Message

The prevailing and tremendous effect of global warming through the build-up of greenhouse
gases in the atmosphere is intensely attributed by human activities in the context of burning of
plastics, improper waste disposal and emissions from vehicles and industries resulting to air
pollution and other form of destructions affecting the ecosystem which reflect an active
phenomenon and repercussions to the mother earth.

The City of Lamitan develops apro- active and dynamic endeavor in addressing the solid waste
problemsand the need to empower the communities bringing the fundamentals in enhancing the
ecological system, protecting human lives, health and safety in accord to the provisions of
Republic Act 9003.

With the synergy and support of the Provincial Government of Basilan and the invaluable
assistance of DENR-ARMM and NSWMC, the Ten-Year ISWM Plan, 2018-2027, embraces the
pinnacle of enhancing the awareness, capacity building and involvement of key players, partners
and other stakeholders together with the thrust of the city government that mold the true concept
of oneness to make the best happen in the implementation of the plan.

I do appreciate and deeply believe that this thrust and commitment in the name of public service
lead to the attainment of a holistic and significant perspective in the quest of prosperity, unity

Executive Summary
The increasing population and booming economic activities in the City of Lamitan,
Basilan Province, have led to the city government’s recognition on solid waste generation as a
crucial concern affecting public health and the environment. With the evolving trends in
education and trade in the Province, interventions to address the rising issues on solid waste has
significantly increased. This led to the development of the 10-Year Integrated SWM Plan of
Lamitan, 2018-2027. This ISWM Plan is a product of collaboration among the LGU of Lamitan,

the Department of Environment and Natural Resources-Autonomous Region of Muslim


Mindanao (DENR ARMM), Provincial Government of Basilan and the National Solid Waste
Management Commission (NSWMC). The 10-Year ISWM Plan of Lamitan will enable the LGU
to carry-out a comprehensive and integrated SWM program that complies with Republic Act
(RA) 9003, with significant participation of different sectors in the city.

In view of these, the goals of ISWM plan are the following:

o Promote environment sustainability through an integrated approach in SWM;

o Ensure improved public health and safety through proper and effective SWM
practices; and
o Establish functional mechanisms that will support SWM compliance to RA 9003.

Specially, the Plan sets the following objectives:

o To achieve 85% waste diversion target by 2027 following the (3%) increase of
waste diversion rate every year;
o To achieve 15% waste disposal target by 2027 following the (3%) decrease of
waste disposal rate every year;
o To implement phased segregated waste collection and reduction at source with its
full implementation expected by 2009;
o To establish functional MRFs in ten (10) pilot urban barangays including other
barangays as well as LGU MRF by 2018 to improve management of
biodegradable and recyclable wastes;
o To close existing open dumpsite/controlled facility by 2018pursuant to the
approved SCRP and operate category 2 – SLF by 2020 in compliance to RA
9003;
o To increase participation of all stakeholders, including concerned LGU Offices,
barangays, households, business establishments, institutions and different sectors
within the locality in SWM through appropriate incentives and relevant IEC
activities; and
o To put in place a functioning SWM organization, with clear accountabilities and
adequate budget support.

The City of Lamitan has a total waste generation of35,357.14 kg/day or 35.36 tons/day.
These wastes are composed of 68% biodegradable, 17% recyclable, 13% residual and 2% special
wastes. Major waste generators are Households with 64.93% (22,957.39 kg/day), Public
Market/Talipapa with 12.05% (4,260.54 kg/day) and Institutions with 11.15% (3,942.32 kg/day).

The implementation of the Ten-Year SWM plan, 2018-2027 will require fund sources for
the investment and operating costs. A total of P 31,700,000.00 including Personal Services is
required for the implementation of the plan;

Specifically, P 9,800,000.00 will be required to finance all investments and


P 21,900,000.00 operation costs in the implementation of the plan. It is estimated that
investments will rise in 2019 and 2020 due to acquisition of lot, equipment/facility
andSLFconstruction and development.

The effective and efficient implementation of this 10-Year ISWM Plan seeks to achieve
not only the RA 9003 mandate on waste diversion but also the significant participation of the
stakeholders concerned. The Plan, thus, highlights the roles and collaboration of different players
in the implementation of the plan. Moreover, it seeks to provide enabling mechanism that will
ensure sustainability of ISWM activities, including ordinance and enforcement support, IEC,
establishment of an accountable SWM office, and regular budgets. Ultimately, it brings to the
fore of designing and implementing an integrated approaches in managing solid waste through
good local governance and administration.

Chapter 2 – Municipal Profile

This Chapter articulates information of the City of Lamitan in terms of geographical


location, history, population, economic profile/land use and its physical characteristics.

2.1 Location

The City of Lamitan is situated approximately between 122001’05” to 122012’ east and
longitude 6031’37” to 6042’30” north. It is bounded in the west by Isabela City, in the east by
Municipality of Tuburan, in the south by Municipality of Tipo-Tipo and in the north by basilan
Channel.

The City of Lamitan is well-linked to its neighboring towns through the Islands
circumferential road. It is about 27 km. east of Isabela City, 14 km. north of Tipo-Tipo and 12

km. from Tuburan. Sumisip is located 52 km. from Lamitan through the southeast bound road.
Maluso and Lantawan are located 54 and 48 km. away from Lamitan, respectively, using the
west bound road.

Being well-linked to nearby municipalities, Lamitan is the host to the major seaport of
the Island. It has adequate transportation facilities that allow smooth passenger and cargo vessel
operations. The Port is economically beneficial not only to Lamitan constituents but also to
nearby municipalities, including Tipo-Tipo, Sumisip and Tuburan. Passengers going to
Zamboanga City coming from the latter areas pass through the Lamitan Port due to the direct
transportation services available to and Zamboanga City. Agricultural and marine commodities
produced within the Province and, brought to Zamboanga City and neighboring municipality
such as schools and hospitals.

2.2 History

The earliest known historical account of the municipality disclose that the Tagihamas,
said to be the Land Dyaks of Sarawak were the early known migrants of Basilan who later
develop into the group known as Yakan. The area which was later known as Lamitan was the
home base of Yakan. In June 1886, a certain Pedro Javier Cuevas, better known in Basilan
History as Datu Kalun, wrestled leadership from the native chieftains and established a
settlement known as Lamitan. The area developed into a town which political boundaries
reached the Guiong River in the southeast and the Balagtasan River in the northwest. The
passing of time saw the influx of Christian settlers who led the way, with their Muslim
townmates, in the agricultural development of the area. The town recognized during the Spanish,
American and Japanese occupation as one of the municipal district of Basilan, then a part of
Zamboanga Province.
Lamitan became a part of Zamboanga City in 1937. On July 1, 1948, Basilan became a
chartered city by virtue of R.A. 288 sponsored by the Congressman Juan S. Alano. On December
27,1973, his Excellency President Ferdinand E. Marcos issued P.D. No. 356 creating Basilan
Province out of Basilan City with three (3) municipalities: Lamitan, Isabela and Maluso.

