of all staff sections and a full suite of information systems to
plan, prepare, execute, and assess operations
It is larger, has more staff members, and is less mobile than the TAC
The chief of staff leads and provides staff supervision of the MCP. Functions of the MCP
include, but are not limited to—
•Monitoring and assessing current operations (including higher and adjacent units) for
their impact on future operations
• Conducting detailed analysis and intelligence production
• Planning operations, including branches and sequels
• Assessing the overall progress of operation
• Preparing reports required by higher headquarters and receiving reports for
subordinate units
• Coordinating efforts in support of employed forces

The tactical command post (TAC) is a facility containing a tailored portion of a unit headquarters
designed to control a forward security force assistance, small scale contingency or disaster relief
operations, or in the case of deliberate operations it controls a portion of an operation for a
limited time
The TAC is the headquarters primary command post for expeditionary operations
The TAC is expeditionary and designed for rapid entry into austere environments
The TAC is fully mobile and includes only essential Soldiers and equipment. The TAC relies on the
MCP for planning, detailed analysis, and coordination. A deputy commander or operations officer
generally leads the TAC but the commander will operate from this CP if the mission warrants
When employed, TAC functions include, but are not limited to—
• Synchronizing and controlling current operations
• Monitoring and assessing the progress of higher and adjacent units
• Performing short-range planning
• Performing targeting and future operations planning
When not employed, the staff assigned to the TAC reinforce the home station mission command
center

Within CPs, commanders cross-functionally organize their staff into CP cells and staff sections to
assist them in the exercise of mission command.
A command post cell is a grouping of personnel and equipment organized by warfighting function
or by planning horizon to facilitate the exercise of mission command.
- The functional cells within a CP are intelligence, movement and maneuver, fires,
protection, and sustainment.
- Whereas functional cells are organized by warfighting functions, integrating cells are
organized by planning horizons. They coordinate and synchronize forces and warfighting functions
within a specified planning horizon and include the plans cell, future operations cell, and current
operations integration cell. A planning horizon is a point in time commanders use to focus the
organization’s planning efforts to shape future events.
Staff sections are grouping of staff members by area of expertise under a coordinating, special, or
personal staff officer.
A working group is a grouping of predetermined staff representatives who meet to provide analysis, coordinate, and provide
recommendations for a particular purpose or function. Their cross-functional design enables working groups to synchronize
contributions from multiple CP cells and staff sections.
Working groups address various subjects depending on the situation and echelon. Battalion and brigade headquarters normally
have fewer working groups than higher echelons have. Working groups may convene daily, weekly, monthly, or intermittently
depending on the subject, situation, and echelon.
A board is a grouping of predetermined staff representatives with delegated decision authority for a particular purpose or
function. Boards are similar to working groups. However, commanders appoint boards to make decisions. When the process or
activity being synchronized requires command approval, a board is the appropriate forum.

A lieutenant general commands the corps. This CG has responsibility for the corps headquarters and
all units and organizations that have a command or support relationship to the corps assigned by a higher
headquarters (corps forces). The commander also oversees the control functions performed by the staff.
Corps commanders normally position themselves where they can best exercise command and control over
their corps. The primary responsibilities of the command group include:
• Provide Command Presence
• Visualize Friendly Situation
• Visualize Enemy Situation
• Adjust Commander’s Concept
• Formulate Cdr’s Guidance and Intent
The deputy CG, a major general, serves as the CG’s primary assistant and second in command of the corps.
The deputy CG has specific duties described in the corps standing operating procedures or directed
by the commander. The deputy CG does not have a staff but may control certain staff elements based on
responsibilities the CG assigns. The deputy CG has two primary responsibilities:
• Temporarily assume the commanding general’s duties.
• Assume certain delegated authorities. FM 3-92

The Chief of Staff is the commander’s principal assistant. Commanders normally delegate executive
management authority to the COS. As the key staff integrator, the COS frees the commander from routine details of
staff operations and the management of the headquarters. The COS ensures efficient and prompt staff actions. The
COS duties include, but are not limited to—

