Introduction

The Philippine National Police (PNP) plays a vital role in the

community where its concern is to secure the safety of the individual.

Police are inseparable to the community in all crime prevention and crime

suppression activities. It is the concern of every police office to develop

rapport with the community and maintain a meaningful relationship with

the people and the community at large.

Hence, promoting Police-Community Relations (PCR) is of great

consideration in the implementation of the Enhanced Community

Immersion program.

The Public Safety Junior Leadership Course (PSJLC) Class 2018-

02 Alpha Team 2 wwere having a 5-day Enhanced Community Immersion

Program (ECIP) at Brgy. Paniangan, Manticao, Misamis Oriental to have

actual an field test on community partnership, as it is the basic approach

to relate to the community and to promote good connection as well as to

rebuild the trust and confidence of the community to the police.

The Enhanced Community Immersion Program (ECIP) conforms

with the Department of the Interior and Local Government’s Memorandum

Circular no. 2003-206 that directs the integration of Barangay Immersion

Program into the curriculum of all Public Safety Courses of the Philippine

Public Safety College and its purpose is to conduct environmental

scanning / social investigation of a certain area on its internal and external

environment in order to identify the existing problems that arise within the

area and to provide possible recommendations that may help in resolving

them.

The scope of the Enhanced Community Immersion Program (ECIP)

covers the overall characteristics of the area to include the Political,

Economic, Socio- Cultural, Technological, Environment and Law and

Order (PESTEL) aspects of the Barangay. It will also further assess its

Strengths, Weaknesses, Opportunities and Threats (SWOT).

Objectives

Enhanced Community Immersion Program is formulated by the

Philippine Public Safety College (PPSC) and National Police Training

Institute (NPTI) to law enforcers undergoing mandatory training anchored

on the following objectives.

A. General Objective

To be able to continuously establish partnership with the

community in the promotion of peace and order and public safety.

B. Specific Objectives

1. To strengthen Police Community Partnership.

2. To establish rapport and win the trust and confidence of the

community.

3. To have an actual field test / exercise on community-

partnership as the basic strategy in relating to the community.

4. To conduct community assessment and identify prevalent issues

and concerns.

5. To initiate programs and activities that would help address the

existing community problems particularly the prevention of crimes.

6. To recommend possible strategies to the Barangay council on the

prevalent issues and concerns relative to Political, Economic, Social,

Technological, Environmental, Law and Order aspect.

7. To conduct actual Barangay immersion as course requirement of

Public Safety Junior Leadership Course.

Summary

Barangay Paniangan is located at the central portion of the Municipality of

Manticao and serves as the gateway to other nine (9) barangays.

It has a total population of 1,438 with total households of 340. Further,

barangay Paniangan is subdivided into nine (9) Puroks, each having its own set

of officers wherein the Purok President is the highest ranking officer.

The Barangay has a land area of 448.2 hectares and a distance of 3

kilometers away from the Barangay Poblacion of Manticao. It can be reached by

a jeepney and a motorcycle. The source of information is through telegram/

letter, person to person relay, mobile phones, TV, and radio.

Approximately half of the total land area of Barangay Paniangan has been

naturally divided by its smooth, zigzagging placid river further enriching its natural

beauty. Puroks 5, 7, 8 and part of Purok 6 are separated by this river. Purok 7

and 8 are the remote purok of the barangay.

Physically, barangay Paniangan is a valley wherein a zigzagging river

divides it from the central portion. Its hilly landscapes, protruding in each sides of

the mainland, bring tributaries extending to the larger one and ending in the river.

Going back in time, this river was narrow until it widened as weathers gone wild.

A. History/Profile of Barangay Paniangan

There is a story of how Barangay Paniangan got its name. How it started

before it separated from other barangays to become on its own and with its own

people to care. This story was passed from generations to generations which is

imprinted in the minds of the descendants and shared to their children during

special occasions or during bedtime hour. This story is the real event on time

before us… a history, a legend not found on books; a tale that only Paniangan-

born residents can tell.

