FOREWORD

By their very nature, technical Specifications are continuously subject to modifications and
revisions. To strengthen their merit and usefulness, continuous improvements, addendum, deletion
of disparate information and consequently provision of updated revisions are to be made in order
to ascertain that such Specifications meet the current requirements, inclusive of Iranian Petroleum
Standards (IPS) and the recognized and acceptable national and international Standards, as well as
the optimal codes and practices based on the accumulated in-house know-how and plant
knowledge and experiences.

However, in reality, due to several reasons, not to mention the complexity of the matter, the
ultimate goal of continuous direct embedment of the required changes on the relevant
Specifications may be far reaching. Therefore, in the interim periods between the officially issued
revisions, the required changes will appear in other documents related to the engineering and
design work of the ongoing projects.

In response to the initiative of the Design and Engineering Directorate, and considering that the
task of the execution of several important and mega projects for the realization of the new oil
refineries, pipelines and oil terminals as well as improvements of the existing facilities, has been
assigned to NIOEC, it was decided to update the NIOEC Specifications and to issue new official
revisions.

The Design and Engineering Directorate was itself entrusted to carry out this important task, and
as such by forming several special technical committees, working in close co-operation and
cohesion and sharing their expertise and knowledge, the updated and revised NIOEC
Specifications were successfully prepared and complied.

These Specifications are intended to be used for Oil Refineries, Distribution Depots, Oil
Terminals, Pipelines and Pump Stations within NIOEC's projects, and have been proven to be of
high value for such purposes. It must however be appreciated that these Specifications represent
the minimum requirements and should in no way be interpreted as a restriction on the use of better
procedures, engineering and design practices or materials.

We encourage and highly appreciate the users and other clear sighted and experts to send their
comments on the Specifications to the Design and Engineering Director of NIOEC for evaluation
and approval.

1. SCOPE
This specification defines NIOEC’s minimum requirements for design, material and installation of
intra plant communication system.
Deviations from this specification will only be permitted on obtaining written approval from
NIOEC.
Resolution on cases not explicitly stipulated in this Specification, or on cases where conflicts may
arise among the requirements of the referenced IPS and the international standards, shall be made
through written consent and approval of NIOEC.

2. REFERENCES
The following standards, codes, and specifications, to the extent specified hereinafter, shall
constitute a part of this NIOEC Specification. Latest edition of the undated referenced documents
and the cited edition of the dated references shall apply. The applicability of changes made to the
dated references, after the cited date shall be mutually agreed upon between NIOEC and the Vendor
/Contractor.

3. UNITS
International System of Units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

5. GENERAL
5.1. The equipment shall consist of handset stations and speakers, with their associated amplifiers,
and all necessary equipment and accessories to provide a complete, operable system in
accordance with the requirements of this specification.
5.2. The equipment shall be suitable for operation on a 230 volt, 50 Hz, single phase power supply.
Back-up battery unit shall be provided with Ni-Cd batteries and battery charger. Batteries shall
be sized to provide back-up for a minimum 30 minutes in case of mains failure. AC 230V
power will be supplied to the primary terminal of back-up battery unit. Power requirements
shall be furnished by Vendor.
5.3. All electrical equipment, panels, junction boxes and enclosures, which will be installed in
hazardous areas, shall generally be of intrinsically safe type suitable for the hazardous area
classification. For equipment that intrinsically safe type is not available or the working supply
voltage precludes the use of intrinsically safe circuits, explosion proof may be specified.
Hazardous area classification shall be as per API RP 505 or IEC 60079.
5.4. The system shall be designed in accordance with applicable codes and standards regarding
adverse environmental conditions (including weather, moisture, noise level, electromagnetic
interference (EMI), and radio frequency interference (RFI)).
5.5. Equipment shall meet all electromagnetic compatibility requirements of the IEC 61000
standard. Each element of the systm must function without introducing intolerable
electromagnetic disturbances to other items or being susceptible to electromagnetic influences
from other systems.
5.6. The system shall be designed in such a way that the failure of any amplifier, alarm tone
generator, power supply unit, cable or loudspeaker shall not result in a complete loss of service
in any area.
5.7. The complete system (fans, amplifiers, speaker loops + speaker drivers, tone generator, control
panel, etc.) shall be continuously monitored for faults.
5.8. The integrity of the system loudspeaker loops shall be monitored by the use of an inaudible
signal and a line current sensing unit.
5.9. The loudspeaker loops shall be fed from both ends, so that in case of cable damage, service
would be maintained on both half loops.
5.10. The system shall be designed for multiple zones. An “All Zones” push button shall be
available on the Access Units. The system shall be designed to meet the requirements of two
extra zones to allow future expansion.
5.11. Where an entertainment system exists in plant accommodation camp, this entertainment
system shall be muted automatically and immediately during an alarm or emergency verbal
announcement in these areas.
5.12. The system design shall ensure that amplifiers have 20% spare capacity, per loudspeaker loop.

