MINUTES OF THE 28th REGULAR SESSION OF THE SANGGUNIANG PANLUNGSOD OF THE CITY
OF TAGUM, PROVINCE OF DAVAO DEL NORTE HELD AT THE SP SESSION HALL ON JANUARY
27, 2020.

EXPLANATORY NOTE
Republic Act No. 11310, otherwise known as “An Act Institutionalizing the Pantawid Pamilyang
Pilipino Program (4Ps) is a milestone advocacy of the government to eradicate poverty in the country. It
connotes poverty alleviation down to the grassroots level by empowering them to be an independent and
economically self-sustaining family.
Over the years of tedious implementation of 4Ps program in the City, the parent leaders are the
sparring partners of DSWD officials and office personnel to ensure proper and efficient implementation in
their respective areas. Giving their time and efforts, is a sacrifice in both their personal and financial
resources. Hence, working as volunteers, these leaders have carried out duties and obligations through
selfless efforts for the benefit of others.
To upgrade the level of implementation of this program, the City Government of Tagum has
enacted this piece of legislation as back-up financial support to all 4Ps Parent Leaders, though minimal
amount, it will bring positive impact to their families and be a sense of motivation and commitment to work
harder.

CITY ORDINANCE NO. 913, S-2019

AN ORDINANCE GRANTING MONTHLY HONORARIUM, AND INSTITUTING ANNUAL SYMPOSIUM


AND RECOGNITION OF THE PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) PARENT
LEADERS OF TAGUM CITY AND APPROPRIATING FUNDS THEREOF.
Be it enacted by the Sangguniang Panlungsod in Session Assembled that:

SECTION 1. – This Ordinance shall be known as “MONTHLY HONORARIUM AND ANNUAL
SYMPOSIUM AND RECOGNITION” of the Pantawid Pamilyang Pilipino Program (4Ps) Parent Leaders of
Tagum City.

SECTION 2. SCOPE – This ordinance shall apply to all Parent Leaders of 4Ps, RCCT’s and
MCCT-IP’s Tagum City. To qualify the benefits granted in this ordinance, a parent leader must be an
active beneficiary of the Pantawid Pamilyang Pilipino Program (4Ps) (4Ps) and registered in the master
list duly certified by the City Link and Community Facilitator of the DSWD-City Operation Office Tagum
City (COOTC).

SECTION 3. DEFINITION OF TERMS: The terms used in this ordinance are defined from the
existing supplementary laws, rules, and other related issuances which are relevant and applicable in this
ordinance, to wit:

1. CSWD –City Social Welfare and Development, an office anchored in the Local Government
Unit. It is also serve as a coordinative body and a local armed-wing of the Department of
Social Welfare and Development (DSWD) which mandate is to implement, assist, facilitate
and coordinate all programs, projects and services and to provide social protection of the
general populace in the city.

2. DSWD – Department of Social Welfare and Development, is the lead agency of the Pantawid
Pamilyang Pilipino Program (4Ps) Law implementation and shall serve as the central
planning, coordinating, implementing and monitoring body of the program. It operates from
the national down to the provinces, regions as well as key cities of this country.

3. 4Ps – “Pantawid Pamilyang Pilipino Program” (4Ps), by virtue of Republic Act No.11310. Is a
human development measure of the national government that provides conditional cash
grants to the poorest of the poor, to improve the health, nutrition, and the education of
children aged 0-18.

4. City Link/Community Facilitator - Field Implementers of RCCT/MCCT tasked to monitor


and implement the Pantawid Pamilyang Pilipino Program (4Ps) and to ensure that the
qualified household-beneficiaries has complied with the conditions for entitlement set forth by
the program (4Ps) in their respective areas.

5. DSWD-COOTC – Also known as Department of Social Welfare and Development - City


Operation Office Tagum City.

6. Parent Leader – An active beneficiary of the “Pantawid Pamilyang Pilipino Program” (4Ps),
duly elected by the concerned parent group who shall act as liaison between the DSWD-
RCCT and MCCT-IP’s personnel and the beneficiaries.
7. MCCT-IP – Also known as Modified Conditional Cash Transfer-Indigenous People.
8. RCCT – Also known as Regular Conditional Cash Transfer

SECTION 4. – OBJECTIVES: This Ordinance aims to:


1. Provide an honorarium to all parent leaders as financial support system in the discharge of
their duties and responsibilities.
2. Motivate all parent leaders to become active and responsive leaders in all undertakings of the
program.
3. Reduce financial difficulties of parent leaders involving mobilization and other tasks being
called for.

