Introduction:
Apart from the construction related precautions that we take as per the hazards existing at the
construction site; extra cautionary measures are required to be taken in monsoon season, as the
level of risk increases during this period.

What is Monsoon:
A Monsson is a sessional change in the direction of the preveiling wind.This wind typically brings
about a marked change in the local weather.

How are Monsoon Performed:


Monsson winds are caused when the sun heats the atmosphere.It is a shift in wind that occurs
due to a change in local weather.Simply speaking, when there are difference in temperature
between the oceans and the continents, monsoon winds occur.
• India’s monsoon season runs from june to september.
• The weather pattern is caused by differing temperature trends over the lands and ocean.
• Rain can come on suddenly, and hours of rain are common on most days.
• Mumbai & Kolkata receive the most rain of indian cities during monsoon.

OBJECTIVES:
To develop a safe procedure to tackle with the predicted monsoon hazards at construction Site,
labour colony in a systematic structured way.

SCOPE AND COVERAGE:


Applicable to the construction site, fabrication yards, stores, Steel Yard, labour colony at UFRO-
IWWTP, RIL- NMD projects,hazards Predicted arising out of monsoon,
Rain water with surface run off water.
Rain fall(The maximum rainfall recorded in Mumbai to be calculated.
Heavy humidity.
Wind with heavy velocity ( above 100 km/h).

RISK PREDICTED DUE TO THE ABOVE SAID HAZARDS:

➢ Use of electricity and electrical appliances


➢ Working at heights
➢ Operations with heavy equipment and machinery
➢ Slips and falls
➢ Civil works (excavation & trenching)

➢ Access and facilities at camps
➢ Site and property immersing in the water accumulated due to rain and surface run off.
➢ Electrocution and electrical machineries immersing in the water.
➢ Fire hazards due to short circuit.
➢ Increased severity of electrocution due to increase in humidity.
➢ Fall / Fly of plywood, G.I.Sheets, deck sheets and other materials at higher elevations due
to heavy wind.
➢ Collapse of structures (permanent and temporary) due to heavy wind.
➢ Collapse of mobile crane/tower crane.
➢ Fly of dust and sandy particles during heavy wind condition which may obstruct the
visibility and hit workers visibility.
➢ Mosquito breeding due water accumulation.

GENERAL SAFETY PRECAUTION DURING MONSOON :

Following steps shall be followed:

✓ As a prediction of windstorm and thunder shower, project team shall keep abreast of
weather conditions through local electronic and print media and disseminate the same to
the concerned.
✓ Maintain an updated list of telephone numbers and contacts for local offices ,
meteorological dept. of emergency preparedness including the local media system and
other essential utilities etc.
✓ Arrange backup communications, such as two-way radios or cellular phones, and have
spare batteries and backup power/ emergency generators on site accommodations.
✓ Identify any existing large earth dump that could fall and damage buildings, installed pipes,
mobile welding equipments, fire pumps or power and communication lines.
✓ Ensure all water drains are clear from blockage.
✓ Emergency guidance in case of flood, earth slide etc, is to be addressed in emergency plan
✓ Predetermined access to all offices, client/EPMC/TPI office, camps, facility areas, sewage
browsing trucks, drinking water tankers, fire tenders etc to be reviewed and ensure that
these are well raised (without hindering the water drainage).
✓ Repairing and securing all roofs at office, worker rest shed & camps, dining areas to avoid
any leak and flying of roof sheets.
✓ Designate an emergency response team and a supporting crew for emergency
maintenance of port cabins access, drains and related activities.
✓ Ensure excess earth material is removed from Road and leveled properly.
✓ Identify all critical areas of the facility, and make sure at least one identified person knows the
proper electrical shutdown procedures and is authorized to implement them round the clock (All
shifts).

✓ All hazardous waste storage areas to be covered. Arrange to dispose as much waste as possible
before monsoon.
✓ Proper bund wall / dyke around the fuel & oil storage area (if not permanently there) to avoid any
runoff.
✓ Arrange enough emergency food supplies in stock for a week’s period and maintain the inventory
throughout the monsoon season. All food items shall be stored in elevated areas.

RISK COMMUNICATION:
The bad weather conditions shall be communicated to all the workers to move to the safe area as
identified by the emergency response team both for on site and off site.
The emergency procedures shall be implemented with immediate effect after communication
from the Project Manager / Construction Manager to do so.

HEALTH AND FOOD HAZARDS DURING MOSOON


There are so many health hazards available particularly in monsoon season. There are many
chances of spreading water borne diseases, insect bite in monsoon season. Due to heavy rain
overflow of sever line service flooded area may cause many health problems because such areas
are breeding ground of mosquitoes, fungus, types of virus and bacteria etc.
Here are some safety tips to encounter the health hazard during the monsoon
season:

1. Drink only clean or boiled water.


2. Eat only fresh food.
3. Keep your skin dry and do not wear wet clothes.
4. Do not allow accumulation of water nearby your accommodation.
5. While sleeping use mosquito net, mosquito coil or liquid.
6. Do not sleep in the ground there are chances of insect bite.
7. Do not enter into the accumulated water area or water-logged area without foot
protection.
8. Daily clean your house and sanitary facility.
9. If water is accumulated near your accommodation, then spray DDT or bleaching powder.
10. Periodical health checkup needs to be carried out by registered medical practitioner.
11. Consume anti malaria tablets as per instruction of authorized medical practitioner.