The area decree reduced the area of Basilan City to less than one square kilometer. P.D. 356 was
amended by P.D. No. 593 on December 2, 1974 increasing the area of Basilan City to about
three (3) square kilometers and further subdividing the province into ten (10) municipalities;
Lamitan, Isabela, Maluso, Sumisip, Lantawan, Tuburan, Tipo-Tipo, Tapiantana, Malamawi and
Pilas.

The commander of the 2/1 Brigade, Col. Tomas G. Naquil, then stationed at Basilan was
appointed the first Military Governor, after about two years, Rear Admiral Romulo Espaldon, the
commander of the South West Command (SOWESCOM) took over as Military Governor but
administered the affairs of government through a military caretaker, Col. Florencio E. Magsino

who was succeeded by Col. Alfeo Rillera, all Brigade Commanders. This was the set up until His
Excellency, President Marcos appointed Asan Camlian, who was then a vice governor as
Governor of Basilan Province. On December 11, 1975, Basilan City was abolished by virtue of
P.D. 840. however, the decree reduced the number of municipalities comprising of Basilan
Province from ten (10) to seven (7), that is, eliminating Tapiantana, Pilas and Malamawi.

A member of Provincial Board, Pedro C. Pamaran was appointed in 1975 as Municipal Mayor in
Lamitan. He was succeeded in 1980 by Hon. Wilfredo C. Furigay, the first elected mayor of the
municipality.

In 1986 during EDSA Revolution, Hon. Ramon F. Garcia Jr. was appointed as Mayor during the
interim government. By 1988, Hon. Wilfredo C. Furigay took the position as mayor by way of
election then was succeeded by Hon. Inocente J. Ramos in 1995 for three (3) consecutive terms.

In 2004, Hon. Roderick H. Furigay, a young visionary and vibrant entrepreneur and the
nephew of former Mayor Hon. Wilfredo C. Furigay, took the position as the Local Chief
Executive by overwhelming votes and continued his reign up to his second term, thus giving him
the opportunity to revive the dream of the Lamiteños to convert the municipality into a
Component City.

Dream comes true for "Lamitan Kong Mahal" when Deputy Speaker for Mindanao Hon.
Gerry A. Salapuddin authored and sponsored a bill for the conversion of the municipality. Thus,
by virtue of the Republic Act 9393 enacted by Congress and ratified by both chambers on June
18, 2007, Lamitan was officially recognized as a Component City, the second in the province.

2.3 Population

2.3.1 Historical Growth of Population

The City has a total population of 58,709. It has 11,586 households (NSO, 2000).
Among the urban barangays, population concentration is evident in Matibay, Maganda
and Malinis. In the rural areas, population is highest in Barangays Santa Clara, Bato,
Colonia, Limo-ok, Balas and Balagtasan. (See Table 1). Urban population is only 20% of
the total population of the whole city. It should be mentioned that Barangays Bato,
Kulaybato, Limook and Sengal are expansion areas for LGU’s waste collection service
by 2018.

Population density in the whole city is computed at 2 persons per hectare. In the urban
areas, population density is 81 persons per hectare while only 2 persons per hectarein urbanizing
barangays and 1 person per hectare has been noted for the rural areas.
Major dialects in Lamitan are Chavacano, Cebuano and Yakan. Though the city’s
population is predominantly Roman Catholic, Islam remains to be a major religion, especially in
rural areas.

2.4Economic Profile

Lamitan is an agricultural municipality where 86% of its total land area or 21,298 hectare
are allotted for agricultural uses. Fifty-two percent (52%) (13,348 ha) are coconut plantations
while 14% (3,604 ha) are planted rubber trees. Eleven percent (2,662 ha) are for coffee, black
pepper. Rice, corn root crops and citrus. Fishing, on the other hand, is the major means of
livelihood of those living along the coastal areas. However, due to insufficient low fish catch
within the city’s waters, fish traders from Isabela and Maluso are given the opportunity to sell
their fish catch in the city. There are also a number of agar-agar ferns, fish corrals and fry
concessions.

Approximately, there are 993 different establishments in Lamitan as of 2003. Among


these are 18 industries, 102 service centers, 29 recreation centers, 54 special waste generators,
624 general stores, 64 food establishments, 1 public market and 101 institutions. Copra trading is

the leading industry in Lamitan. The copra are shipped to other places in the country or exported
to other foreign countries.

It is projected that in the next 10 years, the economy of Lamitan will grow progressively,
considering the present infrastructure development being undertaken by the LGU. Lamitan is
considered one of the most progressive ARMM LGU’s in Basilan. In fact, there are on-going
initiatives for the construction of bagsakan center and farm-to-market roads to boost the
agricultural productivity of the city.

2.5 Physical Characteristics

2.5.1 Land Area by Barangay

Lamitan has 45 barangays with total land area of 3,677.15 square kilometers. It is
the largest among the component cities in Basilan in terms of land area. It comprises
9.64% of the total land area of the Province. Of the 45 barangays, 35 are rural areas, 4 are
urbanizing and 6 are categorized as urban barangays. These barangays presently covered
by garbage collection service are Maganda, Malakas, Maligaya, Malinis, Matatag,
Matibay, Sengal, Bato, Kulaybato and Limook.

2.5.2 Topography/Slope

The terrain of the City is relatively flat along the coastal areas and generally hilly
inland. Lamitan is about 2.5 meters above sea level and gently sloping to 320 meters
towards the hinterland. There are several rivers and creeks within the city which serve as
drainage grounds. The Gubawan River, situated in Poblacion, is the basic river which
functions as the drainage ground for the urban center.

It has two watersheds. Sub-watershed 1, covering 33 barangays, drains to the


Gubawan River with headwaters in Tipo-Tipo. Sub-watershed 2, traversing through 12
barangays, drains to the Balagtasan River with headwaters in Kapatagan, Isabela City. To
note, the existing disposal facility, an open dump, is situated at a safe distance from both
watersheds.

The City has a “D” type of climate wherein rainfall is more or less evenly
distributed throughout the year. Average annual rainfall reaches 18 mm. the maximum
monthly rainfall has been recorded at 382.2 mm and the minimum at 51 mm. the driest
month recorded is February and the wettest is May. Peak months of rainfall usually occur
from May to August. Nine (9) to nineteen (19) days of rain each month is normal for
Lamitan. In Lamitan, northwest winds prevail from 4 to 6 kph from January to April and
north to north easterly wind from May to December at 6 kph, as recorded by PAG-ASA.

The island of Basilan, located outside the typhoon belt, is not affected by
typhoons. However, whenever there is heavy rainfall, the lower portion of the municipal
Poblacion, particularly in Barangay Balobo and some portions in Barangay Limo-ok
along the creek are considered to be flood-prone areas.

2.5.4 Soil Type

Lamitan has four types of soils. These are the Hydrosol, Bancal, Clay Loam,
Bulawan Clay Loam and differentiated soil. These types of soils are generally deficient in
nitrogen (N), potassium (P) and phosphorous (K).

Chapter 3 – Current Solid Waste Management Conditions

ThisChapter illustrates the city’s current SWM situation which highlights related
practices, manpower complement, equipment/facilities,support logistics andinstitutional
arrangementsand effort of partner agencies andstakeholders.