Long time ago our land was yet narrow and according to our native elders

it was grown profusely with “panyawan” plant, an herb with bitter extracts. The

land was a secluded portion of Manticao which during that time Manticao was not

yet organized as a municipality. It was a foggy forest where most rays of the sun

could not penetrate through the ground. That land was located at some portions

of the now known as sitio Along-alongon. 

In this secluded forest of Manticao there was a young lady whose

descendants were never known. Nervy, browned skinned, stands short with a

long, rugged hair, this lady was the famous traditional therapist of that time.

Living in a crowded place or in a build-up area was never her taste. The lady got

no name nor did people recognize her. 

She was a type of a woman who never mingles with people, shy, silent

and mysterious. She preferred to live alone. On the other hand, this lady had a

heart of softness and kindness.

It was the time when the sun sets on its highest peak of the day when the

kindness of this lady was recognized when she was collecting twigs and

branches for cooking. There was a man and his son displaced to the secluded

place for hunting. Suddenly his son was bitten by a venomous snake known to

the natives as “balaogto”. The child was shouting as he reported to his father that

he was bitten by a snake. Few minutes later, the child ran weak, a state where

life and death was at stake

The father carried his son and ran as fast as he could when suddenly he

tripped down and seriously injured himself. He could no longer manage to move.

The father could not hear any responds from the outside world but the echoes of

cry and misery emanated by him.

On the other hand, the mysterious lady heard the cry. She got into the

place where the father and son settled. At first she did not approached them. She

only kept watching, observing their situation until she noticed that the father was

seriously injured and the child was dying; she had to help. The lady quickly ran

near them and the father was enthralled by the instant appearance of the lady

who was never known in the village of Along-alongon.

Sensing for danger, the father shuddered and wearily unsheathed his bolo

towards the lady warning her not to get closer as he cried. The lady disregarded

the warning and slowly got something from her pouch. The father only watched

her as the lady was pounding something using stone and a piece of flat-shaped

wood. Afterwards the lady made a sign to the father asking permission to apply

the crushed, watery substance to the bite marks on his son. The father then

realized that the lady wanted to help them, and he calmed down allowing the lady

to do what was necessary

When the treatment was done on the father and child, the father thanked

her and asked her name. The lady did not reply and went away from them until

the lady gradually faded away amidst the fogs in the forest.

  Few hours of resting, the child woke up like a miracle and the father

also noticed that he could no longer fell pain on his wounds and the bleeding

stopped, it simply clotted. They then walked home to the village of Along-alongon

bringing the mysteries of the woman.

The treating of a mysterious lady to the father and son spread all over the

village. The villagers wanted to know the lady and they conducted search until

they successfully located the mysterious lady. Since the lady did not give her

name, and since the villagers noticed that the lady’s place was grown abundantly

with panyawan herbs, they named the mysterious lady Panyang. Panyang then

became well-known and the villagers take their patients to Panyang for

treatment. She became a famous traditional therapist and “manghihilot” who

never wanted any exchange of her service but to let her alone.

Over the years, Panyang became old and the secluded place where she

lived became inhabited until her death. The villagers became devotees of

Panyang and acknowledged themselves as the settlers of the land of Panyang,

hence they called themselves as taga-Panyang.

Another years past of inhabitation, like a contiguous disease, the settlers

of taga-Panyang grew in radical proportions until they occupied other portions of

Manticao.

On the other hand, some settlers of taga-Panyang became educated until

those educated settlers decided to translate the term “taga-Panyang” into

“Paniangan” and it became a sitio of Manticao. Since then, the once secluded

and foggy forest widened and the number of settlers increased and became a

sitio of Manticao and further became a barrio which is now known as Barangay of

Paniangan.

