Bylaws 2016-2021 Rotaract Club of Colombo East
(Corpus Juris as per the First Amendment Act to the By-Laws of the Rotaract Club of Colombo East)
ARTICLE I - Elections
1. Election for the office of President shall take place annually prior to January
31st. A Rotaract Club year is the same as a Rotary Club year. Those elected shall take office on July
1st.
2. Call for nominations shall be announced at least fifteen days prior at a general
meeting of the Club or in writing.
3. Nominations shall be made at a stated meeting and may be made by any
member in good standing.
4. A member may not nominate himself/herself. By notion, the President and
the Secretary may not propose nominations although they may be nominated. The incumbent
President cannot be nominated.
5. Once a nomination has being made by a member in good standing, the same
must be seconded by a member in good standing. The relevant member must thereafter accept such
a nomination. Once a candidate has accepted a nomination, the same candidate cannot propose or
second another candidate. A member who has proposed or seconded a candidate may not be
nominated.
6. Following the meeting at which nominations are called, all Nominees shall be
interviewed prior to the subsequent meeting at which voting shall be held. The interview shall be
conducted by a panel comprising of the incumbent President, incumbent Secretary, President Elect,
Honorary Advisor and the Youth Services Committee Chair of the Rotary Club of Colombo East
or his/her representative. This panel may be altered by the consensus of the Club, provided such a
referendum is authorized by the Sponsor Rotary Club.
7. At the subsequent meeting at which elections are held, the aforementioned
panel shall moderate. All members in good standing who have maintained membership for a period
exceeding sixty days, counting from the date of the election shall be eligible to vote.
8. The President Elect shall be elected by a simple majority of the preferential
votes of the members in good standing.
9. The President Elect shall announce all other appointed office-bearers prior
to March 1st of the fiscal year preceding the year of office, annually.
The Assistant Secretary shall assist the Secretary in the fulfillment of his/her duties and in
the event of the absence of the Secretary, shall fulfill all duties associated to the same.
7. Honorary Advisor.
The Immediate Past President shall serve as the Honorary Advisor of the Club and shall act
in an Advisory and Executive capacity in the Board of Directors. In the event of the Immediate
Past President ceasing to hold membership in the Club, the position shall remain vacant.
8. Sergeant at Arms.
The Sergeant at Arms shall fulfill all duties traditionally associated with the office.
Additionally the Sergeant at Arms shall be entrusted with the maintenance of discipline in the Club,
and shall Co-Chair the Disciplinary Committee together with the President. The Sergeant at arms
shall be directed to act for the development of the Club by the Board of Directors and shall be
expected to execute the orders of the Board.
The aforementioned officials shall constitute the Board of Directors of the Rotaract Club of
Colombo East and shall be the governing body of the Club in accordance with Article VI; Clause 2
of the Standard Rotaract Club Constitution.
In addition to the aforementioned officers, the President may appoint Directors of the varied aspects
of the Club, in order to facilitate the development of the Club, who shall not constitute the Board of
Directors, but shall constitute the administrative Body of the Club.
ARTICLE III - Meetings
1. Meetings of the club shall be not less than twice a month, and meetings of the board
not less than once a month, at a time suited to the convenience of the membership.
2. A majority of the members in good standing shall constitute a quorum at any regular
or special meeting of the club. Any four members of the board one of whom must be the president
or vice-president shall constitute a quorum at any meeting of the board.
ARTICLE V — Committees
The president, with the approval of the board of directors, shall appoint the following standing
committees:
1. Club service. This committee shall be responsible for attendance, membership, programs,
fellowship, public relations, and such other matters as may be deemed appropriate.
2. International service. This committee shall be charged with primary responsibility for
enhancing knowledge and understanding of worldwide needs, problems, and opportunities
and developing activities to give service for promoting international understanding and
goodwill toward all people.
3. Community service. This committee shall have responsibility for enhancing knowledge and
understanding of community needs, problems and opportunities, and for formulating and
developing appropriate activities for serving the community (including the university
community).
4. Professional development This committee shall be responsible for developing a program
designed to provide information about a wide cross-section of businesses and professions
and to stimulate awareness and acceptance of high ethical standards in business and
professional life.
5. Finance. This committee shall devise ways and means of financing any and all club activities
requiring funds, in cooperation with the appropriate committee.
6. Technological Services. This Committee shall in conjunction with the Editor aim to develop
the technological aspects of the Club and individual Rotaractors while fulfilling the PR
function.
The international service and community service committees shall each have the duty of
initiating and planning one major activity in its field each year which shall involve all or most of
the dub membership.
ARTICLE VI - Amendments
1. Should the need arise, the Board of Directors, with the consent of the membership
of the Club shall appoint an advisory panel on Constitutional Affairs that shall propose amendments
to be adopted by the majority vote of the members in good standing at any regular or special meeting
of the club at which a quorum is present, provided notice of intention to call such a vote is given at
least fourteen days earlier at a meeting of the club at which a quorum is present, and provided such
amendment is approved by the sponsoring Rotary club.
2. Nothing in these by-laws shall contravene any provision of this club's constitution.