3.1 Institutional Arrangement

Acts as decision making, recommendatory and supervising body/office headed by the
City Mayor in SWM implementation through the provision of program and services;

3.2 Inventory of Equipment and Manpower

The performance standard of LGULamitanbuildsthe commitment and capacity to


establish, construct and develop SWM components and facilities with the presence of equipment
and manpower to undertake the necessary operations pursuant to the plan and mandate of RA
9003. However, the need to acquire and augment its capacity is a priority thrust of the present
administration in order to respond and comply the requirement especially the
construction,operation and development of Category 2 – SLF and its support components. The
existing equipment/facilities and its manpower complement lead in the provision of garbage
collection servicecovering ten (10) barangays.

Hereunder is the Inventory of Equipment and Manpower, to wit:

3.2.1 Equipment
 Two (2) unit Dump Trucks with 3-cubic meter capacity andone (1) unit Dump
truck with 5-cubic meter capacity with 3 trips daily collecting biodegradable and
non-biodegradable wastes in ten (10) barangays.

3.2.2 Manpower

By virtue of an Executive Order (EO), The City General Services Officeris


currently designated as the SWM Focal Personto implement related program and services
under the direct supervision of the City Mayor. The EOencompasses the roles and
functions on garbage collection, transport, disposal and maintenance of the disposal

3.3 Source Reduction

Waste reduction and segregation practices in the cityare not yet fully implemented
withthe tangible and uneven variance on execution depending on the level of perception, interest
and understanding of the different waste generators and sectors. Although the LGU of Lamitan is
performing its best in conveying the famous 3R’s (Reduce, Reuse, Recycle) principle and
strengthening the advocacy and enforcement mechanisms through the conduct of meetings,
dialogues/consultations and trainings, but factors relative to inadequacy on resource provision
and regulations to mainstream an effective SWM implementation appeared to build blocks along
the spectrum of its operation.

 Households

Segregation of waste is scientific in nature and in order to value the reduction of


volume from one type of waste to the other,the need to establish a system on waste
reduction, segregation, collection, transport and disposal is necessary. Some households
practice segregation at source and recycling due to the existing market support for

plastics, bottles, cans, carton and old newspapers, However, other waste disregarded for
the purpose forms part of a huge chunk of the waste most often indiscriminately dumped
in open areas, shores, creeks and rivers and some are either buried and burned. In areas
covered by garbage collection service, households dumped their non-segregated wastes to
nearby sub-MRFs strategically installed and developed by barangays to support the
program.Some barangays are starting to respond to the call and mandate for strict
implementation of waste reduction and segregation at source which integrate components
on recycling and backyard composting.

 Commercial Establishment and Institutions

Majority of the commercial establishments and institutions are situated in ten (10)
urban barangays which are presently the LGU’s collection area. These establishments and
institutions highly depend on the LGU’s waste collection service. Many believe that the
LGU is solely responsible and accountable for the proper and efficient management of its
solid wastes since garbage fees is incorporated in the issuance of business permit.

 Special Waste Generators

The special waste generators in the City of Lamitan are composed of two (2)
government hospitals, barangay health centers, private clinics and drugstores. Based on
the end-of-pipe data, the special wastes form part of the 2% total volume disposed into
the dumpsite. To note, these special waste generators throw-out mainly recyclable wastes
which are re-used or recycled.

 Junkshops, Itinerant Scrap Buyers and Scavengers

There are only two (2) junkshops in Lamitan and these are located in Barangay
Matibay. Recyclable wastes commonly traded are glass/bottles, metal, plastic and
paper.Those materials that are not sold locally are brought outside Lamitan City.

3.4 Collection

The LGU collection service covers ten (10) barangaysspecifically, the residential areas,
schools, Public Market, eateries, food stalls, groceries, hardware and drugstore along the national
and barangay roads. The LGU implements curbside collection system. Communal containers,
e.g., common drop-off iron barrel containers with 100-litter capacity are placed in some areas
particularly in Barangays Matibay and Malinis. Since mandatory waste segregation has not been

implemented yet within the city, mixed wastes are collected and brought to the open dumpsite at
Barangay Sengal having an approximate distance of 3 kilometers from Poblacion. Waste
collection is done daily with the following number of trips: Sunday, 3 trips/day; Monday, 3
trips/day; Tuesday, 4 trips/day; Wednesday, 4 trips/day; Thursday, 4 trips/day; Friday, 5
trips/day; and Saturday, 3 trips/day.

3.5 Transfer

TheLGU’s collection servicecovering ten (10) barangays as the current collection areas is
part of the enhancement and development of the collection routing system considering that the
barangays including the public market and business districtsare along its way to the disposal
facility. Moreover, the collection of waste with 3 to 4trips daily are directly disposed to the
facility without any other need to establish storage facilityand correlative mechanism for the
matter. At present, barangays have organized a functional Barangay Ecological Solid Waste
Management Committees (BESWMCs) working closely with the city government forproper and
effective waste segregation and disposal management.

For other barangays which are not covered by LGUs collection service under Phase 1, the
BESWMCs have established a collection system for non-biodegradable, residual and special
wastes in coordination with the LGU of Lamitan.

3.6 Processing Facilities

 City Materials Recovery Facility (MRF)

The LGU of Lamitan has established six (6) MRFs in BarangaysMaganda, Malakas,
Maligaya, Malinis, Matatag and Matibay as a gesture of support and commitment to
showcase good practices on segregation and disposal management. However, due to the
need of a dynamic institutional support, resources and continuous capacity building
among stakeholders, priority intervention is needed in the field of advocacy, partnership
and participation of stakeholders for the facility to function in accord to its purpose.

3.7 Final Disposal

The LGU of Lamitan is currently utilizing a3-hectare controlled dumpsite located at


Barangay Sengal with an approximate distance of 3 kilometers from Poblacion and central
business district for span of years now.

In respond to the need and in compliance to the mandate pursuant to RA 9003, the
proposed site containing an area of 3 hectares intended for the construction and development of
Sanitary Landfill Facility (SLF) and its support facilities by 2020 is located at Barangay Ubit
relatively having a fair distance from the site being used today as assessed and recommended by
concerned government agencies.

3.8. Special / Hazardous Wastes

The Citygenerates a total volume of 707.14 kg/day special/hazardous from


households,institutions, commercial, industrial and health sources. Existing methods in handling
collection, storage and disposal of special/hazardous waste is an issue to consider most especially
for lying-in clinics, funeral homes and industrial establishments in adoptingsafe and proper
disposal measures and standard.

Special/infectious waste generated from hospitals and city health stations are dumped
into the vault located at the back of the facility. Health care waste such as sharps, syringes,
placenta and health related waste are dumped into a septic vault in compliance to RA 9003 and
RA 6969.

The LGU of Lamitanthrough itsCity Health Office incollaboration with the


private establishment owners and other health professionals is advocating the thrust on
safety and proper disposal of health care wastes through the conduct of regular inspection
and monitoring toconform to the standard and mandate of Joint DENR-DOH
Administrative Order No. 02, series of 2005, DENR Administrative Order 2013-22 and
Republic Act 6969.

