1 EXECUTIVE SUMMARY

1.1 Introduction and Plant Features and Production Capacity

Alkyl Amines Chemicals Ltd. Is in the business of manufacturing and marketing various aliphatic amines, amine
derivatives and other Speciality chemicals for the last 30 years in India. It has established a leading position in the
domestic market and a presence in the international market with a reputation for reliable service and quality
products.

The unit now proposes expansion of amines, amine derivatives and acetonitrile plants at GIDC Dahej, Phase II,
District Bharuch, Gujarat. Details of Production are given in Table 1-1.

1.2 Water

Water is sourced from GIDC water supply. Existing total water consumption is 1011 KLD out of which 994 KLD is
fresh water and 17 is recycled water. After proposed expansion total water consumption will be increased upto
1512 KLD in which 1492 KLD will be fresh water and 20 KLD will be recycled water.

1.3 Effluent Generation, Treatment and Disposal

Existing total waste water generation is 485 KLD and it will be increased upto 608 KLD after proposed expansion.

1.4 Power

Power is sourced from Dakshin Gujarat Vij Company Ltd. (DGVCL). Existing power requirement is 4750 kW and
proposed requirement will be 750 kW. During emergency existing 1 DG set of 1000 kVA is provided & after
proposed expansion one more DG SET of 1000 kVA will be installed. 1500 kW power will be generated from
proposed Co-gen plant.

1.5 Air Emission

1.5.1 Flue Gas Stacks

Stacks for boilers, thermic fluid heater and DG set are provided. Coal, FO and HSD are used as fuel. ESP is provided
to the boiler as pollution control measures. Adequate stack will be provided to all stacks. After proposed expansion,
no additional Flue Gas Stack required.

1.5.2 Process Vents

There are existing 4 process vents provided and 1 proposed. All process vent will adequate with water scrubber to
control pollutants like ammonia, HCL and total amines.

1.6 Hazardous Waste Generation and Disposal

Hazardous waste generated from the plant operations will be disposed in nearby waste management landfill facility.
The unit has membership of M/s. Bharuch Enviro Infrastructure Ltd. (BEIL), Ankleshwar.

2.1.1 Introduction of Project Proponent

Alkyl Amines Chemicals Ltd. is in the business of manufacturing and marketing various aliphatic amines, amine
derivatives and other specialty chemicals for the last 30 years in India. It has established a leading position in the
domestic market and a presence in the international market with a reputation for reliable service and quality
products. Currently, it has two manufacturing sites with 9production plants and related utilities at Patalganga and
Kurkumbh in MIDC, Maharashtra. Diamines and Chemicals Limited, Vadodara is an associate company
manufacturing a range of Ethyl amines. With the growing demand for its products, the company has set up a new
manufacturing base in Dahej, Gujarat where it has Methylamines plant is in commissioning stage in the new
industrial zone to expand its business.

2.2 Need for the project and its importance to region.

Industrialization in India is increasing at rapid pace and is leading to growth and expansion of various industries like
Pharmaceuticals, agrochemicals etc. Alkyl Amines Chemicals Limited is a global supplier of amines and amine-based
chemicals to the pharmaceutical, agrochemical, rubber chemicals & water treatment industries, among others. M/s
AACL aims to expand its horizons further in India and abroad to cater the need of customers world-wide. Proposed
Product mix is expected to reduce import substantially there by ensuring easy and local availability of the new
product.

2.3 Demand Supply Gap

Proposed Product Mix aims to fill-up the demand supply gap based on internal Market survey. Existing domestic
market for Alkanolamines is estimated to be 120,000 MT/Y with imports of about 45000 MT/Y. It is observed that
domestic supply falls short of demand by 35%. Alkyl Amines desires to tap this opportunity to take care of Local as
well as Export Market.

Currently there is only two major manufacturer of Choline Chloride in India. The poultry market in India is growing
in double digits and hence the market for the poultry feed too is growing rapidly. In order to fulfil this rapidly
increasing demand new additional capacity is needed.

2.3.1 Global Market

Global market for Choline Chloride is expected to be 80,000 MT/Y whereas that for Alkanolamines is 300,000 MT/Y.
Similarly Global demand for Dibutyl ethanolamine and Di-isopropyl ethanolamine is between 800 to 1500 MT/Y.