5.13. Necessary number sets of loud speakers shall be determined by ambient noise sound analysis
and be supplied. The power output shall also be determined by ambient noise sound analysis.

6. SYSTEM OPERATION
6.1. Each control house shall be provided with an independent paging intercom system. Each
control house shall have a desktop station for each respective unit. The paging-intercom
system for each control house shall operate independently of the other systems.
6.2. The system shall provide a paging-intercom system, with one page channel and 5 independent
party line channels. Each station shall be capable of originating and receiving communication
by switching to either a page channel or the noninterfering party line channel.
6.3. The speaker channel shall be used to "page" personnel over the speakers. All speakers for each
system shall receive the page calls. The speaker or speakers adjacent to the handset originating
the page shall be muted to eliminate acoustical feedback.
6.4. The party line channel shall be used for conversation, after the page is completed. This
conversation shall not be carried over the speakers, thereby allowing simultaneous
conversations on the party lines and speaker channel, without interference.
6.5. It shall be possible to extend an installed system by adding handsets with amplifiers and
speakers with amplifiers without having to pull additional wires in the existing conduits.

7. SPECIFIC REQUIREMENTS
7.1. Main Equipment Cabinets
7.1.1. The main equipment cabinets shall house the signal processing units, the audio amplifiers and
line transformers, the control and zone selection circuitry, the fault monitoring circuits and
fault alarm monitoring panel, the Access and Monitor Panel and all necessary testing and
safety devices.
7.1.2. Some parts of the central equipment may be remotely located in the areas to be served with a
view to reducing cable losses. However, the processing and monitoring modules shall be
located in the central cabinets.
7.1.3. The main equipment and associated MDF shall be 19-inch cabinets not exceeding 2100 mm
high.
7.1.4. The system equipment shall be of field proven and rugged construction. The system shall take
future requirements into consideration. A minimum of 25 % spare amplifiers shall be
supplied for future expansion. In addition, 20 % of unused shelf space shall be available in
the cabinets. The MDF shall accommodate 30 % spare terminals. All loudspeaker loop
terminals shall be fitted with lightning arrestors.
7.1.5. The fault alarm monitoring panel shall be fitted with indicators displaying the system major
and minor alarms, the amplifiers faults and loudspeaker loops status.
7.1.6. The signal processing units shall include voice compression circuits to provide a convenient
line output even with a low operator speech level.
7.1.7. The equipment cabinets and MDF shall be fitted with electrical earth bars and insulated
telecommunications earth bars.

7.2. Access Control Panel
7.2.1. Unless specifically required otherwise, the Access Units shall be designed for flush mounting
in the Process/Safety console and in the Radio Operator’s Room console. Operation of the
system is performed through access panels connected to the Control equipment.
7.2.2. The system shall provide acoustic feedback suppression and the ability to mute speakers near
to the access panel. (Larsen effect)
7.2.3. The access and alarm initiation panels shall include the following functionality:
• Zone selection
• Routine speech announcement initiation
• Shall have Emergency speech initiation
• All call initiation
• Alarm initiation
• Alarm cancel
• System busy lamp
• System status lamps
• Lamp test feature
7.2.4. Alarm initiation, alarm cancel and all call buttons shall have a movable cover to minimize
false activation.