Health-care wastes contained pathogenic and infectious wastes (or their toxins) in
sufficient concentration or quantity to cause diseases to a susceptible host (after
exposure) generated in Ruraland Barangay Health Center, Clinicsand Funeral Homes
such as sharps,syringes, placenta, broken thermometer, needles, bandages, mercury,
solvents, disinfectants, blood products and other related waste areclosely monitored by
the CHO with an estimated volume of 35.29kilograms per day.

3.9 Market for Recyclables

There are two (2) existing junkshops in the city to provide market support to recyclable
waste, however,presence of several ambulant junk buyers roamed around daily to buy recyclable
materials such as bakal, empty bottles, scrap irons, papers, corrugated cardboards and others.
These ambulant junk buyers stored the volume of materials atbusinesssiteand sold to junkshops
to be transported to Isabela and Zamboanga City when volume is attained for outside market.

3.10 Information and Education Campaign (IEC)

The LGU of Lamitan through thedesignatedSWM Focal Personin collaboration with the
TWG and partner agencies/institutionsreached out all possibilities for the conduct of meetings,
consultations andtrainings to target audiences (households, private sector and other
stakeholders),lobbying to barangay officials during sessions and orientation/seminar to
establishment owners and vendors during the application and renewal of business permits.

The use of IEC materials such as leaflets and signage(s) are distributed and installed to
barangays especially in collection covered areas.The BESWM Committees supported the IEC
activities of the City government to enhance awareness, commitment and participation of
stakeholders.

3.11 Cost and Revenues

The LGU of Lamitan allocates Php 300,00 annually from2016-2017 under GSO in the
implementation of SWM-related activities.An average of One Hundred Thousand
Pesos(P100,000.00)starting2016 was generated from the collection of garbage fee during the
application of new and renewal of business permits of all establishments in the city. The average
income generated from SWM operations can be increased through the imposition of fines and
penalties to violators within the ISWM planning period when enforcement mechanism in accord
to the approved policies will be strictly implemented.

3.12 Key Issues

The following are prevalent SWM issues and problems in the City of Lamitan which
need immediate and effective interventions:

 Need for organization support

o Capability Building of LGUs through training
o Partnership with local offices and concerned agencies;

 Local ordinances need to be reviewed with regard to RA 9003 and other national policies;
 Lack of awareness on ESWM;
 Lack of discipline among citizens;

 Lack of political will to implement the law;

 Insufficient fund for SWM;

 Lack of equipment and related SWM Facilities;

 Lack of technical knowledge and capability on recycling, composting, processing and


related SWM technology;
 Increase of waste generation due to rapid urbanization and increase of population;

 Improper waste segregation;

 Littering and indiscriminate dumping of waste in open areas, coastal areas, creeks and
rivers;

Chapter 4 – Waste Characterization

The City of Lamitan conducted the Waste Analysis and Characterization Study (WACS)
led by the CSWMB, TWG and WACS Team to determine the quantity and composition of waste
generated from all waste sources, waste to be disposed, the type and volume of waste to be
diverted and disposed. Per capita waste generation is determined through its results. Residual
waste per capita is 0.06 kg/day, Special waste is 0.009 kg/day, Biodegradable waste is 0.32
kg/day and Recyclable waste is 0.08 kg/day with a total waste generation per capita of 0.469
kg/day or 0.47 kg/day.

4.1.1 WACS in Collection Area

The Waste generated in collection areas is 9,900.00 kilograms per day comprises
28 percent of the total waste generated in the whole City. It consists of 65.50%
Biodegradable (6,484.50 kg/day), 20.50% Recyclable (2,029.50 kg/day), 12.95%
Residual (1,282.05 kg/day) and 1.05% Special wastes (103.95 kg/day). Per capita waste
generation in collection area based on the 2000 total population in ten (10) barangays is
0.46 kg/day.

The total waste generated in the whole City by different waste generators and
sources is 35,357.14 kilograms per day including the waste generated in collection areas.
The total waste generated composed of 68 percent Biodegradable with 24,042.86
kilograms per day, 17 percent Recyclable with 6,010.71 kilograms per day, 13 percent
Residual with 4,596.43 kilograms per day and 2 percent Special wastes with 707.14
kilograms per day. The data provide information and reference to set direction for the
target on reduction, diversion and disposal of wastes within the SWM plan period.

35,357.14 kg/day where 68 percent is Biodegradable and 17 percent is Recyclable. It is
significant to note that 13 percent from the total waste generated daily is Residual and 2
percent Special waste for disposal. The data disclosed that 85 percent of the wastes
usually dumped at the disposal facility to be the major target for diversion through waste
reduction, segregation at source, recycling, composting and processing.

4.2 Diverted Waste

The City has 85 percent from the total wastes generated daily is intended for diversion
composed of 24,042.86 kg/day or 24.02 tons/day of Biodegradable and 6,010.71 kg/day or 6.010
tons/day of Recyclable wastes. The City generates a total volume of 35,357.14 kg/day or 35.36
tons/day of wastes to be diverted and disposed as baseline reference in the 10-year plan period.

The table shows that 68 percent (24,042.86 kg/day) of biodegradable waste from the
total volume of wastes generated daily in the whole City will be composted by households,
institutions and business establishments and portion of some collected from other waste sources
will be composted at LGU central composting facility.

The total volume of wastes generated daily has 17 percent (6,010.71 kg/day) recyclable
wastes which encourages households and other waste generators to practice segregation and
make money from the recovered materials with market value and support.

5.2.1 CSWMB Functions

a) Develop a solid waste management plan that shall ensure the integration
of various SWM program and strategies of the barangays in its area of
jurisdiction;
b) Provide the necessary logistical and operational support;
c) Recommend measures to generate resources or funding for the
implementation of projects and activities specified in the duly approved
ISWM plan;
d) Recommend measures, formulate policies and guidelines in SWM
operations;
e) Monitor the implementation of the 10-year ISWM Plan;
f) Convene joint meetings of the Board and Barangay Councils concerned
every quarter or as the need arises for purposes of integrating,
synchronizing, monitoring and evaluating the implementation and its
support to ISWM plan;
g) Identify issues and concerns in the implementation of solid waste
management to improve the services and interventions;
h) Call on any concerned agency or sector, as it may deem necessary, for
support or other appropriate action; and

5.2.3 CTWG Functions

This Chapter presents the designed system of strategies to attainthe desired outcome

6.1 Vision

By 2027, a clean and healthy environment that enables improvement of the economic and
social well-being of the people of Lamitan.

6.1.1 Goal

a. Promote environment sustainability through an integrated approach in SWM;


b. Ensure improved public health and safety through proper and effective SWM
practices; and
c. Establish functional mechanisms that will support SWM compliance to RA
9003.

