1) Background
High crime rates are on the increase where approximately the crime rates have
increased by 15% according to the news on the crime rate statistics

The increase in crimes has after 20% of the families in the country, this is mainly
brought by high rate of unemployment, family conflicts, disputes, and
misunderstandings between different people. This crimes include murder, theft,
fights, defilement, corruption and many others. With a good system in place to
report such crimes, a good security and judicial system this will reduce on the
rates of crimes in the country to a minimal number.
2) PROBLEM STATEMENT.
The hidden figure of crime. This is a situation where crimes are committed and are
late or they are not reported to the authorities in time. This is because of inadequate
systems in place to carry out such activities to reduce on the crime rate.

This is evidence in many parts of Uganda where crimes are committed and
those who had done such crimes are not arrested in time with enough evidence on
the scene of crime which has led to the arrest of other people who had no ideas on
the crime and these are known as suspects of crime.
This has increased crime rates in Uganda according to every news on television
and radios, where crimes are broadcasted and the victims are called suspects. Many
people take advantage of this situation of carrying out hidden crimes well knowing
that the authorities such as the police will find it hard to arrest such people of the
crimes which they committed long time ago with no enough evidence to arrest such
people and to take them to the courts of law.
This has led to the sector of security to decline in its activities since many crime
activities use the advantage to carry out crime which are classified as hidden figure
of crimes, in doing this they are at an advantage of not arresting them in time with
 evidence. This has led to the decline in the security sector of the country. This
problem has much effect on the people many who are arrested without evidence
such as Muslim in the central Uganda many have been arrested on the charges of
hidden figure of crime which is mainly called “suspects of crime”.
This problem has mainly affected the youth who most of them are unemployed.
The combination of unemployment, society effluence, political motives, and all these
have forced many to be in the society of hidden figure of crimes. These people
resort to crimes and many are arrested without enough proof and they are judged
without trail of evidence to stand against the crime committed most of whom don’t
even know about the crime.
I would like to solve this problem by developing a crime report system which will
ease in the reporting in time of crime and providing enough evidence to the
criminals who have done the crime to be put to the courts of law and judged
accordingly. This will reduce on the so called suspects who are arrested without
even evidence and this will bring justice to the communities in the country Uganda.

Exercise justice to the ones who have offended the crime by reporting in time
and bringing them to justice through arresting and use of courts of law.
Improve on the security of the country by reporting criminals in time and action
taken immediately which will force many to live a secure life since security is always
up to date of any crime committed.
Bring freedom of life and ownership to the people. This two are the most
affected to by the criminals. By developing the crime management system. There
will be life to freedom to the bigger extent.
Investigate and reduce on the crime rates done by people. This will be done by
immediate reporting of any crime performed and the law will act immediately to the
offenders.
Strengthen the laws governing the security sector and the judicial system where
these two sectors will work hand to hand in exercising the provided laws in place.

3) Scope of study
Because of the increasing crime rate in Uganda which many of they are not know by
the offenders, I have to come up with the system of crime report which will help
largely in reporting crimes immediately and arresting the offenders. In Uganda most
of the arrested offenders are called suspects who most of them don’t even know
about the crimes committed. I will develop a system which will capture the
offender’s personality in order of collecting enough evidence to the security
personal.
The system will be used by the admin which will be the center security to
monitor all the posted alerts from the users who will be the public. The collected
information will be given to the officers on duty to exercise their activities to arrest
law breakers and protect people’s property.
According to the 21/09/2021 new vision publication, crimes are on the
increase with the increase in the use of social media for influcing and accordingly, it
is influenced by political motivation. This is followed by booming of different sites
which has evidenced insecurity in the country. Using my system, crimes are to be
reported immediately with no wastage of time which will reduce on the crime rate
in the country.
5 literature review.

l This will only alert crimes associated with internet and social media posts. By
collecting such information from the internet will greatly help to fight crimes
associated with internet hence leaving many crimes which are committed at the
local areas unreported. This has increased mob justice which has led to loss of live
and imprisonment of unlawful people who had no idea about the crime committed.
In my system. It will tackle alert reports of crime and on the advanced part
taking evidence such as picture to collect enough evidence for the offenders to be
charged accordingly. This is according to the crime rate in Uganda

The system will keep track of record of reported crimes from the users who
will be in public and these will be the witness in the courts of law unlike the present
system which the police use which cannot keep track of the witness since its majorly
on track of crimes of internet.
As for all systems have security mechanisms, new systems are being developed
to bypass other system for collection of data and corrupting of the system, in all that
no system in permanent from attack.
