AGREED ORDER |

With agreement of the parties the court enters the following Order:
The Temporary Restraining Order of April 29, 2021, entered by the Okmulgee
County District Court is vacated. All Oklahoma cannabis licensees have ninety (90)
days from the date of this Order to become compliant with the Metre seed to sale
tracking and tagging system. During the ninety day period OMMA will conduct at least
five seminars via the intemet to educate licensees on implementation of the Metre
system. Further, OMMA will ensure adequate call staff is retained to be reasonablyresponsive to questions licensees might have about program implementation during the
ninety day ramp-up period
Dispensaries shall have one hundred eighty (180) days from the date of this
Order to sell or legally dispose of all untagged cannabis products in their inventory.
All allegations and causes of action alleged by Plaintiffs are dismissed without
prejudice except for Plaintiffs’ claims for declaratory and/or injunotive relief on the
following issues:
(1) Whether licensees are wrongfully required to pay for implementation of the
Metre seed to sale tracking and tagging system;
(2) Whether OMMA misapplied funds intended to cover the cost of cannabis
oversight so as to require an Order for the retum of the diverted funds for their
intended purpose; and
(3) Whether class action status is appropriate,
All of OMMA and Metro's defenses and dispositive motions not mooted by this
Order are preserved.
OMMA shall have adequate enforcement staff to aggressively locate and
prosecute any cannabis licensee not complying with this Order.
The parties may request further hearings as are warranted.