6.2 Targets

o To achieve 85% waste diversion target by 2027following the (3%) increase of


waste diversion rate every year;
o To achieve 15% waste disposal target by 2027following the (3%) decrease of
waste disposal rate every year;
o To implement phased segregated waste collection and reduction at source with its
full implementation expected by 2009;
o To establish functional MRFs in ten (10) pilot urban barangays including other
barangays as well as LGU MRF by 2018 to improve management of
biodegradable and recyclable wastes;
o To close existing open dumpsite/controlled facility by 2018pursuant to the
approved SCRP and operate category 2 – SLF by 2020 in compliance to RA
9003;
o To increase participation of all stakeholders, including concerned LGU Offices,
barangays, households, business establishments, institutions and different sectors
within the locality in SWM through appropriate incentives and relevant IEC
activities; and
o To put in place a functioning SWM organization, with clear accountabilities and
adequate budget support.

In addition,85%from the total waste generated is potential for diversion with an


increasing rate of 3% from the 55%baseline (2017) diversion rate in order to achieve the target
within the plan period as shown in Table 15.

6.3 Strategies
o To fully enforce waste segregation at source and collection by phase. The Phase I
system of coverage will start in ten (10) pilot barangays (Maganda, Malakas,
Maligaya, Malinis, Matatag, Matibay, Sengal, Bato, Kulaybato and Limook)
before the end of 2018. The Phase II will commence in the year 2021with fifteen
(15) barangays and Phase III in the year 2025 with twenty (20) barangays to
complete the forty five (45) barangays within the plan period;

o To strengthen support system for the ISWM Plan implementation by ensuring


functionality of accountable SWM organizations, including the CSWM Board,
TWG ,City ENRO, Barangays and BESWMCs in designing IEC modules and
strategies, allocation of LGU budget and setting-up cost-recovery mechanism for
program’s success and sustainability;

o To increase participation of the private sector, CSOs/NGOs and environment-


related groups through the conduct of by IEC, community organizing and market
access and support to recyclable wastes to achieve waste diversion and disposal
targets by 2027;
o To capacitate barangays, BESWMC members, purok leaders, tanods and other
stakeholders on proper and effective ESWM practices;
o To establish efficient collection and transport routing system within the current
collection areas;
o Adopt the current collection area as pilot barangays in effective SWM
implementation for replication purposes;
o Organize, trained groups and provide support services to product recycling and
marketing program as source of livelihood; and

This Chapter lays-out the significance of the designed strategies and system to
implement the City’s SWM program and services.

7.1. Source Reduction

Waste reduction and segregation at source shall be advocated and enforced as a


mandatory undertakings to all major waste generators and sources such as households, public
market, business establishments, institutions, and industries to reduce the use and disposal of
non-reusable materials, segregate and do the composting of biodegradable waste and engage in
selling of recyclables as means of livelihood not only in ten (10) pilot barangays but also in other
areas in the City of Lamitan. In designing system and strategies to develop practices and
performance on waste reduction and segregation at source in partnership and participation and
involvement of major waste sources and stakeholders, the municipal LGU of Lamitan is
responsible to get full value of the activities and foster a holistic and effective approach in the
core of SWM implementation.

7.1.1 Waste Diversion at Source

In 2018, waste reduction and segregation at source will be implemented in 10pilot


barangays(Maganda, Malakas, Maligaya, Malinis, Matatag, Matibay, Sengal, Bato,
Kulaybato and Limook); 15 barangays in 2019; and in 20 remaining barangays by 2020.
Strict enforcement on four (4) waste types (biodegradable, recyclable, residual and
special wastes) shall be observed by phase starting the year 2018 in pilot barangays. The
implementation activities will be supported by Ordinance that mandates the city and
barangay LGUs to aid the compliance. This will be supported by IEC activities such as
community dialogues and dissemination of information materials. The BESWMCs will
be encouraged to take the lead in the promotion and implementation among stakeholders
at barangay level.

7.2Collection

The LGU of Lamitan shall establish efficient collection and transport route system within
the current collection area covering ten (10) barangays and expand to other barangays every 3
years within the plan period to ensure that SWM program and services are responding to the
needs on resource provision, regulation and cultural viewpoint of the waste generators in all
sources in the performance of mandate pursuant to RA 9003 and local policies.

The collection of segregated wastes lead by BESWM Committees will start at purok level
by collecting the residual and special wastes and transferred to barangay MRF for the final
collection for final transfer to recycling and sorting area at SLF site before the final disposal.
For barangays which are not covered by the garbage collection service for time being, the
BESWMCs are responsible to design and establish a collection system for residual and special
wastes in coordination with LGU Lamitan through a weekly or monthly delivery of residual and
special wastes to SLF site. This is to capacitate the BESWMCs and stakeholders to adopt
responsible practices on waste segregation and disposal management. In the implementation of

Ordinances, the City of Lamitan will charge “Pay As you Throw” for households, commercial
establishments, industries and institutions including fines and penalties for violators along the
SWM implementation.

The collection of segregated recyclables and compostable materials is the responsibility


of barangays pursuant to RA 9003, however, if the central composting facility of LGU Lamitan
will become operational and need raw materials for the production of vermi-compost or soil
conditioner for local market, barangays and stakeholders are encourage to deliver and transport
biodegradable waste to the facility at their own expense.

7.2.1 Overview

To develop an efficient collection service and transport route system is possible


but very challenging not only to some modification in the design and strategies as
perceived by LGU Lamitan to be productive equipped with the technical knowledge on

operation, manpower and equipment but it matters most on the advocacy level,
enforcement mechanism, resources, participation and cooperation of waste generators
and other stakeholders within the collection area and to other barangays. The collection
area shall adopt the establishment of MRFs as common collection point for segregated
residual and special wastes for all waste sources except for households in a cluster
approach. No other common collection point within the collection area will be allowed to
be established to prevent double standard and the possible proliferation of spread and
dispersed mixed waste elsewhere.

The LGU of Lamitan is committed to establish an additional collection points or


MRFs in different conspicuous stations in urban barangays, business district and vicinity
of Public Market and even to other barangays before the planning period ends. Some
compostable wastes collected in the height of its operation will be stored to waste
redemption center for the barangay to establish its composting facility or responsible to
deliver to the composting facility designed by the city government for the purpose.
Recyclable materials in different waste sources are the main target to be reduced since
most items will be directly sold to junkshops and ambulant buyers. Some of the
recyclable materials with no market will be collected and deliver to the central MRF for
other uses. Residual and special wastes shall be collected from collection points or MRFs
for proper disposal.

Collection schedule will be maintained unless additional collection points will be


established by the barangay or purok. The city government leadsthe collection of
segregated residual and special wastes from MRFs or waste redemption center.

7.2.2 Collection Equipment and Routes

The LGU of Lamitanwill sustain its garbage collection service to covered areasby
phase with good practices on waste reduction, segregation at source, recycling,
composting and disposal of waste to MRFs or common collection point with the support
of BESWMCs and stakeholders. For the first 3-year implementation period, only 10
urban barangays will be covered under Phase I to ensure that requirement for operation,
participation and involvement of the community and resources needed to design and
establish facilities are in place for purposes of sustainability and development of good
practices, performance and impact.

