In this section of the test, you will have the chance how well you understand spoken English. There are
four parts to this section with special directions for each part.
PART I
Questions 1 to 4.
Directions:
In this part of the test you will hear some dialogues and questions spoken in English. The questions
and the dialogues will be spoken twice. They will not be printed in your test book, so you must listen
carefully to understand what the speakers are saying. After you listen to the dialogue and the question

Why is Ethanol a good alternative to the fuel which is used now? Firstly, Ethanol is based on
renewable resources. It is produced from agricultural products, such as sugar beet, sugar cane,
potatoes, and grains, and raw materials such as pulp (smashed wood or plant material), softwood
hardwood and waste paper. The raw materials for ethanol are obtained from forests or farms, Trees do
not need to be cut down to get Ethanol . We can get it from the branches and dead wood.
Secondly, Ethanol, because of its alcohol nature, makes the vehicle engines run more
efficiently. This means that less fuel is used. Thirdly, lower emissions of CO and
Hydrocarbons which are produced with alcohol fuels like Ethanol compared to Petrol.
WALHI research states that 5,500,000 tons a year of CO is emitted by motor engines in a city such as
Surabaya.
Fourthly, Ethanol is described as a “harmless” substance unlike petrol which is poisonous.
Ethanol has a low toxicity level of poison. It does not cause death or blood poisoning.

Driver distraction has always been a problem. Although many activities can potentially divert
driver attention, the cell phone has drawn attention to the issue. The cell phone is a highly noticeable
distraction in the car, which makes it any easy target for restriction. It is easy to spot a driver with a
hand to the ear and know he or she is distracted by a phone call. It may not be so easy to spot the
driver whose mind is elsewhere.
During the next few years, states and researchers will begin to accumulate more information
about the implications of mobile phones and other devices on traffic safety. In the interim, as the
quantity of phone and other wireless communications devices available on the road continues to grow,
greater constituent concerns, local ordinances, and judicial activity will increasingly challenge
lawmakers to address driver distraction as a traffic safety concern. It is likely that cell phones and

The Fly and The Bull

Has the time come to ban cars from the centre of towns and cities?

Global warming caused by pollution has begun to affect us directly, with climate change
starting to affect British weather. Some people believe the time has come for drastic action to reduce
pollution caused by heavy traffic.
There is no doubt that traffic fumes are a major cause of pollution throughout the developed
world, and are a particular problem in large towns and cities. In a small country like the UK, cities are
close enough together to cause high levels of traffic fume pollution in the air over large areas of the
land. Consequently, health problems are created such as asthma, which has rapidly increased as the
number of cars on the road has risen. An additional problem in urban areas is congestion, which
wastes time and adds to costs. The average speed of traffic in central London is now only 12 miles an
hour, the same as it was in Victorian times. A ban on cars in the centre of large towns and cities would
therefore seem sensible as it would cut pollution thereby improving health. It would also reduce
congestion, allowing buses, emergency vehicles and delivery trucks to be more efficient.
On the other hand, it could be argued that such a ban would create other problems. Public
transport in this country is expensive and sometimes unreliable. Would there be enough trains and
buses to cope with the numbers needing them? Furthermore, there is also the issue of personal
freedom. Is it right to prevent people from choosing the mode of transport they prefer? Many people
feel safer in their cars when travelling at night than they do on a bus or a train.
While there is clearly an urgent need to cut pollution, this could be achieved by developing cleaner
fuels and electrically powered cars, and encouraging people to use public transport where possible,
rather than forcing them to do so.
