Activity: NATIONAL AND LOCAL ELECTION 2022

I. Situation
a. The National and Local Election conducted last 09 May 2022 as a
Mandated in Section 2 of RA 7166. The Bureau of Fire Protection partake in the
National and Local Election by providing additional support in relation to safety in
terms of emergency response and also in a standby fire truck near the polling
precincts equipped with BFP resources as part of the fire suppression campaign.
II. Objectives:
a. One of the Primary Objective of the Bureau of Fire Protection in relation to
the National and Local Election is to Provide assistance through the utilization of
manpower of BFP Personnel as a Fire Suppression, Fire Safety Inspector and
Emergency Medical Responder which serve as a great help in securing safety of the
establishment especially the Polling Precincts, Canvasing sites, election equipment
storage warehouse/buildings and other related institutions and also by providing
assistance to those wide range tasks to ensure satisfactory outcomes to a variety of
emergencies.

III. Action Taken/Responses:


a. Deployed Assets Personnel – as part of the Deployment on the
National and Local Election the BFP Camarines Sur Deployed a total of 307
Personnel which equivalent to 65% of actual Strength of the BFP Camarines Sur
with a total of 191 STG Suppression, 46 STG Fire Safety and 55 STG Medical
Responder and 15 Provincial Task Force EOC wherein 53 Fire trucks and 3
Ambulance Positioned to different Precincts and canvasing sites to provide
assistance and maintain safety.

b. Establish facilities Opcen - The BFP Camarines Sur established


Provincial Task Force – EOC and also established First Aid Service Team (FAST)
and Sub Task Group (STG) such as STG Suppression, STG Fire Safety and STG
Medical EMS assigned in different precincts and stations

c. FAST Responses - The BFP Camarines Sur Personnel provided


assistance such as giving first aid, Vital Signs Monitoring and assisted to emergency
incident within the premises.

d. Fire incident responded during election period - With a total of Five(5)


Fire Incident’s has been recorded during the National and Local Election within the
AOR of the Office of The Provincial Fire Director Camarines Sur.

e. Vehicular Accidents - With a total of Seven (7) Vehicular accident has


been verified during the National and Local Election within the AOR of the Office of
The Provincial Fire Director Camarines Sur.

f. Law and Order concerns – The BFP Camarines Sur Province and its
Area of Responsibility did not have any issues and concerns regarding the Law and
Order on the National and Local Election.
IV. Highlights of Activities – the Office of the Provincial Fire Director Headed by
SINSP JOSEPH N CATIMBANG caretaker/Deputy Provincial Fire Director together
with the different Fire stations of Camarines Sur establish an Operation Center such
as Provincial Task Force –EOC and Sub Task Group for the purpose of providing
assistance to the participants of the National and Local Elections to get closer to the
public and to give them information about the r work of BFP as a public servant and
also to ensure the safety of the participant of the said activities in case of untoward
incident that may happen.

V. Output of the Activities: - The Office of the Provincial Fire Director together of the
Different BFP Stations headed by SINSP JOSEPH N CATIMBANG
caretaker/Deputy Provincial Fire Director successfully assisted on the National and
Local Election on the different polling precincts and canvasing sites all around the
Province of Camarines Sur.

VI. Issues and Concern – some of the Polling Precincts cannot be provided
assistance by the Bureau of Fire due to lack of personnel and assets and also
because of the location of the polling precincts in the infested area which may in
danger the safety of the BFP Personnel.

VII. Recommendation – chose the best location for deployment that may give you the
advantage in response and also proper designation of personnel for the purpose of
deployment.