The LGU of Lamitan commits to allocate funds for the acquisition of additional
equipment and other facilities to help implement SWM program and services effective

7.2.3 SWM Collection Service

The garbage collection service covering ten (10) barangays (Maganda, Malakas,
Maligaya, Malinis, Matatag, Matibay, Sengal, Bato, Kulaybato and Limook) for the first
3 years of ISWMplan implementation, shall strategically showcase good practices on

the spectrum of transformation on the provision of SWM program and services, supervise
its operation and monitor performance and impact to people and the environment.

7.2.4 Storage and Setout

Segregation in all waste sources atcollection areas will be strictly implemented


and maximize the potential of MRFs installed at strategic location in barangays. The
collection and transport will follow in accord to the designed schedulesadopted by LGU
Lamitan.

The conduct of continuous advocacy and enforcement to barangays, institutions,


establishments and households shall be initiated and supported by City Officials, lead Offices
and partners of LGU Lamitan in order to push and establish facilities and help improve the SWM
activities in communities. Moreover, these are facilities to be established by barangays and
schools as the common collection point and as temporary storage of segregated wastes at

design for the collection and transport route system in barangays, the LGU Lamitan will provide

7.2.5 Segregated Recyclables

For the 10-year implementation of the ISWM plan, barangays are mandated to
establish Barangay Recycling Centeras storage for recyclable wastes such as plastics,
bottles, paper and cartons, cans, tetra/doy packs, scrap iron generated from households
and other waste sources. All waste generators shall bring and deposit their segregated
recyclables to the facility for recording purposes to form part of the campaign and
initiative to develop link and network with junkshop operators for market support
services.

All barangays covered by garbage collection service as pilot sites shall establish a
Barangay Recycling Center that has enough space to accommodate bulk recyclable waste
or recovered materials with market value from different puroks and areas within its
jurisdiction.

complement the implementation of ISWM plan at barangay level.

of building partnership, participation and convergence with stakeholders are in place

materials will showcase skills and talents of residents as well as push economic
opportunities and development in the City of Lamitan for all.

7.4 Transfer

The desire and commitment of LGU Lamitan to introduce innovationin the provision of
SWM program and services to communities, transfer station with its system and processesis a
priority interventionduring the implementation considering that segregated wastes can be stored
and accommodated inMRFsto be established in different puroks at barangayscovered by the
garbage collection serviceand stored to RCA as an alternative disposal facility while workingfor
the Category 2 – SLF to become operational by 2020.

7.5 Alternative Technologies for Residual Wastes

To prolong the life span of the SLF,it mainly depends on the kind of approach and
technology applied in the operation adoptingthe practice of segregation and disposal
management at puroks in particular and barangay in general complementingthecollection,
transport, disposal of residual waste and maintenance of the facility. Moreover, the volume of
collectedresidual waste from barangays and other sites can be reduced through recovery of some
materials with potential for recycling and conversion into products with commercial and cultural
attributes. The crushing of glass as part of the mixing ingredients in hollow block making,
designing reusable bags from tetra/doy packs and grinding of plastics to improve aesthetics of
souvenir items.

7.6 Disposal

Pursuant to RA 9003, open/controlled dumpsitecommonly used by LGUs is the core


concernforconversion into a more concrete, standard and appropriate facility in the operation of
solid waste management.The acquisition of technically suitable site for the establishment and
development of Category 2– SLF by 2020 which will accommodate the total wastes generated in
the citywithin the plan period and beyond is a must to support the components on disposal and
facility maintenance and management.

anticipate the need to establish RCA within the SLF site for storage of waste generated
from 2018 to 2020.

The disposal facility requires an average area of 30,000 sq.m or equivalent to 3.0
hectares intended for the construction and development of Category 2 - SLF and
itssupport facilities at Barangay Ubit. With the data presented in Table 26, the proposed
acquisition of 3-hectare lot for SLF development following the design and strategies to
attain targets on diversion and disposal provides enough space for the volume of residual
waste and ensure a productive life span of the facility.

7.6.1.3 Overall Plan for Disposal by Year

The overall plan of the LGU Lamitan is to construct and develop a Category 2 -
SLFrequiring an average area of 3.0 hectares following a progressive type of
development and to become operational before the end of 2020. Thelonger life span of
the facility will definitely rely on innovative approachesin advocacy, enforcement,
partnership and participation of stakeholders in waste reduction, segregation at source,
composting, recycling, collection, disposal and facility managementwithin the plan
period. The SLF cell, leachate collection and treatment facility, central MRF, septic vault,
composting facility and access road will be first to be established in 2020 considering
budget allocation perceived to be assisted by partner agencies and to respond the needs in
ISWM plan implementation.

7.6.2 Existing Facilities

The open/controlled dumpsite currently used by the City of Lamitan is


recommended by the DENR-ARMM to be closed supported with safe closure and
rehabilitation plan and design before the end of 2018 in compliance to provisions of RA
9003.

7.6.3 New Facilities

7.6.3.1 Description of the Categorized Disposal Facility

The City of Lamitanshall construct and developCategory 2 -SLF as part of


the mandate for LGUs pursuant to RA 9003, with the design and capacity to
accommodate thebaseline (2017) volume of waste to be disposed and up to the
total waste for disposal within the plan period. Generally, the total volume of
waste to be disposed by the City of Lamitanis under Category 2 with the designed

7.6.3.2 Explanation of how the design will meet the requirements of RA 9003

The city’s design for Category 2 - Disposal Facility shall be based on


sections provided in IRR of RA 9003 particularly Article 6 and other guidelines
for this matter.

7.6.3.3 Categorized Disposal Facility (Sanitary Landfill) Design

For Categorized Disposal Facility, the City of Lamitan will construct and
developCategory 2 - SLF to accommodate the total volume of
26,425.50kilograms per day or 26.42 tons per day of waste to be disposed within
the 10-year plan period.

The city will take off on the year 2018 based on the designed activities of
the plan and to objectively adoptan alternative technology leading to the operation
and development of Category 2 - SLF by the year 2020. Eightyfive (85) percent
ofwaste diversion target will be achieved before the end of the plan period for
purposesof sustaining and prolong the life span of the disposal facility.

The design on Sanitary Landfill (SLF) shall be in accordance with the


standard set by the concerned government agencies pursuant to law for
monitoring and evaluation purposes.

7.7 Special Wastes

Plan for Storage, collection and disposal for special wastes.

In the 1st-year of implementation, waste reduction and segregation at source are effective
strategies to determine the volume of special/hazardous wastes generated by households,
commercial and industrial establishments like bottles/containers of chemicals and pesticides,
brake fluid, printer toner, engine oil, solvents, energy-saving tubes and bulbs, vehicle batteries

and other lead-acid batteries to be stored in barangay MRF and to be collected and disposed.
The proposed construction of the special wastes chamber will be having enough space to contain
wastes as per target and projection.

Special wastes estimated quantities to be generated in the future are based from
the 2017WACS results. Special waste with707.14 kilograms per day generated by all
sectors includingthe 35.29 kilograms per day waste generated by health related sources
guided by provisions of Republic Act 6969, DAO 2013-22 and related policies.