Special staff officers help commanders and other staff members perform
their responsibilities. The number of special staff officers and their duties vary. Special
staff sections are organized according to professional or technical responsibilities. The
commander delegates planning and supervisory authority over each special staff
function to a coordinating staff officer. Although special staff sections may not be
integral to a coordinating staff section, they usually share areas of common interest
and habitual association. Special staff officers routinely deal with more than one

The intelligence functional cell is concerned with facilitating understanding of the operational
environment. The cell requests, receives, and analyzes information from all sources. It disseminates
intelligence products to support corps operations and the CG’s situational understanding. This cell manages
the requirements for all collection assets under corps control. The assistant chief of staff, intelligence (G-2)
is normally the cell chief. The intelligence cell has three principal sections: intelligence, surveillance, and
reconnaissance (ISR) operations section; G-2 analysis control element; and counterintelligence and human

The protection functional cell contains sections concerned with preserving the force so the
commander can apply maximum combat power. It coordinates, integrates, and monitors military and
civilian, joint and multinational protection support for corps units and installations. The cell provides
protection functional expertise and advises the CG in developing essential elements of friendly information,
the defended asset list, and the critical asset list. The protection functional cell provides vulnerability
mitigation measures to help reduce risks associated with a particular course of action and conducts planning
and oversight for full spectrum operations. Representatives from the protection cell may provide input to
plans and future operations cells, depending on the operational environment and the commander’s
preference. Commanders tailor and augment the protection cell with functional expertise to form a
protection working group as the mission requires.

The intelligence functional cell is concerned with facilitating understanding of the operational
environment. The cell requests, receives, and analyzes information from all sources. It disseminates
intelligence products to support corps operations and the CG’s situational understanding. This cell manages
the requirements for all collection assets under corps control. The assistant chief of staff, intelligence (G-2)
is normally the cell chief. The intelligence cell has three principal sections: Current Operations Support
section; G-2 analysis control element; and counterintelligence and human intelligence operations section

The tactical CP fires cell is led by the deputy chief of fires who may locate elsewhere as the

The protection functional cell within the tactical command post contains sections concerned with

A command group consists of the commander and selected staff members who assist the commander in
controlling operations away from a command post. The command group is organized and equipped to suit
the commander’s decisionmaking and leadership requirements. It does this while enabling the commander to
accomplish critical mission command tasks anywhere in the area of operations.
A division has two assistant division commanders who support the commander. The division commander
specifies and assigns responsibility for tasks to the assistant division commanders to achieve the commander’s
intent. Normally one assistant division commander is the senior officer in the main command post and is
responsible for supervising the execution of current operations. Both assistant division commanders prepare
to execute operations from the tactical command post or mobile command group, as directed by the
commander, to help control the execution of all division operations.

Every staff has special staff officers. This section addresses the specific duties of each special staff
officer. The number of special staff officers and their responsibilities vary with authorizations, the
desires of the commander, and the size of the command. If a special staff officer is not assigned, the
officer with coordinating staff responsibility for the area of expertise assumes those functional
responsibilities. During operations, special staff officers work in parts of the CP designated by the
commander, COS, or their supervising coordinating staff officer. In general, the COS exercises
coordinating staff responsibility over those special staff officers without a coordinating staff officer.

The staff judge advocate is the senior legal advisor in the command and the primary legal advisor to the
commander. The commander and the staff judge advocate shall, at all times, communicate directly on matters
relating to the administration of military justice, including, but not limited to, all legal matters affecting the morale,
good order, and discipline of the command.
The staff judge advocate also provides legal advice and support to the staff and coordinates actions with
other staff sections to ensure the timely and accurate delivery of legal services throughout the command.
The staff judge advocate is a member of the commander’s personal and special staff. A legal support
element—typically composed of three judge advocates—deploys in direct support of each brigade-level task force.
The staff judge advocate provides complete legal support encompassing the six core legal disciplines—military

The ACOS G-6 section is the principal staff section for all matters concerning network operations (jointly
consisting of Department of Defense Information Network Operations and applicable portions of the Defensive
Cyberspace Operations), network transport, information services, and spectrum management operations within
the unit’s area of operations. The G-6 sections prepares Annex H (Signal) and participates in preparation of
Appendix 12 (Cyberspace Operations) to Annex C (Operations) with input from the G-2 and in coordination with
the G-3, to the operation order or operation plan.