In the north-west direction, wherein Purok 8 and Purok 7 are

geographically situated, delineates its boundary from the Municipality of Naawan,

Misamis Oriental. In the south-west, going beyond Purok 7 and Purok 6

territories, is the Barangay of Argayoso, Manticao, Misamis Oriental; going

further from Purok 4 in the south-west portion of barangay Paniangan is the

barangay of Cabalantian, Manticao, Misamis Oriental. In the south-eastern part,

going beyond Puroks 2A, 2B, 1, 3 and 4 is the barangay of Pagawan; a concrete

bridge signals the boundary between Barangay Paniangan and Barangay

Poblacion in the north-eastern part.

which is good for the crops.

Political Factors

The Political Transition of Paniangan: From Sitio to Barrio, from Barrio to

Barangay.

On March 16, 1961, by virtue of Executive Order No. 425 of the then

President Carlos P. Garcia, Lugait became an independent municipality dragging

in effect three barrios from the mother municipality of Manticao, being barrios of

Lugait, Biga and Aya-aya with its new set of Government of Lugait. From the

original number of eight (8) barrios of the mother municipality of Manticao, the

number of barrios was reduced into five (5).

During that time, Manticao was classified as a second class municipality

(old classification) which required eight (8) barrios and eight (8) Municipal

Councilor making the position of the Vice-Mayor and three Municipal Councilors

vacant, which therefore needed replacement. This then triggered the residents of

the three sitios of Camanga, Lawis and Paniangan to organize their respective

sitios into a permanent barrio.

On June 21, 1961, residents of Sitio Paniangan signed a petition

addressed to the Provincial Board of Misamis Oriental through the Municipal

Council of Manticao organizing the sitio into a permanent barrio of Paniangan,

Sitios of Camanga and Lawis also made their signed petition.

 Then the Municipal Treasurer Juan Q. Pagalan also signed a certification

as to the number of residents of Sitio Paniangan and as to the registration of

voters of the same locality.

Sitio Paniangan was found to be qualified into making a barrio upon

justification that Paniangan had more than five hundred (500) residents and six

potential sitios of Matay, Alongalongon, Nilanga, Jangaron, Balinkolong and

Lombo which was evidenced by the signatures of not less than five hundred

(500) residents on the said petition.

On June 30, 1961, the Municipal Council of Manticao, under the

administration of the then Municipal Mayor Alejandro D. Uy, passed Resolution

No. 67, series of 1961, upon motion of Hon. Fructouso A. Cube which was

seconded by Hon. Agapito Generalao, thereby organizing and creating the three

sitios of Camanga, Lawis and Paniangan into a permanent barrios of the

Municipality of Manticao. (Other Councilors were Hon. Fiderico Gumbao, Hon.

Anastacio Fellesco, and Hon. Eugenio Alcido).

On August 16, 1961, under the administration of the then Provincial

Governor Hon. Vicente B. de Lara, by virtue of Provincial Board Resolution No.

798, series of 1961, upon joint motions of the then Honorable Vice-Governor

Alfonso R. Dadole, and Hon. Board Members Meynardo A. Tiro, Jesus B. Neri,

and Manolo P. Reyes, Sitio Paniangan became a permanent barrio together with

other sitios of Camanga and Lawis. (The Provincial Board Secretary was

Frederico A. Gapuz).

In effect, Delfin Amarga was appointed as the first Barrio Lieutenant of

Barrio Paniangan following shortly after the passage of Provincial Board

Resolution No. 798 in 1961. In 1963, the position of a Barrio Lieutenant was

changed into Barangay Captain after the enactment of the Republic Act No.

3590, otherwise known as the Revised Barrio Charter.

 In 1974, the term Barrio was further changed to Barangay pursuant to

Presidential Decree No. 557, hence Barangay of Paniangan.

Paniangan: Past and Present Leaders

Through years of political transitions and leaderships, our land acquired its

self-governing right by virtue of Provincial Board Resolution No. 798, series of

1961, on August 16, 1961and became an independent barrio with its new set of

barangay officials who lead.