7.7.1 Health Care Wastes

Plan for treatment and disposal

The LGU of Lamitan is expressing its desire and commitment to establish link
and partnership with health professionals and institutions at the higherlevel through the
Department of Health (DOH) and EMB - Department of Environment and Natural
Resources (DENR), ARMM and other concerned agencies in relation to the treatment
and disposal ofspecial/infectious wastes from health related sources such as syringes,
broken thermometer, needles, bandages, mercury, solvents, disinfectants and blood
products pursuant to RA 6969 and Joint DENR- DOH Administrative Order No. 02,
series of 2005 and other related laws and regulations.

7.8 Information and Education and Campaign (IEC)

7.8.1 Introduction

An IEC campaign cannot be effective alone without the inclusion of other


components from the designed strategieson face-to-face education and helping people
know how to access information and other services focusing on solid waste
management.Effective IEC materials are relevant and tap into interests of the stakeholders
and local communities. In addition, IECmaterials are clear, communicate specific
messages, and are easily remembered. As noted earlier, the conduct of needs assessment
before starting an IEC campaign is very important. This will provide significant
information about thetarget audiences or stakeholders and the kinds of materials people
will respond to.

In context, the City of Lamitan is ethnically diverse and most of the people are not
literate, theneedto use highlyvisual materials is necessary.In allcases, it is important to
identify trainers and peer leaders who speak local languages and ideally, are from the target
populations. These individuals will also be the most effective at adapting the IEC materials
and the training session plans for stakeholders in culturally and/or religiously conservative
condition.

In this situation, it is often possible to identify local persons who are highly
respected in their communities. These positive deviants can often achieve astonishing
results by introducing ideas, activities and materials an outsider or less respected person
would not be able to do. Engaging the rightmembers of the community in identifying what
IEC materials will workwill save time and money in valuing the environment and SWM
services together.

7.8.2 Core Messages

To be able to address the prevailing SWM issues and problems in the Cityof
Lamitanon waste reduction and segregation at source, recycling practices, collection and
disposal, the need to undergo thorough planning, decision making, organizing resources,
capacity building, strengthening the conduct of advocacy, enactment of policy support
and enforcement must be in place and properly disseminated to all waste generators and
sources such as schools (Elementary and High School Levels), households, commercial
and industrial establishments, barangays, puroksand CSOs for better and effective
implementation of ISWM plan.

ThisChapter discusses the designed strategies with enabling logistical support as best
reference in attaining working perspective and targets in ISWM plan implementation.

8.1 Framework

Pursuant to RA 9003, mandates LGUs to divert at least 25 percent of all solid


wastesgenerated in localitiesand subsequently apply an increase on diversion rate every three (3)
years. In crafting the 10-year SWM Plan 2018-2027, the City of Lamitan has able to designa
doable mechanism, strategies and activitiesin order to attain its diversion and disposaltargets on
waste generated daily from all sources.

To sustain the realistic dimension and parameters, the City government is pursuing the
range of its capacity to establish ten (10) pilot sites or barangays covered by the garbage
collection service to effectively adopt and practice waste reduction, segregation at source,
recycling and composting aided by the establishment of MRFs and other facilities,
hence,strengthening the advocacy and enforcement components is necessary in cognizant to local
policies within the first 3-year implementation of the ISWM plan.

8.2 Diversion Projections

Based on WACS results, waste diversion target of the municipality stretchedto 85%
composed of 65.50% Biodegradable and 20.50% Recyclable.Strengthening the IEC initiative and
enforcement will help the City government to gain the participation and cooperation of waste
generators and other stakeholders. With the SWM program and services embraced the plan, 85%
waste diversion target will be attained before the end of the plan period. Increasing target on
diversion rate per year is being considered since waste reduction and segregation at source is
expected to rise due to strict enforcement of local policies and related strategic interventions
especially during collection period.

9.1.1 Implementation Arrangement

The City SWM Board acts as the head of the legislative, supervisory and
recommendatory body in ensuring that program, services and activities of the ISWM plan
with the enabling mechanism are in place to support its implementation. On the other
hand, the City ENRO/SWM Focal Person is the primary LGU unit/staff responsible in the
technical supervision of the ISWM planimplementation forging link, partnership and
convergence with barangays, BESWMCs, CSOs/NGOs and other stakeholders. The
Office will be also tasked to lead the IEC activities, M & E and enforcement to ensure
that SWM implementation is responding to the needs of local communities.

9.1.2 SWM Organization

o City SWM Board

The City SWM Board will be responsible in ensuring that SWM program,
services and activities are implemented. Specifically, the following are the recommended
duties and responsibilities of the City SWMBoard:

 Develops the 10-year ISWM plan that shall ensure the long-term management of
wastes as well as the integration of the various program and services of the barangays
in its area of jurisdiction. In the development of the SWM plan, The City SWM
Board shall conduct consultations with various sectors in the community;
 Adopts measures to promote and ensure viability and effective implementation of
SWM program and servicesto barangays;
 Monitors the implementation of theISWM plan through its various political
subdivisions and in cooperation with the private sector and the CSOs/NGOs;
 Adopts specific revenue-generating measures to promote and support the viability of
the ISWM plan;
 Convenes regular meetings for purposes of planning and coordinating the
implementation of the ISWM plan;
 Oversees the implementation of the ISWM plan;
 Reviews every 2 years or as the need arises the ISWM plan for purposes of ensuring
sustainability, viability, effectiveness and relevance in relation to local and national
developments in the field of SWM;
 Recommends measures to strengthen working relationship and partnership among
key players and partners in the implementation of the ISWM plan.

o City Environment and Natural Resource Office

The City ENRO is the lead office/unit responsible in the implementation of the
ISWM plan. TheCity ENRO will coordinate with other LGU offices and partner agencies
involved in SWM activities andperform the following responsibilities:

 Ensures that strategies on waste reduction and segregation at source, collection and
transport, material recovery and waste disposal identified in the ISWM plan are in
place and to be sustained;
 Provides capacity-building programs/technical assistance to Barangay Ecological
Solid Waste Management Committees (BESWMCs) in relation to development and
implementation of their Barangay SWM plans, including technical assistance in

developing IEC materials, enforcement and appropriate material recovery

 Coordinates with BESWMCs on SWM activities through regular conduct of
meetings/discussions to ensure integration of SWM efforts at the LGU level;
 Conducts the monitoring and evaluation (M&E) activities to see to it that SWM
efforts at the barangay level are sustainablein order to achieve the goal and objectives
of the ISWM plan;
 Consolidates periodic barangay SWM reports and submit reports to the City SWM
Board;
 Initiates development of advocacy materials for SWM;
 Coordinates with MMT in the M and E activities for a consolidated reports to be
submitted to the MESWMBoard;
 Conducts necessary studies necessary for SWM leadership and decision-making;
 Establishes linkages for selling of compost and recyclable materials;
 Develops incentive mechanisms that will increase SWM participation of barangays,
households, institutions, commercial establishments and agro-industries;
 Facilitatesthe enactment, dissemination and enforcement of SWM related policies;
 Initiates organizing and/or soliciting involvement of multi-sectoral or private groups
in SWM to strengthen linkages among partners;
 Takes the lead in sourcing of funds for the implementation and provision of SWM
program and services.