PREVENTION OF WATER BORNE DISEASE


• All the workmen shall be instructed to use municipal/boiled /Mineral water cans.
• Consumption of food outside shops / eatery may be avoided as far as possible.

• Vegetable to be washed several times before cooking until completely clean.
• Cooked food to be kept covered protecting from flies / ants etc.
• Suitable arrangement to be made to remove accumulated water.
• Avoid non-veg food. Overnight food should be avoided. Consume hot fresh food as far as
possible.
• Identify cholera & Typhoid vaccination agencies so that they can be called immediately
when the emergency arises.
• For any common symptoms like fever, vomit, diarrhoea. (If anybody has the Illness, please
do not delay and take medication consulting the RIL-WFC /Doctor at the Earliest.
Everyone is hereby requested to disseminate the disaster management members with the contact
members.

Electrical Safety Precautions during Monsoon


1. Do not touch the electrical cable or wire with bare hand whether it is alive or dead.
2. Do not attain any electrical work or electric connection if you are not a competent electrician.
3. Do not insert naked wire in the socket.
4. Do not use damaged or more jointed electric cable.
5. Check all the cable joints and connections frequently.
6. If your body is wet or floor is wet, do not touch the switch board or any other electrical
equipment, it may give you electric shock.
7. Rain water seeps through roof /ceiling or through window opening in the house can result in
short circuits, flashover resulting into household fire.
8. Lay all power cables overhead/ over the ground. Avoid power cable joints. In case cable joints
are required, provide the standard insulations and keep the cables rigidly away from direct
exposure of monsoon / water logging.
9. Ensure proper earthing of each and every electrical appliance. Double earthing to be provided
to all three-phase power supply, distribution boards and/or voltage exceeding 230 volts.
10. All Electrical Work & Welding must be carried out only on Dry Surface Under the Shed.
11. Provide weather proof covers/ rain hoods on electrical installations, DG’S and welding
generator set/ rectifiers.
12. All the electrical loads will be routed through Residual Current Circuit Breaker (RCCB)/ Earth
Leakage circuit Breaker (ELCB).
13. Keep battery operated lights in condition to meet the emergency.
14. Ensure use of safety material/PPE such as insulated platforms, safety shoes, rubber hand
gloves etc, if there is need to touch electrical installations.

Precaution during Rain & Thunder Storm

1. Avoid using the telephone, except in emergencies.


2. Stay off hilltops and other high points of land like electrical poles, high structures, below the
trees etc.,
3. Get to the lowest point of ground you can, and kneel or squat to minimize your contact
point.
4. Do not lie flat. This will make you a bigger target.
5. Don’t huddle with others. Spread out at least 15 feet apart.
6. If you’re out on the water, get to land.

Precaution After Rain & Thunder Storm

1. Observe If any power line has fallen on ground, vehicle, don’t touch anything metallic in
the vehicle and stay inside until professional help arrives.
2. If power lines and poles are down in yard or in the site, always treat them as if they were
energized and dangerous.

3. Never try to remove any electrical pole unless you are authorized to do so stay away. Call
the electrician and report the location so that, repairs can be made as soon as possible.
4. Never try to help someone trapped by a power line without switching off the source of
supply. You endanger your own safety. Inform concern authority.
5. Disconnect computers and other delicate electronic equipment’s. Consider attaching surge
protectors to such equipment.
6. Be alert of damaged plugs and cords on electrical appliances and fixtures. Don’t touch or
use them if they are damaged.
7. Observe the cracks close to the excavations before re-starting the work.

Road Transportation safety during Monsoon

1. The entire vehicle should be fit for the monsoon season. Carry out pre-monsoon checks
like wiper, headlights, horn, reverse horn, tyre condition, brake etc. These should be in
good and working condition.
2. Accelerate your vehicle gradually, anticipate sudden stops, and avoid sudden braking as
that could lead to skidding of the vehicle.
3. Drive very carefully through the flooded area. Do not take the chance of driving through
the flooded areas if the pool of the water is more than the height of the tyre. You may
encounter unseen hazards like open manhole, muddy area or trench, undulation or other
objectionable objects etc.
4. f visibility is poor due to heavy rain or fog then the parking light or headlight must be ON.
Drive at a controlled speed. Lower visibility requires higher concentration.
5. Look out for pedestrians, hand cart pullers and cyclist etc on the road.
6. Do not park vehicles on the road during rain. If it is necessary then the vehicle may be
parked on the left side with parking lights on.
7. Ensure the roads are safe to transport heavy materials.
8. Drive in the Lane.
9. Do not drive the vehicle on the wrong side.
10. Fasten your seat belt.
11. Follow road traffic rules.
12. Do not allow anyone to travel on trucks and back deck of the trailers along with the
materials.
13. Do not overload the passenger transportation vehicles.