SECTION 5. HONORARIUM. A monthly honorarium in the amount of not less than Five Hundred
Pesos (P500.00) shall be given to a parent leader upon submission of reports, in compliance to the
mandates set by DSWD-COOTC.

SECTION 6. FUNCTIONS OF PARENT LEADERS IN THE BARANGAY:


1. Assist the City Links/Community Facilitators in the conduct of Community or Family
Development Sessions ( C/FDS);
2. Assist City Links/Community Facilitators during payout;
3. Assist City Links/Community Facilitators in 4Ps target plans, monitoring of programs and
activities set by the DSWD-COOTC in their respective areas;
4. Regularly update the COOTC on relevant issues such as, but not limited to, transfer of
residence of beneficiaries and Gender Based Violence (GBV) encountered in their respective
parent groups;
5. Inform their respective parent groups members about all programs and activities of the DSWD,
the concerned Barangay and the City Government of Tagum;
6. Monitor and report beneficiaries who pawns their Cash Cards including compliance to Bio
Intensive Gardening (BIG) or “Tagumpay Gulayan sa Pamayanan at Paaralan” Program
(TGPPP);
7. Submit monthly reports as required by the DSWD-COOTC;
8. Submit pertinent reports/documents/data to the CSWDO as needed that will be utilized for
further local planning and assessment of the program, especially in the processing and
releasing of their quarterly honorarium;
9. Participate in all activities called for by the City Government of Tagum in coordination with the
DSWD-COOTC;
10. Performs other related functions as 4Ps Parent Leaders, as may be assigned by the DSWD-
COOTC.

SECTION 7. ADMINISTRATION. The City Social Welfare and Development Office (CSWDO)
shall be responsible for the processing and releasing of monthly honorarium in a quarterly basis upon
submission and completion of all pertinent documents as may be required by the City Budget Office, City
Accounting Office, COA, subject to the availability of funds and usual auditing rules & procedures.

SECTION 8. DSWD-COO OF TAGUM CITY. Shall be the implementing partner agency/office


with the CSWDO with the following functions:

1. Shall lead the monitoring and update records of 4Ps Parent Leaders in the city (RCCT and
MCCT-IP);
2. Shall submit the Updated Master List Report (UMLR) of RCCT & MCCT-IP Parent Leaders
duly certified as eligible beneficiaries by the DSWD-COOTC to the CSWDO which shall be
the basis for the processing and releasing of their quarterly honorarium and basis for yearly
budget allocation;
3. Shall be the lead office in the preparation and implementation of all related 4Ps activities of
Tagum City, in coordination with the City Social Welfare and Development Office.

SECTION 9. ANNUAL SYMPOSIUM AND RECOGNITION TO PARENT LEADERS. There shall


be an Annual Symposium and Recogniton for the Pantawid Pamilyang Pilipino Program (4Ps) Parent
Leaders (RCCT and MCCT-IP’s) in Tagum City, providing inputs on relevant laws, capacitating them in
the performance of their duties, recognizing their hard works and dedication and provide an opportunity
for wider inter-social relations, showing them that they are valued and appreciated and has a great and
important role in determining efficient and effective implementation of this program (4Ps). The DSWD-
COO of Tagum City shall be the facilitator and convenor of this event.

SECTION 10, PROHIBITION. A Parent Leader who pawns their Pantawid Pamilya Cash Card,
or Kasabutan or Identification Card shall be disqualified from the benefits prescribed in this ordinance,
upon due process and proper validation.

SECTION 11. APPROPRIATIONS. There shall be an appropriated budget of not less than One
Million Seven Hundred Thousand Pesos (P1,700,000.00) annually intended for the monthly honorarium
and Annual Symposium and Recognition of 4Ps Parent Leaders (RCCT and MCCT-IPs) of Tagum City.

SECTION 12. EFFECTIVITY. This Ordinance shall take effect beginning January 1, 2020.

CARRIED AND APPROVED.

ENACTED AND PASSED this 27th day of January, 2020.