2.3.2 Domestic Market

The existing domestic market for Alkanolamines is estimated at about 120,000 MT/Y with imports of 45,000 MT
and the rest of the demand catered to through domestic production. Similarly for Choline Chloride the existing
domestic market is estimated at about 25,000 MT/annum with almost entire demand catered to through domestic
production. Augmentation in the domestic production capacity will provide substitute the imports. This demand is
likely to witness steady growth.

2.3.3 Import vs. Indigenous Production

For product like Alkanolamine local requirement does not meet the indigenous production and hence import to the
tune of 45000 MT/Y becomes essential. For Choline chloride, almost all the requirement is catered to through
domestic manufacturing.

An export potential of Alkanolamines is estimated at around 3,500 MT/Y. These is a substantial export potential of
Choline Chloride in a rapidly increasing global market. Certain exported orientated products like Dibutyl
Ethanolamine have Export market potential in the range of 1500 to 2000 MT/Y.

3 PROJECT DESCRIPTION

3.1 Type of Project including interlinked and interdependent projects, if any

3.1.1 Type of Project

The proposed project is for Amendment in existing EC for expansion of Amines, Amine Derivatives & Acetonitrile
plants that is covered under Category – 5 (f) “B” as per new EIA notification vide gazette no. S.O. 1533 dated 14th
September 2006.

3.1.2 Interlinked & Interdependent Project

There is no project interlinked or interdependent with the proposed project.

3.2 Location (map showing general location, specific location and project boundary & project
lay out) with coordinates
The proposed facility is located at Dahej, GIDC. Existing plot area is 98680.64 m2 and additional 37500m2 of new
land is purchased for the proposed expansion. Hence after expansion total plot area of the unit will be 1,36,180 m2.

Land is acquired for the proposed expansion project in the GIDC Notified Industrial area having proper industrial
infrastructure hence alternate site consideration is not envisaged.

3.5.1 Salient Features of Technology

Both the technologies, Choline Chloride & Alkanolamines have been developed in-house since we have hands on
experience of producing number of amines and speciality chemicals at our Kurkumbh plant.

3.6 Raw material required along with estimated quantity, likely source, marketing area of final
products, mode of transport of raw material and finished product.

3.7.1 Water consumption

Existing total water consumption is 1011 KLD out of which 994 KLD is fresh water and 17 is recycled water. After
proposed expansion total water consumption will be increased upto 1512 KLD in which 1492 KLD will be fresh
water and 20 KLD will be recycled water. Existing total waste water generation is 485 KLD and it will be increased
upto 608 KLD after proposed expansion.

Power from Turbine: 1500 kW power will be generated from Co-gen plant.

High pressure steam from boiler will be used to run turbine for power generation of 1500 KW and then the low

4 SITE ANALYSIS

4.1 Connectivity

Most of the industries in Dahej area located in GIDC Industrial area 1 & 2. The study area is well connected by
roads to Bharuch. All the areas in the study area linked either by 4 lane roads.

Two nearest railway station are available from the proposed site.

1. Dahej railway station is located at an aerial distance of 6.47 km in SW.


2. Bharuch railway station is located at an aerial distance of 37 km in E.

4.2 Land Form, Land Use and Land ownership

The total plot area of the unit is 136200m2. As the project is located in notified industrial estate, the landuse of the
project site is industrial.

4.3 Topography (along with map)

The project site generally flat with average level difference 2.0 m. there are isolated pockets of 1.0 m – 2.0 m
above or below the average ground well.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area
under CRZ)), shortest distances from the periphery of the project to periphery of the
forests, national park, wild life sanctuary, etc sensitive areas, water bodies (distance from
the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette
notification should be given.

Proposed Expansion of the project will be done on existing land. Land is used for Industrial purpose. During
expansion additional facility will be develop as per the requirement for production of new products.

4.7 Climatic data from secondary sources

The general agro-climatic zone of the study area is Semi-Arid.

Information presented in subsequent paragraphs is from the Indian Meteorological Department (IMD), Long Term
Climatological Tables, 1981-2010, Surat. These tables give useful information about a region’s weather, since they
are collected over a 30-year period.

