This Memorandum Agreement is entered into this 23rd of March, 202 in Ramon, Isabela, by

The RAMON NATIONAL HIGH SCHOOL, with School Identification Number 300571 a
public high school, with principal address at Prulyn St. Oscariz, Ramon, Isabela,
represented in this Agreement by its School Reading Coordinator, MARK JAYSON F.
BACLIG and Phil-Iri Coordinator, LAARNI B. SUPNET, both Filipino, of legal ages,
hereinafter referred to as the SCHOOL;

WHEREAS, the school thru the school reading committee has conceptualized a program
called “Sa Pagbasa may Pag-asa” as an extension project in helping the struggling readers
improve their literacy skills in the new normal;
WHEREAS, the teachers of the school will conduct a reading session in the barangay center
following a flexible schedule. The identified struggling readers must be willing to devote
their time and effort in attending the reading session on the said barangay;
WHEREAS, the partner barangay will help in the full implementation of “Sa Pagbasa may
Pag-asa” in school year 2021-2022;

Having these in mind, the language teachers spearheaded by the School Principal, Dr.
Ma. Rodelene J. Terte, and Communication Arts Department Head Teacher, Dr. Gloria V.
Bulatao, decided to come up with an alternative platform to cater the needs of struggling
readers in despite of lack of face-to-face instruction. The project is anchored in the program
of DepEd BRIGADA PAGBASA which was launched recently. The project will be called
“Guro sa Baryo” which is an extension program of the school in conducting reading activities
to students. This will call the initiative of teacher-volunteers to conduct remedial activities to
struggling readers in their respective areas. In order to make this possible, it has been decided
to select learner-clients on the School Reading Report from the previous school year.
The first step in conducting the project is to prepare letters addressed to the Barangay
Captains requesting permission from their office to implement the said project in their
Barangay. Dr. Terte said that this will serve as the MOA or Memorandum of Agreement
between the school and the barangay once approved. After which, recruitment of teacher-
volunteers must be done to identify probable applicants because they will be the one to
implement the activities of the project. To amplify the recruitment of teacher-volunteers, the
language teachers decided to ask their students if they have an elder brother/sister or relative
who is taking up education as his or her course in college. This will ensure the quality of
instruction to be given to struggling readers since they are guided by an aspiring teacher.
The teacher-volunteers shall be a resident in the area where identified students from
the School Reading Report live in. This was done to maintain health protocols and avoid the
spread of virus. If the student is far from where the teacher-volunteer resides, he or she may
opt to use online platforms.
The project highlights community linkages as it is the primary key in delivering
quality learning to students amidst pandemic. This strengthens the relationship of the school
to its feeder barangays as it emphasizes camaraderie or “bayanihan” as described by DepEd.

Due to the heightened restriction promulgated by the LGU Ramon, limited face-to-
face interaction has been prohibited to observe health protocols. Hence, a virtual session
orienting the identified barrio teachers has been done to inform them the process of
implementing the project.
The orientation started with a simple prayer led by one of the Filipino teachers in the
Communication Arts Department, Ms. Laarni B. Supnet followed by her brief introduction on
the project “Guro sa Baryo”. She started her talk by presenting the Deped Memorandum No.
173 S. 2019 titled “Hamon: Bawat Bata Bumabasa” where “Guro sa Baryo” has been
anchored.
She restated that this program is in full support to the DepEd Memo which aims at bringing
remedial lessons to struggling readers both in Filipino and English. It was then followed by
the presentation of identified barrio teachers in which their attendance in the google meet is
being checked. Afterwards, the agenda of the google meet which revolve on the following:
implementation proper, session guide, remediation plan and parent consent have been
presented. For the implementation proper, it has been decided that each barrio teacher should
only have 2-3 tutees in proximity to his or her residence. This has been done to avoid
travelling to another Purok or Barangay and to observe health protocols. If for instance that
identified tutee does not reside within the proximity of the barrio teacher they may opt to
virtual sessions.
The session guide will serve as attendance of the barrio teacher and identified tutee in
every session. They need to record the activity that they have conducted and let the tutee’s
guardian affix his or her signature to attest the learner’s attendance. The remediation plan is
like an alternative lesson plan where the barrio teacher shall identify the strength and
weaknesses of the learner. He/she will continue to improve the weaknesses until the end of
the program. The parent consent is a testament of willingness of the learner’s parent or
guardian to enroll their child to the program. This will signify their acceptability of having a
tutor who will visit their child twice a week to help improve their child’s literacy and
numeracy. The barrio teachers where informed to have it done by the child’s parents and
document the process.
The last part of the session delved on the things that the barrio teachers need to
remember in handling their teacher’s kit. They have to take care of the reading materials in
order for it to not be tattered nor folded in the long run.
Afterwards, the open forum was conducted to listen to the barrio teachers’ concerns.
Ms. Kathleen Contapay, a barrio teacher from Burgos asked what will happen if the parents
want the child to have a tutor but the child is hesitant? It has been understood that the tutee is
identified to be a struggling reader through a pre-test that they will conduct. If proven, the
class adviser of the learner together with the parents shall advise the child to undergo the
program.
With no more questions being raised, the virtual meeting was adjourned at 2:30 PM.