The fires cell coordinates, plans, integrates, and synchronizes the employment and assessment of fires in
support of current and future operations. The fires cell develops high payoff targets and selects targets for
attack. The fires cell recommends targeting guidance to the commander. The cell plans, synchronizes,
coordinates, and integrates adaptable fires matched to a wide range of targets and target systems. The fires cell
coordinates target acquisition, target dissemination, and target engagement functions for the commander. At
the division level, the air and missile defense section is integrated within the fires cell to ensure coordination of
sense and warning systems, synchronization of fires, and airspace integration. The fires cell coordinates activities
and systems that provide collective and coordinated use of Army indirect fires, joint fires, and air and missile
defense through the targeting process. The fires cell includes elements of fire support, the Air Force (or air
component), the air and missile defense section, and liaison officers from joint or multinational fire support
agencies. Additional augmentation to the fires cell includes the naval surface fire support liaison officer and
Army space support team(s). The unit’s chief of fires (or fire support officer at brigade and below) leads this cell.

A Forward Command Post command group consists of a Assistant Division Commander and selected staff
members who assist in controlling operations away from the main command post. The command group is
organized and equipped to suit the commander’s decisionmaking and leadership requirements. It does this
while enabling the commander to accomplish critical mission command tasks anywhere in the area of
operations.
A division has two assistant division commanders who support the commander. The division commander
specifies and assigns responsibility for tasks to the assistant division commanders to achieve the commander’s
intent. Normally one assistant division commander is the senior officer in the main command post and is
responsible for supervising the execution of current operations. Both assistant division commanders prepare
to execute operations from the tactical command post or mobile command group, as directed by the
commander, to help control the execution of all division operations.

The staff judge advocate is the senior legal advisor in the command and the primary legal advisor to the
commander. The commander and the staff judge advocate shall, at all times, communicate directly on matters
relating to the administration of military justice, including, but not limited to, all legal matters affecting the morale,
good order, and discipline of the command.
The staff judge advocate also provides legal advice and support to the staff and coordinates actions with
other staff sections to ensure the timely and accurate delivery of legal services throughout the command.
The staff judge advocate is a member of the commander’s personal and special staff. A legal support
element—typically composed of three judge advocates—deploys in direct support of each brigade-level task force.
The staff judge advocate provides complete legal support encompassing the six core legal disciplines—military

The G2X is a staff element subordinate to the G2, is the primary advisor on
HUMINT and CI, and is the focal point for all HUMINT and CI activities within a Corps G2. The
G2X is part of a coherent architecture that includes organic HUMINT assets and HUMINT

The protection functional cell within the tactical command post contains sections concerned with
preserving the force so the commander can apply maximum combat power. It coordinates, integrates, and
monitors military and civilian, joint and multinational protection support for corps units and installations. The
cell provides protection functional expertise and advises the TACin developing essential elements of friendly
information, the defended asset list, and the critical asset list. The protection functional cell provides
vulnerability mitigation measures to help reduce risks associated with a particular course of action and
conducts planning and oversight for full spectrum operations. Representatives from the protection cell may
provide input to plans and future operations cells, depending on the operational environment and the
commander’s preference. Commanders tailor and augment the protection cell in the TACwith functional
expertise to form a protection working group as the mission requires.

3. Purpose/Function: A Decision briefing to the CoS, DCG, or CG that presents recommended communication
strategy, an assessment of the effectiveness of the Corps/DIV LOEs, or changes required of the CG’s priority listing.
4. Outputs /Products:
- Approved Communications Strategy
- Publish OPORD (FRAGO to COMMSTRAT) to ensure consistency of messages, activities, and operations at the
lowest level
- Approved CG priority listing
- Recommended changes to the Corps/DIV Narrative (if needed)
5. Inputs required from: (Targeting WG, Assessment WG, and IIA WG)
- PAO (update on current assessments of programs under LOEs)
- CIG/G3 - Any program Lead that falls under the LOEs (update on the program)
- G2 (area specific intelligence)
- G5 PLANS/TREX/FUOPS (Military Exercises, Conferences, update to the CDR’s intent)

3. Purpose/Function: A decision Briefing to the DCG or Chief of Staff, that presents the recommended targeting
operations to support the scheme of maneuver. Decisions are reflected in the daily FRAGO and target
nominations to higher headquarters.

