1. INTRODUCTION

The Israel Electric Corporation (IEC) intends to install Marine Breakaway


Couplings at the existing offshore tanker discharging or loading terminals.

The Marine Breakaway Couplings will be installed onto 12" hose string. In order
to prevent oil spills and protect the transfer system from damage in the event of a
tanker breakout or an excessive pressure surge.

The main purpose of this RFI is to learn about the Marine Breakaway Coupling
available technologies, and to understand the feasibility of different kind of
Marine Breakaway Couplings to the diverse fuels transferred in the terminals, in
order to find the best solution for the existing application.

2. EXISTING SYSTEM DESCRIPTION:

IEC has two (2) existing Conventional Buoy Mooring (CBM) fuel terminals,
serving oil tankers, located off shore of Eshkol power station, near Ashdod city.
The terminals are as follows:
o 16" fuel terminal, approximately 1700 meters long, for transporting
Light fuels and distillates. The PLEM is located at a depth of 17.5
meters.
o 24" fuel terminal, 1800 meters long, for transporting fuel oil #6. The
PLEM is located at a depth of 18.5 meters.
Each terminal is connected to a 12" hose string; consist of seven (7x10m) flexible
hoses which are connected to each other by an ASA #150 flange.

3. INPUT DATA:
The technical information and proposed equipment shall be based on the
following data:

3.1 The Marine Breakaway Couplings shall be suitable for the working
environment and to the fluids transferred through the piping:

o 16" pipe – Naphtha, Isomerat, kerosene, fuel oil #2.


o 24" pipe – fuel oil #6, SR fuel oil, LCO (Low Cycle Oil), MCB,
Heavy vacuum gas oil.

3.2 Working temperatures: Up to 70°C

3.3 Working pressure: The design working pressure of the Marine


Breakaway Coupling shall be 19 bar.

3.4 Flange Connection type and class: Raised face flange, ASA #150
(both sides).

3.5 Flow type and flow rate:


o Bi-directional flow in both terminals
o Flow: 1000 - 2000 m³/h

3.6 Average loading/offloading per year: The terminals are working


approximately 120 days a year (16": 30% / 24": 70%).

3.7 Tanker design:


o Tanker weight: DWT=55,345 MT
o Maximum length: Max LOA=200m
o Maximum length: Min LOA=164m

o Width: 34 meters
o Winch power grip: 30 tons

3.8 Flushing with sea water: flushing is performed once in two years,
usually when replacing the hose string or in case of malfunction.

3.9 Medium retained in hose string between transfers:


o In the 24" terminal – low cycle oil
o In the 16" terminal - kerosene
Sea water is not used as a medium between transfers.

3.10 Fluids viscosity:


The viscosity of the fluids should be according to the fluids specified
above in paragraph 3.1.
At the 24" – verity of fuel oils
At the 16" – Distillates and MTBE (as an option for future use)

3.11 Sea water temperature min/max: 12°C-36°C

3.12 Pressure drop: The Marine Breakaway Coupling shall have minimum
pressure drop as possible.

3.13 The 24" terminal is used most of the time to transfer fuel oil and SR
fuel oil that is heated in order to allow free flow. We are concerned that
if the coupling will breakaway the fuel oil will be solidified and clog the
pipeline. Therefore, we are interested to receive information on how
this issue is addressed according to your experience.

3.14 Technical parameters of a single hose installed in both of the fuel


terminals, purchased from Dunlop is specified in supplement 5.3.

4. REQUIRED INFORMATION

If your company is interested in being considered as a possible contractor to


participate in this future project and has the required experience, we will
appreciate to receive the following information:

 General description of the company, its core business and presentation of


capabilities.
 Detailed reference list of experience in designing, manufacturing and
supplying Marine Breakaway Coupling that includes at least: Name of
customer, type of supplied Coupling, year of installation, etc. The
reference list should refer to the coupling type proposed to IEC's specific
application.
 A description of the proposed Marine Breakaway Coupling suitable for
each terminal, taking into consideration the fuels transferred.
 Technical Catalogs of the proposed Marine Breakaway Couplings.
 Technical data sheet and drawings for the specific application (both
terminals) that includes at least dimensions, materials, design parameters,
connections type, pressure drop, design standards and any other useful
information.
 Recommendation regarding installation location of the Marine Breakaway
Coupling on the 12" hose string.
 A description of the analysis performed by manufacturer in order to design
the coupling for the specific application.
 When installing or detaching hose string a tensile strength is being
activated on the Marine Breakaway Coupling. Is there a possibility to lock
the coupling while installing and detaching hoses?
 Procedure to reinstall a coupling that was activated.
 Procedure for reinstalling a Marine Breakaway Coupling (underwater) after
activation, when fuel oil is still in the line in order to bring the system back

to operation as soon as possible, without dismantling the coupling for


inspection on shore.
 A list of input data required to be provided by IEC to allow the
manufacturer to perform design analysis of the coupling.
 List of shop tests that are usually performed during manufacture and prior
to shipment.
 As description paragraph 3.13 above, the 24" terminal is used most of the
time to transfer fuel oil and SR fuel oil that is heated in order to allow free
flow. We are concerned that if the coupling will breakaway the fuel oil will
be solidified and clog the pipeline. Therefore, we are interested to receive
information on how this issue is addressed according to your experience.
 Budgetary price for providing couplings for both terminals.
 Estimated delivery schedule.
 Recommended spare parts.

6. LEGAL STATUS OF THIS INVITATION

IEC shall be under no obligation to enter any transaction with any party
whomsoever who responds to or participates in any procedure for the Receipt of
Information to be used for the purposes of acquisition of services / equipment /
systems / goods or data which is the subject of the Request for Information
(hereinafter referred to as: "RFI") or for purposes of their development,
application, production or construction.

IEC shall be entitled to use the information obtained by way of the RFI, as well as
any data, solution, process, technique or suggestion contained in any of the
responses or documents/response material submitted to IEC related thereto.
Without derogating from the above, IEC shall keep any information/data received
from any person responding to the RFI in strict confidence and shall not permit
the use or use same for any purpose than for its own needs unless such
information must be disclosed subject to a right granted by law.

A response to an RFI shall not bestow upon any person responding thereto
(hereinafter referred to as the "Respondent") any advantage in any procurement
procedure, if such procedure should be publicized at all, and IEC shall not be
obliged to include the Respondent in the procurement process.

Any exceptions, changes or additions to these above instructions (whether


contained in any response to the RFI or otherwise) shall be devoid of validity and
legal effect and shall not obligate IEC.

e-mail.
The purpose of this RFI is to provide IEC certain information. Neither
participation in this RFI nor the provision of any information to IEC hereunder or
otherwise shall grant any right, legal or otherwise, regarding participation in any
current and/or further purchasing process conducted by IEC.