7.3. Amplifiers
7.3.1. Each amplifier shall be completely transistorized using printed circuits with replaceable
components.
7.3.2. Handset amplifiers shall have individual controls for transmitter level and receiver volume
and high frequency attenuation.
7.3.3. Each speaker amplifier shall have adequate power for a minimum of two speakers in high
ambient noise level area. The output transformer shall be tapped for 8 ohm, and 16 ohm
loads. Minimum amplifier power output shall be 12 watts RMS into 8 or 16 ohm load, with
total harmonic distortion not exceeding 0.5%. Minimum frequency response shall be 250 -
15,000 Hz (l.5 dB).
7.3.4. Each amplifier shall be mounted on a drawout type chassis. The chassis shall be provided
with a permanently mounted plug. All amplifier wiring to external connections shall be
factory wired to the chassis plug.
7.3.5. Each panel of amplifiers shall incorporate a hot standby amplifier in an N+1 configuration
such that failure of a single amplifier does not affect the overall performance of the system.
7.3.6. The audio amplifiers shall be designed for continuous operation at full rated output power.
7.3.7. The amplifier loading shall not exceed 70 % of the nominal amplifier output power.
7.3.8. The amplifiers shall be capable of withstanding either open or short circuit conditions without
damage and shall recover automatically when the fault condition is removed.
7.3.9. Each amplifier enclosure shall be provided with all terminal facilities required for field
wiring.
7.3.10. Each enclosure shall be provided with a terminal block and a permanently mounted
receptacle. Connections between the receptacle and terminal block shall be factory wired.
7.3.11. The amplifier chassis plug and the enclosure receptacle shall form a self-aligning plug-in
combination.

7.3.12. Enclosures for indoor service shall be IP42 to IEC 60529 gasketed with bolted cover.
7.3.13. Enclosures for outdoor service shall be IP65 to IEC 60529 cast aluminum, hinged cover and
with threaded hubs, top and bottom, for rigid steel conduit. Hinges, bolts and screws shall
be stainless steel.
7.3.14. Enclosures for classified (hazardous) areas shall be as described in above section except that
arc making devices shall be enclosed and sealed to be suitable for the area classification
specified.

7.4. Handset
 Handset enclosures for outdoor service shall be essentially as described in the above section.
 Handset enclosures shall contain a hook switch and a momentary contact push button type
paging switch.
 Noise-canceling headphones with directional microphones or acoustic hoods shall be
provided in areas of the plant that are subject to high ambient noise conditions.

7.5. Speakers
7.5.1. Speakers shall be complete with high efficiency permanent magnet driver units. Voice coils
shall be 8 ohms or 16 ohms. Frequency response shall be 250 - 12000 Hz. Dispersion angle
shall be 100° -120°. Minimum power handling capacity shall provide intelligible
communication 75 feet away in areas with a 95 dB background noise level, when used with
50% available amplifier power.
7.5.2. Outdoor speaker shall be of the reentrant type with a suitable horn, rigid metallic
weatherproof construction with enclosed weatherproof connection terminals and damped to
prevent undue ringing and objectionable resonance peaks.
7.5.3. Outdoor speakers shall be furnished with an adjustable mounting assembly which will permit
orientation of the speaker in any desired direction after the assembly has been mounted and
wired. Provision shall be made to maintain the loudspeaker securely in position after it has
been oriented.
7.5.4. Recessed ceiling type or wall mounted type of loud speakers shall be used in buildings. Each
speaker shall have facilities for volume adjustment.
7.5.5. Loudspeakers within areas where a control and access panel is located shall be muted during
speech announcements initiated by the panel in that area.
7.5.6. Particular attention shall be paid to the installation of loudspeakers. The loudspeakers shall be
installed at a height to allow easy access for maintenance. Their associated junction boxes
shall be fitted in position at a height of approximately 1.5 m, such that they can be opened
and worked on without the need for ladders or scaffolding.

7.6. Associated Equipment


A suitable line balance control shall be furnished to provide optimum loading of the page and
party line circuits. The line balance control equipment shall be completely assembled and
wired in a suitable enclosure for mounting in the proximity of a handset station. Adjustment
of this control shall be required only on initial start-up of the communication system and when
additional amplifiers are added to the system.