4.7.1 Temperature

 Mean daily maximum temperature is recorded in the month of April at 36.7°C.


 January is generally the coldest month, with a minimum temperature of 15.2 °C.
 During the post-monsoon months of October and November, day temperatures remain between 18.9 - 23.2 ºC.
In winters, i.e. December, January and February, average day temperatures remain between 14.3- 15.6 ºC.

4.7.3 Rainfall

The total rainfall in year is observed to be 1202.8 mm. Distribution of rainfall by season is 2.4 mm in winter
(December, January, February), 4.5 mm in summer (March, April, May), 1147.1 mm in monsoons (June, July,
August, September) and 49.5mm in post-monsoons (October, November, December).

4.7.4 Cloud Cover

The area remains cloudy between July-August, which is the active period of the monsoon season. Generally cloud
cover ranges up-to 6-7 OKTAS during this monsoon season. During post-monsoon season, cloud cover almost
becomes 0 OKTAS. In the summer season cloud cover is predominantly 0 OKTAS occasionally going to 3-5 OKTAS.

4.7.5 Humidity

Most humid conditions are found in the monsoons, followed by summer, post-monsoons, and winter in that order.
Mornings are more humid than evenings and humidity ranges from a high of 78-86% in monsoon mornings to a
low of 34-43% in winter evenings. During post-monsoon season, in morning humidity remains between 65-73 %
and in the evening it remains between 43-52%.

5 PLANNING BRIEF

5.1 Planning Concept (Type of industries, facilities, transportation etc) Town and Country
Planning /Development authority Classification:

 AACL has selected GIDC Dahej for its expansion based on merit. i.e. available infrastructure, communication
networks, close proximity of raw materials and finished goods etc.
 A technology center was set up in Pune in the year 2002 which houses the R&D group (25 Scientist), the scale
up group (5 to 7 engineers) and the implementation group (5 to 7 engineers). This center implemented all the
projects and would also be executing the proposed expansion at Dahej.
 AACL may engage detailed engineering consultant and various contractors for construction and erection.

The Land use breakup at site is given in Table 3-1.Existing Greenbelt area is around 23633m2 will be increased up
to 31883 m2i.e. 23.41% of total area of the plot area.

6 PROPOSED INFRASTRUCTURE

6.1 Industrial Area (processing area)

The proposed project is located in GIDC Dahej, Gujarat. Total Plot Area will be of 98,680 m2.

Around 24% of total plot area will be developed as greenbelt.

6.5 Connectivity

6.5.1 By Road

SH-6 is the main approach road from Bharuch to project site. It is six lane state highway from Bharuch up to Dahej,
lies at an aerial distance 2.67 km towards S direction.

6.5.2 By Rail

Site is also approachable by railway which connected Bharuch and Dahej via Samani & Vagra. This railway line
passing through NW to SW direction from project site. Dahej is nearest railway station at an aerial distance of
about 6.47 km in SW direction from project site. District Head Quarter Bharuch is a Major railway station lies on
Mumbai-Vadodara mainline, at an aerial distance of about 37 km in E direction from project site.

6.5.3 By Air

The nearest domestic airport from proposed project site is located at Vadodara, at an aerial distance of about 88.33
km in E direction.

6.6 Drinking water management (source & supply of water)


GIDC water facilities is available.

6.7 Sewage system

Sewage is treated in Sewage Treatment Plant (STP) of 20 KLD which already installed at existing site and treated
sewage is used for on land irrigation. Same practice will be continued after proposed expansion.

Hazardous Waste Management.

9 ANALYSIS OF PROPOSAL

9.1 Financial and Social benefits with special emphasis on the benefits to the local people
including tribal population, if any, in the area.

 The new location will add around ~ 25 people to its existing rolls plus some contractual employees. It is
expected that all central support functions viz. Marketing, Purchase, Human resources, Legal, Finance and
Accounting will continue to be handled by the existing staff with minor addition.
 Employment will get generated in market by sales and service for providing products to the industry. Also the
increased capacity will increase the raw material consumption as well as the supporting services and will give
further business to the vendor industry.
 During construction phase ~200 personnel will be engaged by contractors.
 Many people will get indirect benefits due to coming up Industry in local market.
 Transporters will be engaged to bring raw materials and supply finished goods.