Since then, Barangay Paniangan has undergone different leaders of

different administrations by virtue of the Omnibus Election Code and its

preceding laws in its order: Hon. Delfin Amarga; Hon. Ponciano Salumanda;

Hon. Alfredo Talaroc; Hon. Diego Salumanda; Hon. Rene Fabria in his 3 straight

terms followed by Hon. Liberato Talaroc, Sr.

ELECTION CONCERNS AND ISSUES

Barangay Paniangan has a total of One Thousand Fifty (1,050)

registered voters within 3 voting centres.

various community sectors as medium to address some concerns.

Assessment

 The political aspect of Barangay Paniangan is considered stable since the

Barangay Chairman possesses good leadership traits. He demonstrates

good governance by maintaining the peace and order prevents drug

abuse proliferation and intensifies anti-criminality campaign. He is firm

enough of his verdict and his methods in leading the barangay conformed

by the majority.

 The Barangay council are working harmoniously despite having political

differences or partisanship for the common good and well-being of the

residents.

 It is also reported that no election related incidents caused by any private

armed groups (PAGS) due to its non-existence in the area.

 During the interview, it was noted that most Barangay Workers only

receive very low salary and honorarium.

Recommendations

 The harmonious and cooperative working environment of the barangay

officials of Paniangan is very commendable. Having people expressing

different outlooks and perceptions politically is very hard to upshot good

leadership. But, because of the Barangay Official’s commitment,

determination and unequivocal service to the people, the work becomes

stress-free, and even the undesirable people who always oppose become

a lesson to develop the barangay more and an inspiration to make their

barangay a desirable place to live.

Barangay Paniangan has a loam type of soil where it is good for the

plants. That is why farming is the main source of living of the community.

Assessment

 Based on the Barangay survey, farming is the most numbered occupation

in Paniangan because it is an agricultural area.

 With regards to the monthly income, most of the household are living

below the poverty line.

Recommendations

 The team hereby recommends the Barangay officials should find ways to

create various livelihoods for their constituent in-order to uplift their

economic status; they should help the farmers to establish a Cooperative

in-order to strengthen and protect their common interest.

 With regards to the interior roads, it hereby recommended that the

Barangay council should find or allocate funds for the concreting the roads

for future progress and development.

reason that said barangay is located in the mountain and inhabited by

many people which majority of them are farmers.

 With regards to their disaster response and control capability, the

These are the problems encountered by the PSJLC 2018-02, Alpha Team “2”

during the five days community immersion in Barangay Paniangan, Manticao,

Misamis Oriental, while conducting environmental and social investigation, to wit:

1. The five ( 5 ) days given for our enhanced community immersion program

is limited and not enough to completely collect the necessary information

and data pertaining to the Environmental Scanning / Social Investigation

of the barangay.

2. Barangay Chairman Hon. Rene S. Fabria was only available during our

courtesy call on day one and failed to report to his office on the

succeeding days as he was busy as the ABC President.

3. Some Barangay Kagawads were not available because of an official

business that they must attend to.

4. Some target participants were not available as they usually on their

respective works and have difficult time attending the activities because

the schedule of Immersion fall during Semestral Break.

5. Some statistical data were not available as the barangay office doesn’t

have a proper record management and outdated.

1. The time allotment for the enhanced Community Immersion Program must

be ten (10) to twelve ( 12 ) days intended for data gathering, social

investigation, community exposure, implementation of projects and

activities in the barangay.

2. That the barangay Council should continue their unity and cooperation

despite their different political colors in order to provide quality services to

their constituents and exert all their efforts as public servants to effectively

address all the problems enumerated on the Political, Economic, Social,

Technological and law & Order (PESTEL) aspects of the barangay.

3. Likewise, the populace should also give their full support and cooperation