7.7. Cable and Junction Box
7.7.1. All outdoor signal and power cables shall be armored.
7.7.2. The cables used shall be sized one size larger than the maximum size necessary to cater for
re-routing of cables.
7.7.3. All cables shall be sized such that loudspeakers continue to deliver the correct sound pressure
level (SPL) continue to operate correctly.
7.7.4. The multipair cables shall be overall screened. The screen continuity shall be achieved
through the junction boxes and marshalling boxes. The cable screens shall be earthed to the
telecommunication earth bar in the MDF cabinet.
7.7.5. The multipair cables shall include 20% spare pairs.
7.7.6. All boxes shall be made of corrosion resistant flame-proof material. Their Ingress Protection
rating shall be IP 65 minimum.
7.7.7. All cable pairs, used and unused, shall be terminated in the junction boxes and in the MDF. In
addition, the junction boxes shall include 30% spare terminals.
7.7.8. The cables carrying signals from the microphones shall be segregated from the loudspeaker
loop cables. In particular, these cables shall not run into the same ducts or on the same cable
trays.

7.8. Audio Recorder


The system shall include a digital recorder system to record and play back speech
announcements. It shall meet the minimum requirements:
• Recorded voice data shall be stored for a period of 28 days before being overwritten.
• Backup the history audio through an archiving device
• Built-in time/date generator
• Minimum 4 audio channels inputs
• 19 inches rack mountable
On request, it shall be possible to listen the audio recorded without interrupting the current
record.

8. DOCUMENTATION
All engineering documents provided for this equipment shall show equipment as specified and
ordered. Required documents, as a minimum, are as follows:
 Complete structural drawings showing:
 Arrangement.
 Dimensional plan and elevation, front view and other elevation views if pertinent.
 Conduit entrance location and dimensions for both top and bottom entrance.
 Wiring diagrams of each type amplifier.
 Equipment operation manual.
 Equipment maintenance manual giving circuit description and circuit drawings and parts list.
The parts list shall include the generic part number as well as the equipment manufacturers part
numbers.

 Spare parts list

9. SHIPMENT
Preparation for shipment shall be in accordance with Manufacturer's standards unless otherwise
noted on the Request for Quotation and/or Purchase Order. The Manufacturer shall be solely
responsible for the adequacy of the Preparation for Shipment provisions employed in respect of
materials and application, to provide materials to their destination in excellent working condition
when handled by commercial carrier systems.
Each equipment shall be securely packed in its enclosure to prevent breakage or damage during
shipping and transportation.
Each item of equipment shall be individually boxed. Each box shall be clearly tagged to adequately
describe the contents.
Packing and marking shall be in accordance with NIOEC-SP-90-52.

10. INSPECTION
NIEOC and/or appointed inspectors reserve the right of inspection at any stage of manufacture,
testing or preparation for shipment.
Comprehensive Factory Acceptance Tests (FAT) shall be carried out at the Vendor’s premises prior
to shipment of the equipment. The purpose of these tests is to verify that the equipment fully meets
the equipment procurement specifications and the project operational requirements.
Site Acceptance Test (SAT) including functional and operational tests shall be carried out after the
installation and power up of the system main and field equipment in the plant.

11. SPARE PARTS SUPPLY


 Pre-commissioning and Commissioning Spare Parts
Vendor shall supply the spares for pre-commissioning, commissioning and startup.
 Spare Parts for Two Years of Operation
Vendor shall recommend the spares required for 2 years of operation and provide a price list.
 Tools
Special tools necessary for assembling, installation, testing and maintenance of the devices for
paging system shall be supplied by Vendor.

12. GUARANTEES
Vendor shall guarantee to support and supply spare parts for the supplied hardware, software and
firmware for at least 10 years from the date of shipment.
If it is expected that parts of the system will be withdrawn from sale after 10 years, vendor shall
provide a statement detailing the equipment to be withdrawn, the timing and how updated parts can
replace the withdrawn parts.
The Vendor shall guarantee that the equipment supplied is free from fault in design, workmanship
and material, and is of adequate design and proper material to fulfill satisfactorily the specified
operating conditions.

Should any failure or defect in design, material, workmanship or operating characteristics develop
under the start-up and commissioning periods or during the first 12 months of operation, but not
later than 24 months from the date of shipment, the Vendor shall make all required repairs,
alterations or replacements of the defective equipment, free of charge, and shall pay transportation
fees involved to and from NIOEC’s site.