SWM Section

The SWM Officer will have the following responsibilities:


 Assists the City ENRO in the conduct of supervision, coordination and monitoring of
SWM activities at the barangay level in relation to segregation, recycling,
composting, collection and MRF activities;
 Assists the City ENRO in providing capability-building programs for BESWMCs,
particularly on piloting MRF activities, including establishment of composting
facilities and storage areas for recyclable items;
 Conducts study and coordinate with the collection and transport section and
BESWMCs on efficient collection route system;

 Supervises and monitor SWM day to day activities related to waste collection and
transport, material recovery and processing and disposal;
 Ensures strict enforcement of SWM Ordinances by coordinating with SWM
Enforcement section;
 Consolidates reports from collection and transport, MRF operation, disposal and
facility management;
 Consolidates reports on apprehensions and issuance of citation tickets and submit
reports to City ENRO;
 Performs other functions as may directed by the City ENRO.

SWM Enforcers

The SWM Enforcers, including the regular enforcers, auxiliary enforcers and
deputized volunteers, are responsible for the following:

 Apprehend violators and issue citation tickets; and


 Submit reports on number of apprehensions and citation tickets issued.

9.1.3 Barangay SWM Committees

For the forty five (45) Barangays with BESWMCs in the City of Lamitan, only
90%are active at present and responding to the mandatepursuant to RA 9003 and local
policies. The Barangay ESWM Committees in coordination with the City government
through the City ENRO will perform the following duties and responsibilities:
 Develop their respective Barangay SWM plans based on the City’s ISWM plan;
 Design and organize Barangay IEC Teams that will take the lead in barangay-level
IEC activities such as disseminating SWM materials on waste segregation and
reduction at source, SWM Ordinance(s) and the incentive systemto be implemented;
 Conduct barangay assemblies as venue for resolving barangay SWM problems and

9.1.4 Coordination with Other Government Agencies


Observing protocol and gesture of collaboration among LGUs and partner
agencies and institutions in the conduct of various activities, reports and program shall be
submitted to the offices of the Provincial ENRO Basilanand DENR-ARMM to strengthen
commitment and support to address the following major areas:

 Technical assistance needed in monitoring and improving SWM technologies, e.g.,


composting technology and disposal of special wastepracticed by agro-based
industries; and
 Establishing collaboration with the private sector especially with agro-based
industries to support SWM implementation.

9.2 Legal

9.2.1. Zoning

The Zoning Ordinance and its development provisionsestablishes road map of


guidelines, control and regulation for the future growth and development of the City in
accordance with its Comprehensive Land Use Plan (CLUP). The City of Lamitan is
strictly implementing the zoning standard lead by the Zoning Officer/Administrator under
the Office of the City Planning and Development Coordinator (CPDC) as pre-requisite
requirements in any development projects and program.

Environmentally-critical projects in an Environmentally-Critical Area with


environmental impacts will undergo Site Scoping by Municipal Project Review
Committee (MPRC) to be led by the City Environment and Natural Resources Officer
(CENRO), a technical body/unitto determine that project is required to secure Certificate
of Non-Coverage (CNC) or Environmental Compliance Certificate (ECC) with the
endorsement of the Sangguniang Panglunsodto the DENR-ARMM before the issuance of
Zoning Clearance.

The updating of the City Revenue Code and enactment of new policies in Lamitan
is for the purpose of the inclusion of related provisions in imposing fees, fines and
penalties for SWM violators along its implementation in order to adopt proper and
effective SWM practices as well generate local income to support establishment of
facilities and provision ofSWM program and services.

Chapter 10 – Social and Environmental Aspect

In the first 3-year implementation of the ISWM plan,the City government of Lamitan
commits to acquire not less than 3.0 hectares of lot before 2019 endsto be developed as Category
2- Sanitary Landfill (SLF) for the SWM program and services of the City to its constituents. In
this type of development, social and environmental concerns shall be considered for social
acceptance and community participation.

10.1 Social Aspect

10.1.1 Significant Social Impact from a Community-Based Approach of SWM Services.

players to move forward despite people and society as whole find difficulties to
immediately adjust and shift foundation of cooperation to attain better lives and a sound
environment for everyone.

Despite the humiliating and heartbreaking conditions in taking the responsibility


in accord to the mandate of the City government and the prevalence of hoping for
nothing, the City government is able to sustain its invading initiative and encouragethe
stakeholdersto understand the dynamics of the operation and services in implementing
the ISWM plan forsafety, welfare and development of communities.

10.1.2 Social Acceptability of Proposed Solid Waste System (Including Collection


System, Processing and Disposal Site).

In SWM undertakings, social preparation and transformation of values and the


development of strategic vision must be given importance. The City government of
Lamitan is operating for years now adopting and maintaining anopen/controlled disposal
facilityin order to accommodate the needs on collection and disposal and protecting the
people from the effect of improper waste disposal if not given attention to health of the
people and the environment. Despite the speculations and resistance from the nearby
residents of the proposed site for the development of the SLF, the conduct of continuous
education, community dialogues and the thrust and commitment of the City government
to provide quality program and services to people, the rise of support and participation of
stakeholders are becoming strong and profoundly astonishing.

10.1.3 Requirements of Stakeholders

Eventually, the advocacy and the technical knowledge applied on identifying an


appropriate and suitable site for the establishment and development of SLF is valued by
the communityparticularlythe efforts of theCity governmentto link with partners,
facilitate and manage the activities to identify possible area for the purpose and act on the
matter to fast track the necessary interventions and development for accessibility and
services of the facility. Along this phase, safety precaution of the community from

10.1.4 Conditions Concerning Waste Pickers at the Disposal Site and the City.

This is the realization of developing a strategic vision geared toward improving


SWM services in which conditionsat disposal site is controlled by the assigned personnel
for the safety of waste pickers in the area. The facility is definitely designed to strictly
provide space for garbage collectors and other manpower given the rights by the City
government to perform mandate in the maintenance of the area and facility.
Unauthorized personnel must seek approval from the City Mayor with the
recommendation of the City ENRO before entering the premises of the facility.

10.2 Environmental Aspect

10.2.1 Environmental Aspect of the Proposed Solid Waste System and Review
Requirements

The facility itself and its operations (Category 2 - Sanitary Landfill Facility ) will
be covered by securing an Environmental Compliance Certificate (ECC) to be issued by
the Department of Environment and Natural Resources (DENR). Site scoping, geo-
hazard assessment and related undertakingsmust be conducted to conform to the
standards in determining the suitability of the area as major pre-requisite requirements in
the issuance of ECC and other permit/clearances.

Stipulated conditions highlighted in the issued ECC must be a clear guidelines


and activities pursuant to the Environmental Management Plan for implementing the
mitigating and enhancement measures ensuring a safe and healthy environment in the
midst of SLF operation in accord to the implementation of the ISWM plan.

The implementation of ISWM plan requires fund sources and budgetto finance its
investment and operating costs. The City Government is banking all possibilities that despite
limited resources attributed by IRA and local revenue, develops link and networkfor quality