3. Purpose/function: Sustainment and Logistics enablers meeting to synchronize issues IOT accomplish broad
logistics oversight functions that may include but are not limited to coordinating logistic information,
providing logistic guidance, reviewing logistic policies, and priorities.
4. Outputs/Products: Guidance way ahead and required coordination; synchronization matrix with tasks
required and POCs; COA decisions recommended to the Sustainment Coordination Board; issue entry into
the operational critical path for further decision; updated policies, procedures, and orders.
5. Inputs (required from): Working Groups from Host Nation Support, Combined Logistics Coordination
Center, S&S, Maintenance, Transportation, Contracting, Health Service, AMC, and Engineers (as required)
will feed issues and recommended solutions .
6. Membership: G4, G1, Surgeon, G6, G3 IO Officer, G8, AFSB, G3 FUOPS, G3 CUOPS, ESC/TSC SPO, CLCC, if
required component subordinate units, others as required.
Sustainment Board

3. Purpose/function: To accomplish broad logistics oversight functions that may include but are not limited
to coordinating logistic information, providing logistic guidance, reviewing logistic policies, and priorities.
4. Outputs/Products: Guidance for way ahead and required coordination; synchronization matrix with tasks
required and POCs; COA decisions as required; issue entry into the operational critical path for further
decision a/o information; updated policies, procedures, and orders. May feed the Plans and Ops board if a
topic required CG guidance.
5. Inputs (required from): Working Groups from Host Nation Support, S&S, Maintenance, Transportation,
Contracting, Health Service, AMC, and Engineers (as required) will feed issues and recommended
solutions.
6. Membership: CoS, G4, G4 Chiefs, G1, G6, G3 IO, Surgeon, G8, AFSB, G3, Engineer, G3 FUOPS, G3 CUOPS,
ESC/TSC SPO, CLCC, if required component subordinate unit representatives.
3. Purpose/function: Logistics enablers meeting to synchronize transportation specific issues across the
theater; interfaces with the CJCS JTB and the theater operational level in order to provide transportation
support.
4. Outputs/Products: Guidance for logistics elements on way ahead and required coordination;
synchronization matrix with tasks required and POCs; COA decisions as required; issue entry into the
operational critical path for further decisions and or information. This working group feeds the
transportation board.
5. Inputs (required from): Working Group member will feed issues and recommend solutions to other
members of the WG.
6. Membership: G4, G4 Section Chiefs, Surgeon, AFSB, ESC/TSC SPO, others as required.
3. Purpose/ Function: Corps/DIV considers information systems equipment and software procurements
of subordinate units
5. Inputs: Subordinate units have properly prepared packets that include three vendor quotes
6. Membership: G6 staff (ISD Chief), IA/CND Chief, SSIO, NETOPS as required), KMO, G8, SJA, and
subordinate unit reps as required
3. Purpose/ Function: Considers requests to stand up new software and hardware systems and tracks
status of all upgrades. Reviews requests for select Authorized Service Interruptions (ASIs) and any
significant changes that will impact the network.
4. Output/ Products: Provide information and recommended Course of Action to G6 for guidance. To
assist in determining the best time to schedule ASIs and conduct hardware and software installations
and upgrades.
6. Membership: G6 staff (NETOPS Chief, ISD, IA/CND), G3, KMO, and subordinate unit reps as required
3. Purpose/function: To integrate and consolidate staff and assessments along the lines of
effort/operations and assess execution of the commander’s intent.
1. Outputs/Products: Identification of areas that are not progressing as planned or to identify potential
friction points and to gather staff recommendations to address these areas
2. Inputs: Assessment of measures of effectiveness (MOEs) along LOE/LOOs and the commanders intent
