Highway and Railroad Engineering
Introduction
Hi, I’m Engr. Redentor C. Valencia, your Professor in this course, a faculty member in URS College of
Engineering, with professional license in Civil Engineering and in Sanitary & Environmental Engineering, also with
a transportation engineering studies from my UP Masters in Urban & Regional Planning, and with a diploma of
graduate studies in Civil Engineering at VUB, Brussels, Belgium.

Course Description
It presents the methods & underlying principles for the design & control of the elements of road & railroad
infrastructure. Students would know and use transportation system terminology, flow analysis, driver,
vehicle and road characteristics and aspects of road geometrics, road construction drainage, pavements
and maintenance
Course Objectives
At the end of the course, the students must achieve the following Learning Outcomes (LO)
LO-1 Define the basic concepts of highway and railroad transportation and present how to apply them in civil
engineering practice
LO-2 Recognize the concepts associated with the geometric and structural design of highway and railway
systems.
LO-3 Explain the basic service requirements of highway and detail the procedure to conduct level of service
analysis.
LO-4 Develop basic traffic stream parameters and models, traffic flow models, and apply the queuing theory

Course Structure
Based on the minimum requirements of CHED Memo No.92 s.2017, there are 9 Main Units which I
grouped a total of 28 Learning Modules, each for 1.5 hours of learning activities with required outputs; and,
I’ll be grading learning assessment based on rubrics designed for those outputs.

This OER introduces 3rd year students to explore the relationship between speed, safety
and geometry of roadways, I preparation to highways analysis and design. Although
many of us are regular drivers, we rarely put much thought into roads. That’s on purpose.
If you’re thinking about the roadway itself at all while you’re driving, it’s probably because
it was poorly designed. There are so many factors that go into highway safety, many of
which are more philosophical or psychological than pure physics and engineering. But to
a certain extent, highway design is an art form.

This enables students to consider safety criteria in engineering design of highways. Over
the course of the 20th century, the car became America’s dominant mode of
transportation. As vehicle miles travelled soared well past the rate of population growth,
demands on the roadway surged. Congestion became a major issue. So transportation
planners made the roads wider and added traffic lanes. Today, we now know that bigger
roads and extra traffic lanes do nothing to solve congestion. In fact, it tends to induce
even more traffic. So we didn’t fix the congestion issues, and on top of that, we built wide
roads that are relatively unsafe. Transportation planners in the 21st century recognized
that many of the roads that were overbuilt could be redesigned to calm speeding and add
space for newer multimodal transportation options. And thus, the road diet was born. The
video above explains why road diets are implemented, and how planners survey the
feasibility of a lane reconfiguration. You can learn more about road diets with the

This shows students how to apply geometry fundamentals into design of curves in the
horizontal plane to connect two straight tangent sections, say where two road alignments
meet. Application in highways and railways design include survey layouts, route
alignments and pipelines for drainage and sewers. Curves are simple, compound,
broken-back, reverse, circular, double spiral and spiral between circular curves.

The RMW 1500 high capacity ballast cleaning machine from the manufacturer Plasser &
Theurer was used in June 2019 on the high-speed railway line Hannover-Göttingen. The
150 meter long machine can clean up to 1,500 m³ of ballast per hour. The ballast is
removed with a 35 cm high excavating chain. The clearing width can be set between
4.05 and 5.5 meters. The track bed cleaning machine was followed by a high output
railway track laying machine, which renewed rails and sleepers