Work at Height Safety Precautions during Monsoon
1. Do not work on the scaffold during heavy rain
2. Do not keep any loose materials (GI sheet, wooden plank etc.) on the higher elevations of the
structure, tanks, and work platforms.
3. Ensure all external scaffoldings are erected in vertical, provided with sole plate, base plate & tags
by a competent person.
4. All scaffolding to be inspected daily and after the rain before climbing to work.
5. Ensure proper edge protection at higher elevation.

Equipment Operation Safety during Monsoon


1. Inform all the drivers / Operators about the safety precautions while moving the equipment.
2. Do not keep transport vehicles in low lying areas at night hours.
3. Secure lifting loads and never over speed the equipment in rain.
4. Never operate any equipment if the water level is high or water current/ flow of water is
more.
5. Do not move the chain mounted equipment close to the excavated trench/pits, barricaded
areas.
6. Do not accelerate the engine speed when you notice the tire got trapped /slipped in mud.
7. Do not drive in unknown water logged areas.
8. Use mud mat sills / pads to overcome equipment from slips/getting stuck.
9. Do not drive heavy equipment, crane in the back filled areas without precautions.
10. Never drive (LMV, HMV, Cranes, equipment) in the unleveled area immediately after the
rain.
11. The booms of all cranes shall be lowered and secured, if the wind speed is too high (greater
than 25km/hr) / at nights.
12. Do not work in the close vicinity of Over head power line.
13. Do not work outdoors if there is lightening.
14. No one should rest/sit under the equipment’s.
15. Power Generators, welding DG & other equipment’s shall be kept in the higher elevation to
avoid water entry.
Safety precaution at Fabrication Workshop
1. Adequate gas cylinders and consumables shall be stored in project stores complying with all
safety like it should be kept in dry place and covered with weather/rain proof shed.
2. Sand bags provided as support to the pipe stacking to be reviewed and if any sand bag
found damaged shall be changed.
3. Adequate potable water to be stored in tanks.
4. Provide covered/shed area for the workmen rest during rain at work place.
5. Proper lighting and monsoon drainage to be provided in the yard.
6. Internal road to be kept in good condition for movement of trailers/heavy equipment’s.
7. Identify key equipment, must be protected with water proof covers.
8. Park all construction equipment in a stable ground.
9. Ensure lightening arresters for concrete pumps, tower cranes, etc.
10. Housekeeping to be done on daily basis and ensure the scrape materials are stored in high
level areas.

SAFETY PRECAUTIONS IN EXCAVATION
1. Protect the edges of the excavated trenches, foundation pits etc. by hard metal / wooden
barrier or with suitable fencing. Display appropriate warning signs, warning tape,
reflective tape & flickering / revolving red light (if required).
2. Keep the excavated earth away from the trenches /pits.
3. Backfill all minor and major excavated trenches / pits which are not required for site
execution.
4. Barricade the trenches / pits required for execution immediately.
5. Check the excavation before & after rain.
6. If water is accumulated in the dug trench/pit, dewater the trench/pit by the certified
pump which is been run by the electrician taking all necessary precautions.

Disaster Supply Kit Contents


Every family should prepare a family disaster supply kit in the event of severe weather conditions.
The disaster supply kit should contain essential items such as food, water, and sturdy clothing, to
sustain a family for up to three days since electric power, gas and water services may be
interrupted.

• Three gallons of water in clean, closed


containers for each person and pet.
• First aid kit
• A stock of food that requires no cooking or
refrigeration
• Portable and working battery-operated radio,
flashlights, and extra batteries (Candles and oil
lamps are fire hazards)
• Necessary medications
• Back-up power source for life support or other
medical equipment that requires electricity to
function

Vehicle Safety
Fit for use vehicle, preferably SUV, to be use. Start drive/ride without pre-inspection.

Driver Safety
Driver must have adequate rest before driving. Drivers not experienced in highway driving
should avoid highways during rains.

Work at Height Safety


Check for presence of any electrical cable on /near No work at height activities during windy/

In case of snake bite don’t panic, try to remember

bitten limb and seek immediate medical assistance.
Flash Floods
Keep abreast of all local news/update on flood Cross a culvert/bridge if water is flowing over it,

are adequately earthed .
18. Industrial Plug top provided at everywhere (out
door type) .
19. Welding m/cs & electrical panels are provided
with rain shed / canopy .
20. Electrical cables/wires/ welding cable have
proper insulated joints & armored type.
21. All main cables/wires taken either underground
or over head withproper insulated support.
22. Rest shed available for workers during Rain time.
23. Appropriate PPE should be provide ( Rubber
hand gloves, Gum boot, Rain coat, Helmet,
Goggles).
24. All open yard material coverd with terpoline.
25. All PPE & Tools are kept in a dry and well
ventilated place.
26. Antidote arrangement for poisonous
insect/snack bite.
27. Restricted vehicle movement near excavated
area.
